GENERAL STATEMENT OF DUTIES:

The Court Administrator oversees the operations of the Municipal Court and Teen Court Program and oversees, coordinates and manages the daily operation of the City of Lone Tree Municipal Court. This position supervises Municipal Court staff, determines daily works assignments of Court staff and supervises special projects assigned to Court staff. The Court Administrator position works collaboratively with other City staff to improve organizational processes with innovative thinking, continuous improvement, and demonstration of our core values of Excellence through Integrity, Collaboration and Innovation.

  • Supervises and assists Court staff with a variety of duties for daily Court operations.
  • Sets up and attends Court sessions (virtual and in-person), administers the Court docket and resolves any issues which may arise.
  • Maintains confidentiality of all Court proceedings and manages the Court schedule.
  • Serves as the records custodian of Municipal Court records and is responsible for maintenance, access, dissemination, completeness, and sealing/expungement of records.
  • Delegates tasks to Court staff, bailiff and/or volunteers to assist with docket preparation and Court administration.
  • Provides training to Court staff or other department employees regarding Court operations.
  • Prepares Court orders, arrest warrants and other paperwork as requested by the Judge.
  • Responsible for the accurate recording of payments, warrants, Court rulings and other legal notices along with reasons for the actions.
  • Schedules jail transports, language interpreters and assistant judge coverage when required.
  • Provides reports to the Judge, Prosecutor and Supervisor for upcoming dockets and other reports as assigned.
  • Produces Court reports and updates to the City Manager’s Office quarterly and to the City Council annually.
  • Reviews best practices through discussion with other clerks of Municipal Courts and observation of other local Municipal Courts and proposes and implements process improvements.
  • Attends supervisor and leadership classes as appropriate.
  • Attends training and meetings of the CAMCA to keep updated on changes in laws, rules and regulations affecting Municipal Court and assists in the implementation of new procedures to address legislative, policy or procedural changes as necessary.
  • Performs related work as required and assigned.
  • Oversees and maintains Municipal Court and Teen Court budget and provides for annual budget as it pertains to Municipal Court. Keeps supervisor apprised of budget status.
  • Creates, modifies, and maintains Court standard operating procedures.
  • Updates the Municipal Court website page in conjunction with the Communications Director.
  • Reviews processes and implements procedures for enhanced efficiencies in Municipal Court operations.
  • Works collaboratively with the Judge and Prosecutor to ensure best practices are maintained.
  • Notifies Judge, Prosecutor and Supervisor of any unusual situations with cases, citations or work product.
  • Aids Court staff with correspondence, phone calls and visitors related to Municipal Court.
  • Assists police, attorneys, community members and others who have business with the Court.
  • Prepares and initiates storage of archived files for future retrieval or destruction.
  • Oversees processes and creates best practices related to expungement and sealing orders.
  • Conducts regular review of files and Court management system for accuracy and completeness, ensuring both digital and paper records are in sync, and reports audit findings to Supervisor.
  • Recommends and administers policies and procedures; makes recommendations for improvement.
  • Serves as a collaborative manager, implementing City goals, as well as developing organizational and departmental goals, long and short-range planning, policies and programs and practices consistent with tenets of continuous improvement.
  • Provides excellent customer service; communicates courteously and responsibly; provides effective and efficient service both internally and externally. Creates and retains effective working relationships throughout the organization and in the community. Establishes and maintains an effective working relationship with other department directors and other government agencies and community groups to implement City strategies. Performs duties in a manner consistent with the vision, mission and stated values of the City.

 

PERIPHERAL DUTIES:

Serves as a member of task forces, committees and teams as assigned. Represents the City in the public and to other agencies as assigned. Special projects as assigned. Performs related work as assigned by supervisor.

SUPERVISION RECEIVED:

Works under the general supervision of the City Clerk and/or Deputy City Manager.

SUPERVISION EXERCISED:

Directly supervises Municipal Court Clerks and Teen Court Coordinator.

QUALIFICATIONS

Knowledge, Skills & Abilities

Ability to effectively lead staff.

Knowledge of process improvement practices.

Ability to anticipate public perception of decisions and programs, proactively recommends appropriate plans and actions so stakeholders correctly understand purpose and intent, and executes plans at professional level.

Ability to establish and maintain effective working relationships with the Municipal Judge and City Prosecutor, City officials, community organizations, the public and other City employees to effectively accomplish assigned tasks or projects.

Ability to communicate effectively.

Ability to exercise judgment and react effectively in public and/or stressful situations.

Must maintain a cooperative attitude and high degree of flexibility in changing priorities.

Ability to handle sensitive situations with confidentiality, tact and diplomacy.

Ability to follow both verbal and written instructions, and the ability to issue clear concise verbal and/or written instructions to subordinates and other employees and report operations verbally or in written form to superiors.

Knowledge of and commitment to the Code of Ethics of the International Institute of Municipal Court Clerks (IIMC).

Knowledge of and the ability to apply, basic math and accounting skills.

Must have excellent Microsoft Office (Word, Excel, Outlook, and PowerPoint) skills.

Must have the ability to operate a variety of standard office equipment, e.g. copier, fax machine and personal computer.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Minimum qualifications include:

High school diploma or equivalent (GED) required

Associate degree or bachelor’s degree preferred.

Three to five (3-5) years progressively responsible experience in Municipal Courts or a legal setting.

Minimum of one (1) year supervisory experience.

A combination of education and experience may be considered.
