GIS Planning Project Manager 

Description

Employee in this position receives direct supervision from the City Planner and is expected to work independently. The GIS Planning Project Manager is responsible for the supervision of the day-to-day activities pertaining to coordinating and facilitating the Planning Department’s role in the implementation of the City’s GIS Plan.  Employee in this position will be responsible for ensuring the completion of assigned GIS related projects. 

Manages and completes assigned stand-alone planning projects that emphasize GIS.  Coordinats with others the successful completion of city-wide GIS related projects.  Assists other staff in creating GIS systems and completing GIS analyses for planning projects. 

Creates and maintains departmental GIS systems and protocols ensuring compliance with the city’s GIS plan and systems architecture.  Maintains and supports departmental geodatabase.  Responsible for departmental spatial database maintenance including developing and editing supplemental GIS data.  Provides support for enterprise geodatabase model utilizing ESRI SDE methodology.  Collect/reformat/load data from/into the enterprise geodatabase.  Assists with the development and management of geospatial data within an enterprise environment using a federated structure. 

Produces and maintains Planning Department Web GIS design and thematic mapping.  Produces publications, quality reports, exhibits, maps, atlases and other cartographic products and services in digital and hardcopy formats.  Serves as the primary point of contact for both internal and external customer’s planning & zoning GIS related needs. 

Coordinates departmental GPS survey work and data processing

Meets with the city GIS Department, agencies and organizations to discuss GIS related issues and relationship of the GIS to other operations, systems and programs; collaborates with other parties on obtaining accurate and complete information and maximizing resources.  Maintains a close working relationship with the IT Department/GIS to maintain connectivity and links to enterprise RDMS.

Maintains knowledge of current GIS methods, applications and technologies through professional meetings and user groups, industry literature, product research and continuing education. 

Collects, catalogues, cleans and verifies the accuracy of source documents

Makes recommendations regarding GIS hardware and software needs. 

Performs geographic analysis using GIS

Researches & compiles data (i.e. legal descriptions, ordinances, right-of-ways, property appraiser assessment maps, legal subdivision plats) regarding planning and building related activities. 

Compiles reports and records for documentation purposes, accountability and future reference (i.e. impact studies, population data and analysis, maps, diagrams)

Compiles demographic, statistical and other forms of data for incorporation into comprehensive planning tasks

Responds to public inquiries

Maintains and updates departmental website and information presented on lobby T.V.

Develops and maintains GIS data sets related to Official city boundary maps, zoning maps, future land use maps, historic district maps and other maps as assigned

Serves as liaison with other departments and organizations to ensure planning dept. GIS data is updated and coordinates with other department’s and organization’s GIS data

Manages assigned projects from concept through construction completion. Administer consultant and construction contracts; participate in consultant selection process; assist in preparation of RFPs/RFQs; assist with developing scopes of work; process change order requests; assure compliance with City’s risk management requirements; assist with bid analysis and make recommendation for award.

Assists in preparation of Planning Department’s GIS Division budget. 

 

 
Position Requirements

Master degree in Geographic Information Systems

Extensive professional experience with database analysis and design, programming and implementing GIS/Web GIS. 

Experienced in land use planning, 3D modeling and visual simulations, planning-level pedestrian transportation analysis, capital project planning and experience with the principles and concepts of map services including KML, WMS and WFS.

Advanced understanding of object oriented programming and scripting; use of Python as a full developing environment in addition to the set of geoprocessing functionalities.  Web based applications development – HTML, JavaScript, CSS and advanced skills – Java, PHP, ASP.Net and web mapping API’s – ESRI, GoogleMaps, etc.

ESRI product suite including: ArcView, ArcReader, ArcPublisher, ArcEditor, ArcSDE, ArcGIS Server, ArcInfo, ModelBuilder and other extensions and server products. 

Relational databases (SQL Server)

MS Office product suite

Experienced with linear referencing and dynamic segmentation

Good oral and written communication skills

Strong organizational and project management skills

Should have the ability to supervise and monitor the work of others effectively.  Listen to people, compliment ideas and cooperatively identify important issues and suggest effective choices leading to agreement on appropriate solution

 

 
Physical/Environmental Requirements Mobility to work in typical office settings using standard office equipment is required. In addition, vision to read printed materials and computer screen and hearing and speech to communicate in person or over the telephone. Ability to work in the field.
