We are seeking a Contract Specialist to join our team remotely and in TCG's Alexandria, VA office three (3) days per week. The ideal candidate will:

  • Be responsible for performing professional work involving the procurement of supplies and services using procedures outlined in the Federal Acquisitions Regulations, VA Acquisition Regulations, Public Laws, and Agency policy.
  • Assist with the development, revision, and tracking of acquisition documentation including Procurement Requests (PR), Requests for Procurement (RFP), Purchase Orders (PO), Statements of Work (SOW), and entries in Standard Procurement System (SPS), for the procurement of scheduled Government Furnished Equipment (GFE), Government Specified Equipment (GSE) and Government Furnished Information (GFI).
  • Assist with the development, revision, execution, tracking and reporting of procurement and financial execution documentation including Requests for Contractual Procurement (RCP/RX), Project Orders, Basic Ordering Agreements (BOA), Interdepartmental Purchasing Requests (IPR), Requests for Information (RFI), Task Assignment Records (TAR), and Military Inter-Departmental Procurement Requests (MIPR).
  • Select the appropriate method of procurement i.e. simplified acquisition procedures, sealed bidding, negotiations
  • Responsible for advertising all applicable requirements and preparing the solicitation document using agency contract writing systems for issuance, insuring regulatory and legal sufficiency, and promoting maximum competition
  • Resolve problems of delivery, production, quality, differing site conditions, inspection, and other pertinent matters
  • Ensure specifications and statements of work are prepared in a manner which adequately describes the Government's requirement without restricting competition
  • Aid requiring activities in performing market research
  • Approve acquisition milestone plans
  • Advise technical personnel as to inadequate, ambiguous, or vague specifications to avoid liability
  • Perform a complete review of recommended sole-source requirements and conducts necessary market analyses to test the noncompetitive assumptions of requisition
  • Fully utilize contract writing system (i.e., Electronic Contract Management System), contract reporting system (i.e., Federal Procurement Data System), and financial management system.
 
Position Requirements

Required Education, Skills, and Experience:

  • Bachelor’s Degree in a managerial or technical discipline from an accredited university
  • Ten (10) years of experience with DoD contracts, acquisition planning, and financial support.
  • Experience with the DoD Standard Procurement System (SPS).
  • Effective communication skills with the ability to inform, influence, negotiate and problem solve.
  • Active DoD Secret Level Security Clearance (or the ability to obtain this clearance upon position acceptance) will be required.
  • US Citizenship is required.
