About the Organization A pioneering not-for-profit affordable housing developer and community programs initiator in New York City, Settlement Housing Fund, Inc. has worked since 1969 to create more than 9,000 apartments through 73 affordable rental and homeownership development projects. Settlement Housing presently owns and maintains 50 buildings with more than 3,100 apartments throughout New York City, with concentrations of housing and services in the Mt. Eden and Fordham Heights sections of the Bronx, Crown Heights, Brooklyn, the Lower East Side, as well as other sites throughout Manhattan. The organization is working on a growing pipeline of new construction and preservation projects throughout the city, and expanding its Resident Engagement Services to meet the housing stability needs of households leaving shelter and other at-risk tenants.



Settlement Housing Fund is the parent organization of The Crenulated Company, LTD dba New Settlement which was created in 1989 with the acquisition of 14 abandoned buildings from the City of New York. New Settlement has evolved into a robust social service organization offering a range of community-based services in education, college access, youth development, arts, workforce development, community organizing, wellness and other key services that provide important resources to the neighborhood's youth and families. Description

JOB SUMMARY: Reporting to the Director of Operations, the Junior Contracts Accountant will be responsible for the preparation, implementation, monitoring, management, and reporting of all quarterly grants & contracts. Responsible for collaborating with staff to ensure timely completion of all grant deliverables, monitoring budgets to ensure appropriate and on-schedule grant spending and invoicing and preparing internal and external reports. The Junior Contracts Accountant will support pre-award and post-award functional areas. Pre-award services include interpreting agency guidelines and policies; preparing budgets and other forms with program staff; and coordinating online submission. Post-award services include providing guidance on account management, assisting with agency requirements and documentation, disseminating fiscal information, assisting program directors in budget modification or other project management functions, and preparing annual or other required reports. Hybrid option available for 3 days onsite after probationary period. 

Job Duties include but are not limited to:

  • Manage grant accounting to ensure that expenditures are consistently aligned with grant & program budgets throughout the grant/contract period for the following contracts:
    • CASA (NMIC), CASA (Legal Aide/Legal Services), Development (Cummings), Empire (MECA), 21st Century, YouthBuild (DOL), Young Adult Opportunity Initiative (DOL),
  • Ensure proper allocation of shared costs, review & improve methodology regularly
  • Coordinate with accounting to make necessary adjustments to personnel and OTPS for contract vouchering
  • Analyze grants every month, making journal entries needed to reconcile variances fully

  • Perform grant closeout functions required by agencies and sponsors, including reconciliations, financial status reports, final invoices, purchase order liquidations, and balancing budgets
  • Stay abreast of changes in funding through attendance of seminars as needed
  • Develop relationships with program officer(s) and other grantmaker representatives
  • Assist with reviewing payroll records and expenses related to quarterly grants
  • Assist in preparing files & providing documents during annual audits & for any agency audits
  • Assist with entering budgets and updating trackers in QuickBooks
  • Attend weekly fiscal, budget, and departmental contract meetings
  • Prepare annual grant & contract budgets with the help of Program Directors, Grants and Contracts Administrator and Director of Operations
  • Conduct monthly review & oversee reconciliation of general ledger (revenue & expense) accounts to ensure accurate & timely reporting
  • Respond to requests for information and provides reports or documentation from staff and accountants

QUALIFICATIONS & EXPERIENCE:

  • Minimum of 3-5 years of relevant accounting & administration experience
  • Bachelor’s Degree in Accounting or Finance preferred
  • Solid experience managing government contracts (3+ years): budgeting, reporting, invoicing, etc.
  • Intermediate to advanced knowledge of Excel and QuickBooks
  • Working knowledge of various government agencies (Federal, NY State, and NYC) and corporate-sponsored program requirements and practices
  • Ability to work cooperatively and collaboratively with all levels of employees, management, and external parties to maximize performance, creativity, and results
  • Excellent time management skills, with the ability to work under pressure
  • Excellent attention to detail, problem-solving, & analytical skills
  • Excellent written and oral communication skills
  • Experience with various city and state submission portals: SFS, CMS, and PASSPORT required.
  • Independent yet collaborative work style
