About the Organization Cornerstone Energy Services, Inc. provides engineering, survey and land services to the energy infrastructure marketplace. We provide a broad range of services critical to the initial phases of projects, right through completion and documentation. These services include: process, civil, mechanical and I&E engineering, project management, survey and mapping, and Right-of-Way acquisition. We have expertise and experience in both long linear projects as well as single-site facilities. Our clients are developers and operators of oil and gas pipelines and electric transmission lines.

Position Requirements

Essential Functions

  • Exercises discretion and judgment and applies Right of Way (“ROW”) principles to meet project challenges.
  • Communicates effectively with the project managers, of multi-discipled projects, such as survey, engineering, environmental, siting and permitting, etc., to ensure project goals and objectives are being met.
  • Works to reinforce existing relationships with clientele as well as develop new project opportunities with potential clientele with respect to all Cornerstone Energy Services, Inc. (“Company”) core competencies.
  • Identifies land ownership from Company and public records.
  • Researches and settles encroachment situations.
  • Contacts various state, county, and/or local agencies to secure permits for road and railroad crossings, etc.
  • Documents all communications with landowners.
  • In a project manager role, manages, coordinates, and administers the multiple projects, which involves project costing, scheduling and scoping, and the coordination of actions and decisions regarding timeliness and cost considerations.
  • Researches and gathers information from various sources such as: State Highway and Railroad Departments, Title Agencies, Town and County Registries, Municipal Records, the Internet, etc.
  • Understands survey and ROW plans, design plans, appraisal reports, conveyance documents, title reports, contracts, and other pertinent documents relating to energy utility facilities.
  • Prepares offer letters and documents necessary for acquiring easements on individually owned properties as well as easement on properties owned by state agencies, corporations or associations. In some cases, purchasing the entire or part of the property may be necessary in place of acquiring an easement.
  • Performs field inspections for current and future project areas identifying potential acquisitions and encroachments, taking pictures, and preparing conceptual cost estimates.
  • Recommends policies and procedures, ensuring Company policies are clearly communicated to the ROW team.
  • Works with the Human Resources Coordinator to hire new ROW talent and conduct performance reviews with existing employees.
  • Supervises and directs other staff including project assistants, ROW agents, document specialists, etc.
  • Although not the primary responsibility of this position, when needed, a ROW Manager can perform the responsibilities identified in the Right of Way Coordinator job description.
  • Performs other duties as assigned.

Work Environment

  • Work is performed in multiple facilities as business needs dictate.
  • Office work may include prolonged seated tasks, extended keyboarding, and use of computer screen.
  • May be requested to work overtime and weekends.
  • Position requires travel (expected to be 50%); valid driver’s license and acceptable DMV record required.
  • Requires periodic on-site visits to project locations, landowner properties, client and municipal offices.

Physical requirements

  • The employee is regularly required to stand, walk, use stairs, use hands, reach, talk and hear.
  • The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus.

Minimum Qualifications

Knowledge, Skills and Abilities

  • Demonstrates the ability to perform all key qualifications of a Right of Way Coordinator.
  • Comprehensive knowledge of land rights and titles, survey description, legal and engineering terminology, including the ability to read and understand maps and engineering plans.
  • Comprehensive knowledge of Land and ROW related agreements, deeds, easements, leases, permits and licenses. This includes knowledge of utility easement rights and limitations, whether explicit or implied.
  • The ability to read and interpret legal descriptions.
  • Excellent Microsoft Word and Excel capabilities to create proposals, estimates, project status reports, etc.

Experience and Education

  • Bachelor’s Degree in real estate, legal, communications, public administration, business or other related degree, optional.
  • At least 10 years of pipeline or utility right of way experience.
  • Previous experience conducting title research, claims settlement, agency permitting, ROW negotiations and related management.
  • Completion of coursework with the International Right of Way Associations’ technical training curriculum including but not limited to, communication, ROW negotiation and management, may be required.
  • Real Estate License prefered or must obtain Real Estate license within 3-6 months of employment.
