Senior Manager, Curriculum & Training (Affordable Housing & Construction)

Purpose of Division:
The Training Division provides learning delivery to the community development and housing counseling field of practitioners. Professionals enroll in courses and certification programs to receive credentialing and continuing education in this field of work. The division offers over 300 courses via in-person and online modes of delivery. Course enrollments exceed 15,000 enrollments yearly with revenue of over $3 million. The division is currently working to expand online learning delivery options. This position will play a critical role in building out both our in-person and online learning portfolio.

Position Summary:
Reporting to the Director of Curriculum and Training, this Senior Manager, Curriculum and Training is a specialized position which requires field experience and expertise in the following:

  • Single-family and multi- family real estate development and finance, including the Low-Income Housing Tax Credit program (LIHTC).
  • Understanding of community-based nonprofits and affordable real estate development in urban and rural communities.
  • Understanding of shared equity and manufactured housing.
  • Construction and Rehab – housing design, construction basics, best practices in green and healthy housing.
  • Grant Management to include grant writing; developing work plans, budgets, deliverables, and narratives; coordinating with relevant stakeholders; and relationship management.
  • Adult education and participatory training methods and techniques for both in-person and online opportunities.

The role involves leadership and management in the development and delivery of training addressing the needs of community development organizations’ constituencies in the content areas above, including:

  • Managing the design, development, and revision of courses and workshops.
  • Planning and managing the delivery of courses for National Training Institutes, Virtual Training Institutes, Place-Based Training, and other online training formats (webinars, faculty-led, one-week workshops, and self-guided).
  • Hiring, managing, and evaluating a pool of 25+ independent consultants that serve as faculty and curriculum developers for both in-person and online courses.
  • This position will be responsible for managing up to three tracks of content as required.
  • Oversee the development of a robust online course portfolio of the content areas.
  • Develop and implement a comprehensive strategy for multiple learning paths for all content areas.
  • Enhance the value proposition of the Professional Certificate Programs.
  • Grant management including writing, evaluation, budgeting, and reporting.
  • Hire, develop, and evaluate consultants to design, develop, revise, and deliver the courses, and meet grant or program requirements.
  • Publications review, editing, and oversight.
  • Training data tracking and analytics.

Essential Duties & Responsibilities:

  • Manage the Affordable Housing and Construction and Rehab curricula. This includes:
    • Working consistently to improve learning opportunities available to affordable housing professionals accessing NeighborWorks training in affordable housing development and financing; and new construction and rehabilitation design and management.
    • Recruiting, managing, and developing a diverse pool of independent consultants who serve as NeighborWorks faculty and curriculum developers for classroom, place-based, and online learning courses. Actively seek opportunities to diversify faculty.
    • Adherence to course development cycles using data to drive decisions and adherence to NeighborWorks curriculum standards.
    • Ensuring the effective employment of sound adult education methodology in course design, lesson planning, and training delivery. Willing to explore alternatives to teaching methodologies to be more inclusive of non-dominant groups and learning perspectives.
    • Forecasting content offerings for future events for up to a year in advance.
    • Identifying new and emerging trends, issues, and needs in the curricula.
    • Working closely with other NeighborWorks Divisions and staff to identify content and course needs for online and in-person training events.
    • Develop and implement a comprehensive strategy for multiple learning paths and Professional Certificate Programs.
  • Follows the concept of constant, continuous improvement to provide the highest level of quality training to the participants of NeighborWorks® Training. Works to significantly improve learning opportunities for participants—employing a variety of training delivery methods such as site visits, forums, clinics, classes, and workshops.
  • Identifies new issues and needs in the content areas and develops courses to address them, reviews and revises course manuals and materials in collaboration with instructors. Applies an equity lens when revising and developing courses.
  • Audits and evaluates instructors and courses and provides critical feedback on how to make improvements. Evaluates new instructors.
  • Provides quality control for the related work of the Training Production Coordinator to ensure quality production of materials and on-time submission of information and materials from instructors.
  • Serves as resource and support to supervisor, other Senior Curriculum Managers, other business units and divisions, and practitioners including participation in working groups and committees.

Nature of Work Contacts:
The Senior Curriculum Manager will work with training participants and professional certificate candidates, NeighborWorks® America staff, independent faculty consultants, potential consultants, and representatives from partner and potential partner organizations. Senior Curriculum Managers are expected to be able to work independently to manage their curricula and faculty consultants in addition to working under the general direction of the Director, Curriculum and Training.

Fiscal Responsibilities:
Procurement responsibilities related to engaging faculty consultants and vendors. Responsible for managing individual program budgets and outside fund contract budgets as requested.

Position Requirements

Required Minimum Qualifications:
(a) Education: College level degree, certification(s) and/or equivalent relevant work experience.

(b) Experience: Five (5) years of experience working as a staff member of a community- based organization, community development corporation, or public or private sector community development program with areas of responsibility in affordable housing development, and construction and rehabilitation of affordable housing.

(c) Licenses, Certifications: None required for this position.
(d) Competencies, Knowledge, Skills & Abilities: an equivalent combination of education and experience that provides the following knowledge, abilities, and skills:

  • Strong knowledge in real estate development and finance, including the Low-Income Housing Tax Credit program (LIHTC).
  • Strong understanding of adult education principles and methods.
  • Knowledge of community development and public policy issues.
  • Demonstrated ability to plan, organize, and direct curriculum projects and programs from start through completion, including development of project scopes of work and budgets for faculty consulting engagements and other types of proposals.
  • Ability to communicate effectively orally and in writing, especially as this relates to coordinating and evaluating the work of other professionals and instructional materials required.
  • Experience as a trainer and/or curriculum designer desired.
  • Excellent writing and editing skills, oral communication abilities and presentation skills.
  • Ability to organize, prioritize and coordinate multiple work activities, and to work both independently and collaboratively with colleagues in a fast-paced team environment.
  • Strong interpersonal and customer service skills for communication and collaboration with internal staff and external funders and partners from diverse backgrounds.
  • Exceptional attention to detail and the ability to meet frequent deadlines required.
  • Maintain regular and timely attendance.

  • Proficiency with Microsoft Office Suite is required.

Preferred Qualifications:

  • Familiarity with climate mitigation and adaptation strategies in real estate development.
