General Statement of Responsibilities:
Assumes administrative, supervisory and operational responsibility for a residential program for people with developmental disabilities. Such responsibilities are carried out under the general supervision of the Executive Director of Community Opportunity Center (COC). The Administrator adheres to the policies and guidelines set forth by the COC Board of Directors and the public acts, rules and regulations under which the program operates.
Specific Duties: (Included but are not limited to the following):
1. Ensures the program operates within and meets the requirements of the State of Michigan Adult Foster Care Licensing Act and the rules and regulations of the Michigan State Housing Development Authority and departments of social services, mental health and public health and/or any other agency or their representatives to whom the program is or may be responsible.
2. Operates the program within the stipulations of all signed contracts.
3. In consultation with the Executive Director of COC, assumes responsibility in matters of personnel (including recruitment, hiring, supervising, evaluating, terminating and scheduling staff) in accordance with the policies and procedures set forth by the COC Board of Directors and applicable acts, rules, and regulations of governing bodies; e.g., U.S, Department of Labor, Michigan Employment Security Commission, etc.
4. Attends the interdisciplinary team meeting to assist in the development of the Individual Service Plan (ISP) for each resident on an annual basis. Submits reports to appropriate agencies and family members. Assumes responsibility for the development, implementation, monitoring documentation and regular review of resident goals (ISP). Ensures the development of new programs as indicated by resident needs.
5. Maintains Medicaid log and coordinates all resident leaves of absence within the stated guidelines of the monitoring agencies.
6. Assists residents/staff in fostering creative use of leisure time.
7. Assures transportation for residents to day programs, personal social activities, medical and other required appointments and places of employment
8. Assures the medical/dental needs of the residents are met adequately and in a timely manner.
9. Works with the Executive Director of COC in the development, monitoring and control of the operating budget. Assists in the development of the annual budget.
10. Assures resident participation in their daily finances is maintained at the maximum of each person's ability.
11. Assumes responsibility for financial functions as requested by the COC Executive Director and/or Executive Committee of the Board of Directors; e.g., vouchers, petty cash
12. Assures that supplies, materials and goods are purchased in accordance with approved procedures of COC, other regulatory agencies and the approved budget.
13. Assures home is maintained in good repair including housekeeping and grounds care and works with the COC Board and other staff relative to preventive maintenance plans.
14. Ensures regular contact with staff, residents, employers and/or day program staff. Provides a supportive environment for each resident which includes promoting the development and maintenance of an atmosphere that is normalized, comfortable, healthy, caring and oriented towards growth in appropriate interdependence/independence.
15. Assist as necessary with personal hygiene and toileting.
16. Maintains regular contact with residents' families, advocates and guardians; suggesting areas of assistance, handling questions, concerns and complaints and channeling (when necessary) such concerns to the Executive Director and the Board of COC.
17. Works cooperatively with the COC Board of Directors and/or related committees.
18. Ensures that required paperwork is submitted to appropriate agencies, groups and individuals in a timely and accurate manner.
19. Monitors, tests and recommends changes in in-home emergency evacuation and accident procedures and systems.
20. In cooperation with the Executive Director of COC, represents this program to the community and serve as a COC designate representative to various groups, organizations and task forces as requested by the Executive Director and/or Board.
21. Assures meals are nutritionally adequate, in consultation with a nurse or dietician where appropriate. In licensed homes maintain a menu file for one year
22. Assumes primary responsibility, when necessary, based on the residents' skill level, the administration of prescribed medication is dispensed and stored in a safe and acceptable manner with complete documentation.
23, Assumes responsibility for the placement of residents in day programs, school and/or employment. Attends IPP, IPEC and other necessary meetings with employer, day program and/or school programs as needed.
24. Assists residents in matters of self-advocacy as appropriate and needed, and assist staff in the process of advocating for/with residents as appropriate and needed.
25. Assists in crisis intervention and in the design and implementation of related behavioral plans for residents.
26. Maintains adherence to COC policies and procedures.
27. Fosters professional development of staff, ensuring completion of any required Community Mental Health training prior to performing certain functions within the home; recommends and assists in the development, implementation and documentation of new employee orientation, in-service training and participation in workshops. Ensures home operates within goals of the program to improve services to residents.
28. With approval from the Executive Director of COC, participates in seminars, workshops and conferences to continue professional growth.
29. Participates in COC Administrative Staff meetings.
30. Prepares agenda and conducts staff and resident meetings regularly.
31. Assume administrative responsibility over the involvement of volunteers.
32. Performs responsibilities of other job descriptions as needed.
33. Performs other related duties as assigned.
34. Assures safety and cleanliness for all residents.
