Grants Administrator

Overview: The Grants Administrator is responsible for monitoring all tribal contracts and grants to ensure compliance with all laws, regulations, and grant/contract conditions.

Position Status: Exempt, Full-time w/Benefits

Salary Level: PROPOSE Grade 16 - Minimum $31.78 and maximum $41.04/hour)

Supervised by: Chief Financial Officer

Work Schedule: M-F, 8am-4:30pm

Work Location: Tribal Center

Essential Functions of Job:

  • Monitors, reviews, and evaluates all of the Tribe's contracts and grants for effectiveness, efficiency, and consistency with tribal, state, and federal regulations.
  • Plans, directs, and coordinates the activities relating to contract and grant management.
  • Responsible for the supervision of the Grant Reviewer and Procurement Compliance Specialist.
  • Works with Program Managers to examine and seek approval for grant and contract expenditures, ensuring compliance with all restrictions and specifications of sponsor and Tribe.
  • Sets up new accounts and closes accounts after termination dates in accordance with established procedures; insures all required reports are sent to sponsor for project termination.
  • Recommends policies and procedures to ensure the Tribe's contract and grant record keeping supports adequate project and program management.
  • Collaborates with programs to develop procedures for proposal review.
  • Reviews contract and grant reporting requirements to assure timely submissions as required.
  • Acts as a resource for grant applicants to produce effective applications and proposals.
  • Maintains master files including financial information and reporting documents for all grants and contracts.
  • Oversees all grant and contract budgets.
  • Produces annual and monthly financial reports for review by CFO in relation to grant requirements.
  • Ensures efficient services designed to meet the needs of the tribe and community members. Assist CFO in preparing audit schedules and worksheets
  • Performs other duties as requested.
  • Must be able to work with Federal, State and other Local Governments.
 
Position Requirements

Desired Qualifications:

  • Associates degree or higher (prefer a bachelor’s degree) from an accredited college or university in accounting, finance or business, and
  • Five Three years’ work experience in grants administration, two in a tribal setting,
  • Must be able to pass a background check, with NO prior convictions of child-related offenses, or any felonies
  • Must be able to comply with the Lower Elwha Klallam Tribe Drug Free Workplace policies.
  • Must possess a Washington State driver’s license within 30 days of employment.
  • Must be able to be bonded.

Knowledge, Skills and Abilities:

  • Knowledge of grant and contract administration.
  • Skill interpersonal communications and ability to relate well with the public, supervise(s), and co-workers
  • Knowledge of basic principles, practices and standards of accounting.
  • Knowledge of PL 638 and Indian Self-Determination Acts.
  • Knowledge of the methods and procedures used in collecting, analyzing, interpreting and reporting data.
  • Knowledge of tribal and federal regulations in various areas.
  • Knowledge of 2 CFR 200 (OMB Supercircular).
  • Skill in problem analysis and resolution.
  • Ability to monitor and maintain multiple budgets.
  • Ability to effectively communicate with others.

Physical Requirements:

  • Moderate lifting, occasionally 15-40 pounds
  • Must be able to work at a desk 8 hours a day
  • Must be capable of occasionally driving up to 8 hours in a single day

Other Requirements:

  • Must have UA testing prior to employment
