Job Description

Interactive Government Holdings (IGH) seeks a qualified individual to serve as a Program Manager for the Employer Support of the Guard and Reserve (ESGR) – State Committee Support program. ESGR develops and promotes supportive work environments for Service members in the Reserve Components through outreach, recognition, and educational opportunities that increase awareness of applicable laws. ESGR consists of 54 committees located across all 50 states, the District of Columbia, Guam-CNMI, Puerto Rico, and the U.S. Virgin Islands. The network of 2,000 volunteers supports the mission throughout the country and each committee has a DoD appointed volunteer Chair to support the mission.

The Program Manager direct the team of VSTs who provide administrative, logistical, and subject matter expert services for ESGR. They will work in close coordination and cooperation with the ESGR HQ and State Chair. They will provide staff-level administrative support to the State Committee (SC) and program support to state leadership and volunteers, in the state where the position is located.

No one on the ESGR Contract shall hold or perform the duties of any volunteer position on the State Committee (SC). VSTs cannot volunteer for any Defense Support Services Center (DSSC) related duties, positions, or assignments.

 
Position Requirements

Major responsibilities include (not all inclusive):

Provide a Program Manager that shall be the central point of contact to the COR for all matters related to the management of the overall contract, its employees, and their assigned activities.

Ensure all employees are knowledgeable of ESGR mission and programs.

Provide oversight of contract personnel travel and travel expenditures. Ensure the travel expenditures remain within the allotted travel Contract Line-Item Number (CLIN). Ensure all overnight travel is approved by COR.

Align staff into each of the four HQ ESGR regions.

Accomplishes human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees for all positions on a specific contract.

Communicates job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures.

Achieves operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements; implementing change.

Ensure standards are met by all employees.

Meets financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.

Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.

Review, evaluate, and enhance all contract deliverable to the customer produced by each IGH Associate working on the contract.

Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.

Establish and maintain a pipeline of target opportunities to ensure continued growth of the company.

Conduct ongoing and routine outreach to existing and potential clients. Identify, escalate, and resolve issues affecting successful project performance.

Establish and maintain relationships with subcontractors and prime contractor partners.

Contribute to corporate strategy development in the areas of program management and business development.

Monitor attendance and performance of members of the ESGR Support Staff. Approve Time sheets daily.

Conduct counseling of members of the ESGR Support Staff Team while documenting and making necessary corrective actions.

Administer Personal Time Off in accordance with the IGH Employee Handbook and ensure accurate reporting of same into prescribed on-line systems.

Manage travel required to support the mission of the ESGR Support Staff Team, review, approve and submit Requests for Reimbursement in a Timely manner.

Skills & Qualifications:

Demonstrated Staffing, Planning and expert “People Management” Skills.

Must be able to Manage Profitability and Promote Process Improvement.

Must have sound Financial Management Expertise and Strategic Strategy Planning Capabilities.

Expert skills at Dealing with Complexity and Analyzing Complex Data and Information System.

Must Possess expert Performance Management and Personnel Enhancement skills.

This position requires a Background check.  Must be able to obtain a government issed Common Access Cards.
