Description

SAL Community Services (SALCS) is searching for a Controller who is accountable for the accounting operations to include the production of periodic financial reports, maintenance of an adequate system of accounting records, and a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the company's reported financial results, and ensure that reported results comply with generally accepted accounting principles or international financial reporting standards.

Essential Functions include the following. Other duties may be assigned.

Accounting Functions (70%)

  • Provide leadership, oversight, organization, reporting and compliance of agency financials, including but not limited to, dollars received and paid to Iowa and Illinois Department of Human Services, Illinois Department of Children and Family Services, Child Care Aware, Friendly House, Illinois and Iowa Child & Adult Care Food Prorgram , Illinois Child Care Resources & Referral, Early Head Start Child Care Partnerships subsidy, Illinois State Board of Education and any other future or assigned agencies.
  • Assist in the development and implementation of goals, policies, priorities, procedures, and accounting systems relating to financial management, budget, and accounting.
  • Verify the accuracy and reconciliation of invoices, billing, and other accounting documents or records.
  • Review, investigate, and correct errors and inconsistencies in financial entries, documents, and reports.
  • Establish and complete audit functions involving review of accounting and administrative controls.
  • Establish system controls for new financial systems and develops procedures to improve existing systems.
  • Prepare, analyze, and monitor month-end, quarter-end, and year-end financials to forecast financials, and provide monthly updates to program directors
  • Prepare, analyze, and monitor annual budgets for programs while collaborating with program directors.

Contract-based Functions (15%)

  • Stay current on the rules and regulations regarding proper use of State and Federal Grant funds.
  • Perform quality control reviews and audits of Child and Adult Care Food Program, Department of Human Services, Child Care Resource & Referral Child Care Assistance Program contracts to ensure timely submission, accurate reporting, and contract compliance.
  • Oversee activities related to the procurement, execution, and reporting of contracts to include Illinois Department of Human Services and Illinois and Iowa Child and Adult Care Food Program.
  • Facilitate and organize new contract ventures, contract reapplications, and vendor procurements.

Supervisory Responsibilities (15%)

  • Manage employees ensuring all personnel in compliance with state, licensing, and other regulatory stipulations
  • Plans, assigns, and directs workload for staff while appraising performance, creating and monitoring professional development plans, rewarding and disciplining employees, and resolving personnel issues.
