About the Organization A pioneering not-for-profit affordable housing developer and community programs initiator in New York City, Settlement Housing Fund, Inc. has worked since 1969 to create more than 8,700 apartments through 64 affordable rental and homeownership development projects. Settlement Housing Fund presently owns and maintains 36 buildings containing 1,979 apartments in various locations, with concentrations of housing and programs in the Mt. Eden section of the Bronx, Crown Heights, Brooklyn, the Two Bridges neighborhood on the Lower East Side, as well as at other sites throughout Manhattan. Settlement Housing Fund is the parent organization of The Crenulated Company, LTD dba New Settlement which was created in 1989 with the acquisition of 14 abandoned buildings from the City of New York. New Settlement has evolved into a robust social service organization offering a range of community-based services in education, college access, youth development, arts, workforce development, community organizing, wellness and other key services that provide important resources to the neighborhood's youth and families. New Settlement's success has been achieved through close collaboration with a wide range of educational institutions, housing and community development organizations, businesses, youth development and social service agencies - in the neighborhood, Bronx-wide, across New York and nationally. The programs at New Settlement are supported by local, state and federal government agencies, as well as foundations, corporations, organizations and individuals.  
Description

The Director of Construction will be responsible for the following workstreams. This is a new role for SHF and the Director will help shape the role based on their expertise.

  • Oversee construction at SHF’s projects, including both new construction and preservation projects.
    • Ensure work is completed to the highest professional standards, on time, and within budget. Work with the design and construction teams to mitigate risks. Communicate with the real estate team and SHF leadership about progress and any concerns.
    • Work with the design and construction teams to make decisions in the best interest of residents and ownership. As some examples, decisions range from resident relocation strategies to finish selection to sustainability strategy, and more.
    • Coordinate with property management and residents for access, communicate expectations, and help minimize disruptions to residents in preservation projects.
  • Oversee capital projects in SHF’s existing operating buildings.
    • Proactively identify when SHF should initiate the physical needs assessment process and select and hire engineers.
    • Select a design team based on an RFP process for significant capital projects.
    • Work with managing agents and design teams to develop scopes of work, select contractors, and oversee construction for significant capital projects.
    • Ensure local law compliance and proactively plan for compliance cycles.
  • Advise on construction strategy and scope of work for predevelopment projects.
    • Work with the real estate team to select the design and construction partners.
    • Participate and advise on design decisions during the scoping process.
    • Review information from design and construction professionals to ensure that big picture construction logistics, scopes of work, and overall development strategy is implementing best practices and ensuring optimal results for residents and ownership.
    • Negotiate with lenders, investors, and other partners regarding budgets and scope development.

The Director of Construction should maintain industry relationships, staying up to date with policy changes that affect affordable housing design and construction in New York City. While this role is not currently supervisory, the Director of Construction will supervise contracted owners representatives; as the SHF construction pipeline grows it is possible that the Director of Construction will additionally supervise in-house staff.

Position Requirements

The Director of Construction will possess many of the following skills and qualifications:

  • At least 7-10 years of experience in construction administration at construction sites whether at a general contractor, owner’s representative, facilities manager, or architecture/engineering firm.
  • Experience in both new construction and preservation.
  • Experience with affordable housing development and New York City Design guidelines. Experience with supportive housing is a plus.
  • Strong organizational, analytical, communication, and writing skills; detail-oriented.
  • Ability to work in a fast-paced environment, complete multiple tasks with simultaneous deadlines, and prioritize projects.
  • Demonstrated track record of learning quickly and
  • Demonstrated ability to take initiative, suggest new ideas, and move tasks forward.
  • Demonstrated ability to collaborate closely with others. Needs to be an excellent communicator in person, by phone, and by email.
  • Able to make strong analytical decisions with incomplete information.
  • Available for frequent local travel (within walking distance of public transit) and occasional weeknight work. SHF staff are expected to be in the office or on site at least two days per week and may work remotely up to three days per week. Due to the nature of construction, this role may need to be on site more than two days per week.

Salary $130,000 - $165,000
