Position Summary: The Safe Homes Strong Communities program is a rapid rehousing program for individuals and families experiencing intimate partner/ sexual violence and homelessness. The Lead Safe Homes Coordinator is primarily responsible for ensuring that the Safe Homes Strong Communities programming is carried out in a unified way that is in line with the Agency’s mission, vision and values. The Lead is primarily responsible for supervising the Safe Homes Strong Communities Service Coordinators, providing training and mentoring, ongoing expertise and technical assistance, quality assurance monitoring, and regulatory and grant compliance. This position works very closely with the Safe Homes Manager to ensure that each Service Coordinator is providing consistent, quality services to program participants in line with the vision and expectations set forth by the Manager. Participants in Safe Homes are all victims of intimate partner/ sexual violence and have experienced complex traumatic events that shape how they interact with the people around them. The Lead Safe Homes Coordinator is responsible for ensuring that each Service Coordinator is providing consistent, quality services to the program’s participants, and as such must have a firm understanding of trauma, the effects of trauma, engaging traumatized people, and must be comfortable working in a Voluntary Services program model. The Lead provides crisis intervention and safety planning, develops intervention strategies, and connects participants to programs while building their support systems. Offsite visits are part of the job. The Lead is responsible for developing an excellent working relationship with other HRM programs and staff, as well as external stakeholders, to ensure the timely, effective and seamless provision of services and must have the maturity and leadership skills to work with people from economically and culturally diverse backgrounds in many different capacities.

Standard Schedule: Standard hours for this position are Monday- Friday, starting between 8:00am-10:00am and finishing between 4:00pm-6:00pm. This position provides on-call coverage for the 24-hour hotline staff on a rotating basis, which may include some evening and weekend work when on call. Leads are expected to flex their schedules as needed to attend to critical work activities (home inspections, meeting with participants with schedule conflicts, etc.).

The Prince George’s County based position is on site 70% in HRM’s Brentwood location, 20% in travel around Prince George’s County and 5% in Baltimore.  HYBRID Position

 

Primary Responsibilities:

  • In conjunction with the Safe Homes Manager, directs, manages, and hires Service Coordinators working on the Safe Homes project; oversees and coordinates work allocation, training, supervision and performance evaluation of the staff and ensures that all work related to timely, accurate, and effective delivery of services is completed.
  • Meets weekly with direct reports for a one-on-one check in, or a team meeting, to provide feedback and direction.
  • Establishes and modifies staff schedules as necessary to ensure sufficient programming, including contact with new participants, community outreach, and attendance at professional meetings.
  • Assigns participants to Service Coordinators based on workload, program focus, and schedule. Adjusts as needed.
  • Provides quality assurance monitoring of services to participants, including file review, attendance records, service plan review, and ETO data entry efforts of staff; ensuring staff have the skills to utilize the software’s capabilities and putting processes in place to ensure consistent, accurate, and quality entries.
  • Works closely with the Safe Homes Manager to provide content for and execute training of all new and current Safe Homes Service Coordinators on engagement, placement, services coordination, advocacy, and domestic violence knowledge skills.
  • Provides comprehensive coordination of services for a caseload of approximately 8-10 participants referred from Victim Coordinated Entry. Determines eligibility for Safe Homes through a thorough assessment of safety and stability needs, and creates a comprehensive service plan with timeline for completion. Coordinates with internal and external providers of services and personal supports, including landlords. Completes paperwork and processes for housing inspection and placement. Works with participants for six to twelve months, and follows up with participants after closing of participant file.
  • Guides and supports participants to increase self-sufficiency skills, safety, education on domestic violence, and problem solving. Educates participants on self-advocacy skills and advocates on behalf of participants when necessary to achieve participant goals.
  • Maintains paper and electronic participant files in keeping with program standards. Ensures that program participant documents related to the successful running of the program are accurate, available, and up to date. Monitors resource materials to ensure they are accurate and current.
  • Coordinates participant’s use of agency and community services to provide comprehensive and unduplicated services that maximize participant success, including organizing team meetings as necessary.
  • Visits participants in home environments that have been determined to be safe.
  • Participates in Victim Coordinated Entry Meetings and client transition meetings and makes recommendations concerning individual participant’s eligibility for financial assistance and expected transition date from the program.
  • Acts as Project Director for Safe Homes grants. Assists program management in compiling necessary statistical data and narrative for additional grant reports and applications.
  • Provides one on one counseling for participants in crisis and to help participants resolve conflict.
  • Distributes material goods in accordance with program procedure such as clothing, bus tokens, and personal hygiene supplies.
  • Approves non-rental payment financial assistance requests up to $250 for approved line items.
  • Supports Spanish speaking victim access at Highlandtown office through shared coordination of Spanish speaking staff schedules for rotating coverage and triage services at this site.
  • Acts as part of the on call rotation supporting the staff on the 24 hour hotline. Answers hotline shifts in emergency and urgent situations.

Experience/ Requirements:

  • Three years experience providing counseling, case management, or victim centered advocacy. Associate degree in Human Services field may substitute for one year experience.
  • At least one year experience must be providing direct service to traumatized individuals who have experienced violence.
  • Proficiency in using software to track participant progress and data.
  • Excellent oral and written interpersonal skills with a strong ability to relate to a diverse range of individuals including victims, children, donors, business leaders, and human service providers.
  • Demonstrated ability to provide the leadership that enables staff to consistently meet goals.
  • Demonstrated ability to juggle multiple competing tasks and timelines.
  • Clean driving record, current state driver’s license, and reliable personal transportation.
  • Must pass Criminal Background Check.
  • Highly Preferred Skills
    • Oral and written fluency in more than one language (Spanish, French, Urdu, or Arabic highly preferred).
    • Previous experience supervising paid or unpaid staff positions.
    • Experience in direct service provision with the Latinx immigrant community.
    • Knowledge and understanding of intimate partner and/or sexual violence.
    • Knowledge of local human services programs/ agencies and housing resources.
