This effort will assist in creating a network of likeminded allies and partners with increased threat reduction capabilities that contribute and advance the interests and security of the United States of America. It will assist in building strategic relationships with key international partners that enhance threat reduction on a global scale. It will also support the resilience of the global nonproliferation framework by building partner capacities to enforce the tenants of that framework.

The Counter Weapons of Mass Destruction (CWMD) Strategic Planner IV will function as the Advisory and Assistance Services (A&AS) Strategist for the DTRA Cooperative Threat Reduction (CTR) Security and Elimination (S&E) Department. This role advises the client on how partner nation CWMD and security forces can better organize, train, and equip for their missions. The S&E Department supports international partner nations by creating robust strategies to secure and eliminate WMD, bolster nuclear, radiological, and chemical weapons security, and eradicate nuclear and chemical weapons delivery systems. The Strategic Planning SME will be pivotal in providing strategic insights and technical expertise, ensuring all strategic plans align with the overarching mission and vision of the department.

Additional Responsibilities Include, but are not Limited To:

  • Offers strategic advice on organizing, training, and equipping partner nation CWMD and security forces.
  • Independently develops and delivers briefings for senior DoD officials.
  • Provides updates to quarterly strategic plans and regional/country summaries for the Office of the Secretary of Defense.
  • Assists in formulating departmental strategies and objectives, linking them to National Strategy, Combatant Command plans, DoD priorities, and efforts of interagency partners.
  • Coordinates with project analysts for comprehensive strategic planning, including budgeting, feasibility analysis, and cradle-to-grave project management.
  • Advises on developing and reviewing statements of work, work breakdown structures, independent cost estimates, and technical evaluations of contractor proposals.
  • Creates and contributes to detailed reports following all work-related travel and ensures strategic alignment in all executed projects.
  • Travels OCONUS as necessary to support strategic implementation, monitor progress, and liaise with in-country representatives. Expected to be around 25% of the schedule.
  • Supports additional related strategic activities as assigned.
  • Assists with proposal development, if necessary.
  • Performs other duties, as assigned.
 
Position Requirements

Experience:

  • Ten (10) plus years related experience desired.
  • Five (5) plus Years experience as senior staff in ground combat focused Operational and Strategic Organizations.
  • Prior experience as Special Operations leader or senior staff desired.
  • Experience working with the Department of Defense, Department of Energy, US National Laboratories, international partners, and international organizations desired.

Education:

  • BA/BS required.
    • MA/MS desired.

Other Required Skills & Abilities:

  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
  • Proficient in creating strategic plans concerning chemical, biological, radiological, and nuclear materials.
  • Proficient in strategic analysis, decision-making processes, and Microsoft Office Tools.
  • Ability to operate independently.
  • Familiarity with project management and acquisition processes desired.
  • Understanding of best practices in nuclear energy and radiological security, with insights into the application of guidance from the International Atomic Energy Agency (IAEA) desired.

Security Clearance:

  • TS/SCI security clearance required.

US Citizenship: This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.
