Pay Rate Pay Range is $70,000 to 85,000 annually  
Description

POSITION SUMMARY: This position is the lead of the Neighborhood Health & Housing (NHH) Team which is responsible for a variety of services and programs that support community members and stabilize & strengthen South Bend neighborhoods. The NHH Team focuses on delivering resources to the community through development and implementation of direct services including grants, providing administrative support to partner non-profit organizations, and projects & programs that stabilize and improve neighborhoods. The Director performs a variety of supervisory, administrative, management, and technical work related to neighborhood development, urban planning, code enforcement, and coordination/planning/development for program implementation that supports the revitalization of neighborhoods and the community. Innovation, creativity, high energy and problem-solving are critical skills toward an incumbent’s success.

SUPERVISION EXERCISED: Direct supervision of the Neighborhood Health & Housing Team members. There are a total of 10 team members, of which six are direct reports.

ESSENTIAL DUTIES AND RESPONSIBILITIES: This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.

  • Leads and works with interdisciplinary project teams organized around specific housing and community development programs.
  • Assists with the development and implementation of the NHH Teams work program.
  • Manages assigned staff, organizes workloads, motivates, and evaluates staff.
  • Provides leadership and direction for neighborhood planning, community development, and development projects.
  • Manages and coordinates the activities of complex housing development projects.
  • Oversees implementation of projects / programs that provide direct services to the community, including grant programs, Rental Safety Verification Program (RSVP), and HUD certified housing counseling.
  • Contributes to the development of the annual Team budget review and expenditures.
  • Researches, collects, and prepares data analysis for housing, neighborhood, commercial corridor, and capital improvement plans related to neighborhood development.
  • Researches, coordinates, and writes grant applications related to areas of technical assistance, neighborhood development, planning, and housing counseling.
  • Coordinates with internal and external stakeholders to ensure successful implementation of programs and resources related to stable, safe, decent housing.
  • Works with realtors, attorneys, developers, engineers, and the public to assist them through the application, planning, and development process.
  • Completes administrative functions for non-profit partner agencies including responding to the Board of Directors, reporting, contract administration, and project/program activities.
  • Functions as a liaison between the Department/Division/Team and City departments and community groups relative to specific activities.
  • Monitors legislation and inter-governmental decisions affecting the Teams operations.
  • Reviews and interprets regulatory information.
  • Makes public and private presentations and responds to inquiries from media and the public.
  • Provides program information, answers questions, and assists the public.
  • Efficiently uses computer hardware and software to maintain neat and accurate records.

NON-ESSENTIAL/MARGINAL FUNCTIONS: Assumes additional responsibilities as directed and as they relate to overall function.

EDUCATION AND/OR EXPERIENCE:

  • Graduation from an accredited four-year college. Preference will be given to applicants with a master’s degree in city, community or urban planning, public administration, or government.
  • Minimum of four (4) years practical experience, including program and/or project management, in increasingly responsible positions.
  • An equivalent combination of education and experience that provides the required skills, knowledge, and abilities to successfully perform the essential functions of the position may be considered.

KNOWLEDGE AND ABILITY:

  • Working knowledge of principles and practices of urban planning, land use, and neighborhood development.
  • Must be able to organize personnel, work, and maintain neat and accurate records.
  • Ability to execute responsibilities with little or no supervision.
  • Ability to effectively address the public, handle stressful situations, work cooperatively with others, handle multiple tasks, and work under pressure/deadlines.
  • Demonstrate initiative, problem diagnosis, critical thinking, and proactive problem solving skills.
  • Experience using diplomacy and conflict resolution techniques.
  • Experience maintaining a strong degree of confidentiality, integrity, and judgment.
  • Strong interpersonal communication skills, and ability to effectively communicate instructions, procedures, and processes to team members and to management.

  • Experience in managing multiple projects simultaneously.

  • Ability to read and write, understand, and interpret regulations and legislation.
  • Working knowledge of computers, computer databases, and geographic mapping systems.
  • Good written and verbal communication skills required for day-to-day functions and public presentations.
  • Ability to attend evening and weekend meetings when necessary.
  • High level of proficiency with software programs including Excel and Microsoft Word. SharePoint experience a plus but not required.

CERTIFICATES, LICENSE, REGISTRATION: Valid Indiana Driver’s License required.

EQUIPMENT: Phone, personal computer including word processing, spreadsheet and publishing software; copy machine; scanner; fax machine; calculator; binding machine; and car.

WORK ENVIRONMENT: Work is performed in office settings, with moderate inside temperatures. The noise level in the work environment is usually quiet to moderate. Entire office is smoke free.
