POSITION TITLE: Engineering Inspector II

Full-time, Exempt

Hiring Range: $65,254 - $81,587

GENERAL STATEMENT OF DUTIES:

The Public Works Engineering is an exciting new position in the Public Works Department. This position reports to the Deputy Director of Public Works - Engineering and will work on complex, multifaceted projects from inception to completion including the management and coordination of projects that have city-wide impact. This is a great time to join the talented and collaborative Public Works team and help grow the City of Lone Tree. The City is experiencing strong growth and has numerous large scale regional projects in design and construction. The right fit for this position will have a global, strategic understanding of city agencies and city policies, standards, and systems and will be responsible for the following essential functions:

 

EXAMPLES OF DUTIES:

Engineering/Inspection Oversight

 

  1. Assists in the development and/or updating City standards for construction.
  2. Reviews engineering submittals in accordance with City and applicable County and/or State criteria and requirements.
  3. Provides written responses to engineering submittals which identifies conformance and nonconformance to City criteria.
  4. Analyzes existing public infrastructure for necessary upgrades to the adjacent roadway and drainage facilities required by development projects.
  5. Assists with identifying right-of-way and easement needs for projects, reviews easement forms and exhibits, and assists in the easement acceptance process.
  6. Reviews projects to ensure compliance with engineering codes and standards, monitors projects for quality.
  7. Serves as a technical engineering inspection resource during construction and may inspect or direct inspectors on questions related to infrastructure construction.
  8. Assists in monitoring and tracking project design approvals and construction approvals and closeouts. Conducts field inspections and creates punch lists for repairs and or replacement of deficient infrastructure constructed with new developments.
  9. Assists with the construction permitting process and works with contractors and developers to ensure all Public Works permits are obtained and adhered to.
  10. Inspects development construction projects for conformance to approved drawings and criteria.
  11. Coordinates with contractors regarding construction inspection requirements and scheduling.
  12. Coordinates project design changes during construction and works with engineers and contractors to navigate the City’s review and approval process.
  13. Review of traffic control plans for capital improvement projects as well as other projects located within the City. Obtain transportation control supervisor training within one year of hire.
  14. Attend and/ or lead a variety of meetings to administer contracts and communicate contract status and expectations. Prepare contract-related correspondence. Review and negotiate requests for contract amendments or change orders and prepare related documents.
  15. Verify, approve, and process payment requests.
  16. Administer project acceptance, claim process, and final payment. Administer contracts during warranty period; prepare final closeout document and archives files.
  17. Monitor contractors' performance and compliance with contract terms. Coordinate with staff field inspectors or contract inspectors, identify problems and recommend solutions in consultation with staff throughout other City Departments throughout the project.
  18. Maintain records of contract and project status; prepare and distribute project status reports.

 

Other Related Functions

  1. Assists with maintaining the City’s website related to engineering development projects and capital improvement projects.
  2. Coordinate assigned activities with other divisions, departments and outside agencies and establish and maintain cooperative working relationships with co-workers, other departments, consultants, contractors and citizens.
  3. Recommend modifications to public works programs, policies and procedures as appropriate.
  4. Attend and participate in professional organization and other group meetings; staying abreast of new trends and innovations in the field of public works and project management.
  5. Assists with grading permit, floodplain development permit, and right-of-way permit application processing and oversight.
  6. Respond and perform assigned duties in the event of a City-declared emergency.
  7. Perform related duties and responsibilities as required.

Knowledge and Abilities

 

Knowledge of:

  1. Construction principles and practices related to construction of streets, traffic signals, underground utilities including water, sewer and storm sewer and other related public infrastructure.
  2. Principles and practices of local government construction contract administration and procurement processes and procedures.
  3. Principles and practices of negotiation and good communication.
  4. City roadway design and construction standards and criteria.
  5. Pertinent Federal, State and local laws, codes and regulations.
  6. Methods and tools for managing projects including acquisition and procurement management.

Ability to:

  1. Review and communicate requirements of construction plans and specifications.
  2. Work independently or with a team.
  3. Interpret and apply Federal, State and local policies, laws and regulations.
  4. Communicate clearly and concisely, both orally and in writing.

Education and Experience

 

  • High School Diploma or GED
  • Four or more years related experience performing construction inspection of roadways and/or public infrastructure projects for a public jurisdiction or consulting firm.
  • Familiarity with state and or federal projects and processes preferred.

Position Type and Expected Hours of Work


This is an exempt, full-time position, working 40 hours per week. The City of Lone Tree’s Public Works business hours are Monday through Friday, 7:00 a.m. to 4 p.m. Actual work schedule will be determined upon hire.
