Position Description:

Responsible for all business, financial, facilities management, asset control, auxiliary enterprises purchasing, computer operations and personnel functions. Responsible for long-range planning and budget development. Coordinates the implementation of college policy and procedures, staff professional development, and special projects as directed.

Position Qualifications:

  1. Master’s Degree in Accounting, Business Administration or related field required or Bachelor’s degree in Accounting, Business Administration or related field with a CPA/CMA required.
  2. Minimum of five (5) years of progressively responsible experience in management with solid organizational skills.
  3. Strong team-building experiences and interpersonal skills (Community college setting preferred).
  4. A working knowledge of technology and appropriate current applications as used in a modern business/college environment.

  1. Responsible for administering, in conformity with policy:
    1. Business and financial operations of the College
    2. Development and operation of physical facilities.
    3. Auxiliary Enterprises including bookstore, food service, etc.
    4. Computing and Information Systems

    9. Wellness Center
  2. Recommends to the President, and through him to the Board of Trustees, matters of financial and business policy.
  3. Meets and provides leadership in institutional planning, management and budget preparation with the Executive Council.
  4. Develops and coordinates basic methods, practices and procedures necessary in the financial and business operations of the College.
  5. Prepares the annual budget for review by the President, after consultation with the Deans and other concerned individuals and/or groups.
  6. Prepares and/or reviews, prior to their filing, all financial contracts or agreements pertaining to the College and is responsible for collection of all revenues.
  7. Establishes and administers the controls required to safeguard the assets of the College and to insure their conservation and effective utilization.
  8. Advises the President of the necessary physical development of the campus and the need for new and replacement equipment and formulates for his consideration the necessary financial plans to insure adequate funds to meet those requirements.
  9. Furnishes functional guidance, supervision and coordination of activities for the following positions: Controller, Director of Facilities Management, Director of Human Resources, Director of Office Information Technology, Assistant Controller/Payroll Manager, Director of Financial Aid and the Director of the Wellness Center.
  10. Promotes the most efficient and practical utilization of all College facilities to maximize the level of academic and community service.
  11. Insures that all reports pertaining to the business and financial operations of the College, required by local, state or federal agencies, are submitted on a timely basis.
  12. Assists in the negotiation and oversight of union contracts.
  13. Represents the College at business and professional meetings and in various local, state, regional and national forums.
  14. Provides effective leadership, communication and a customer service perspective within the Administrative Services division and with other administrative areas and the President; promotes good public relations and liaison with communities served by the College and with public and private institutions and agencies which pertain to the College.
  15. Responsible for an ongoing, effective program of staff development for all personnel of Administrative Services division, in accordance with the College policies, needs and resources.
  16. Evaluates all personnel reporting directly to the Vice President, regularly confers with them and helps to develop plans for improved job performance and gratification.
  17. Fulfills responsibility for various other duties within the scope of his/her educational and experiential qualifications and capabilities as assigned by the President.
  18. Other duties and responsibilities as assigned by the College President.

Supervisory Responsibilities:

This position supervises and provides direction to the departments of; Administrative Services, Facilities/Management, Financial Aid, Human Resources, Office of Information Technology and Wellness Center.

Expected Hours of Work:

The normal workday for full-time employees shall be seven and one-half (7 ½) consecutive hours per day. The normal workweek shall be thirty-seven and one-half (37 ½) hours per week, Monday through Friday. Daily starting and ending time shall be established by the College Executive Council or its designee. Evening and weekend work may be required as job duties demand.

Travel:

Occasional out-of-area and overnight travel will be expected.
