GIS Coordinator - Geographic Information Systems

The fundamental reason for the existence of this classification is to coordinate all facets of a City-wide Geographic Information System (GIS).



  • Performs the implementation, operation, and maintenance of the City's GIS.
  • Acts as the City's representative to external agencies regarding GIS.
  • Consults with department heads and designated staff from all City departments regarding department GIS needs and requirements. Creates custom maps and specialty graphics as requested.
  • Creates visually cohesive maps and graphics that clearly convey requested information.
  • Ensures development and maintenance of the City’s base map and associated layers.
  • Establishes databases associating attribute data to GIS layers.
  • Develops policies, procedures and standards relating to GIS system maintenance, operations, and services.
  • Acts as project manager for GIS projects involving database or layer development.
  • Provides assistance and training in the proper use of GIS data and systems.
  • Evaluates hardware and software for GIS systems.
  • Performs research and analysis and supports special projects as requested.
  • Monitors GIS system utilization and recommends appropriate revisions to processes and procedures.
  • Participates in the development of the section budget.
  • May perform other duties and responsibilities as assigned.



  • Bachelor’s degree from an accredited college with major work in Computer Science, Geographic Information Systems, or related field; experience in GIS development, including responsibility for systems analysis and database development; or the equivalent combination of education, training, and experience that would allow you to perform the Essential Functions of this position may also be considered.
  • Proficiency in ESRI ARCGIS product suite, with a solid understanding of database design and data modeling.
  • Must possess and maintain a valid Florida Driver’s License.


Exceptions to the minimum qualifications must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.



  • Knowledge of principles and concepts of GIS planning and systems development; techniques and procedures of GIS system and database design, analysis, and development; and knowledge of GIS hardware and software products.
  • Knowledge of principles and techniques of effective project coordination and management.
  • Ability to build and maintain positive relationships with diverse groups including all organizational levels, City supervisors and Officials, and the public.
  • Exercises critical thinking skills and appropriate judgement.
  • Ability to work independently without close supervision and work in a collaborative manner.
  • Excellent interpersonal skills (verbal and written), including the ability to effectively present information to both small and large groups.
  • Strong attention to detail, customer service, follow-through, time management, prioritization, organization, and multi-tasking skills with the ability to effectively meet competing deadlines.
  • Ability to analyze informational requirements and needs; develop logical solutions to problems; and prepare written reports, procedures, and policies.
  • The incumbent learns job-related material through reading, oral instruction, and observation on-the-job, and in a classroom setting.
  • Ability to understand and interpret manuals, statutes, ordinances, policies and procedures, journals, and reports.
  • Ability to provide technical advice, staff training, and consultation to ensure efficient GIS systems utilization.
  • Ability to stay current with new technological developments.



  • Work is performed mainly in an office setting and involves intermittent sitting, standing, bending, stooping, crouching, reaching, and walking.
  • May require extended periods of standing and sitting and using a keyboard, mouse, and video display.
  • Intermittent lifting, pushing, and pulling of light objects and moderately heavy objects up to 15 lbs.
  • Requires visual and muscular dexterity and hand/eye coordination for extended periods, hearing sounds/communication, close vision, handling/grasping/fingering objects, lifting/carrying objects, and ability to discriminate among colors when developing maps and other presentation material.
  • When responding to questions or requests for information from users and vendors, the incumbent communicates orally face-to-face, via the telephone, in writing, and via a computer.
  • The incumbent is required to drive to and from office buildings to meet and consult with both City and non-City staff.
