IGH is seeking a qualified, trained and capable individual to serve as an Employment Coach within the Oregon National Guard’s Employment Support Program. The Employment Coach will provide employment support to Soldiers, Airmen, and their families, using broad-based knowledge, experience and skills in the areas of military personnel and human resource matters, especially as they relate to balancing civilian employment with military service in the Oregon National Guard. The Employment Coach will represent the interest of the Oregon National Guard, the Adjutant General’s office, Guardsmen, dependents and employers by matching employer hiring needs with the skills, knowledge and training invested in Oregon National Guardsmen. The successful Employment Coach will consistently connect service members with military friendly employers.

Mission

The purpose of the Oregon Work for Warriors Employment Support Program is to provide employment opportunities and career options to members of the Oregon National Guard by matching skill sets of Guard members with civilian employer job requirements. Employment Coaches will be regionally aligned throughout the state of Oregon, and to provide technical support to civilian employers, members of the Oregon National Guard to the benefits and entitlements available through the Employment Support Program and to ensure standardization and continuity of service.

 
Position Requirements

Job Description

  • The Employment Coach will provide assistance to employers, members, dependents and veterans of the Oregon Guard in the area of employment.
  • Provide support services including coaching, counseling, training and assisting with job searches, interview skills and resume preparation.
  • Follow-up and track progress, documenting contact with each client.
  • Provide employment opportunities and career options by coordinating the availability of local, state and federal employment resources, and actively referring service members.
  • Provide training, instruction, and assistance on topics including job search strategies, resume writing and interviewing techniques.
  • Contact unit leadership to schedule and conduct briefings at Guard and Reserve units, advising service members of services provided, gathering employment data and registering individuals interested in receiving assistance.
  • Develop, plan and conduct employer outreach, maintaining active communication, developing new relationships, solidifying existing relationships and documenting activities.
  • Act as the POC for planning activities and referrals for employment.
  • Maintain database of clients (job seekers), employers and units, track communication, referrals, job leads, placements, and other assistance provided.
  • Foster and manage a teamwork collaboration effort with ESGR representatives.
  • Attend Community Events such as Job Fairs and Specialty Events, Yellow Ribbon Reintegration (YRRP) Events, and other ESGR Events.
  • Document briefings, trainings, events, activities, taskings and email campaigns in database.
  • Make a minimum of five weekly meetings that include site visits to educational agencies, Employers, Military Units, County Veterans Service Officers, State and Federal Employment agencies within their region to network and educate them on the services provided and to obtain clients in need of said services.
  • Visit each facility within their region at a minimum of once quarterly.
  • Conduct an in person or virtual visit with the Family Assistance Specialist (FAS) once every 30 days and Airmen and Family Readiness Program Manager (AFRPMs) in their region at a minimum of once every Quarter.
  • Weekend work may be required in support of National Guard drill weekends. Weekend work will be offset by irregular work schedules during the week to ensure 40 hours of work each week. Work schedules will be arranged in accordance with the needs of the units.
  • Other duties as assigned.

Program Tasks:

Data Capture, Analysis and Reporting

  • Design and maintain Intake forms for clients. Intake forms must contain at minimum the client's name, service affiliation (if dependent, sponsors service affiliation), service dates, service status (guard, reserve, inactive, etc.), location (home of record / currently living), and resource needed. Develop intake form including all above desired information and ensure form is used for every Intake.
  • Develop, compile, and utilize a tracking system for client records that documents a summary report for each client while managing manage daily intake form, phone log, email correspondence, status reports, customer surveys and a follow up log within each client's record.
  • Identify trends and areas of improvement. Generate and maintain a summary report containing information to build a trend analysis of data collected in previous tasks above.

Coordination of Delivery of Employment and Educational Counseling and Outreach

  • Coordinate appointments within 2 business days of initial contact. An in person or virtual appointment will be scheduled within one week and the Contractor shall respond to clients within 1 business day for phone calls, emails, and inquires.
  • Conduct a follow up action every 10 days until the case is closed. Document all attempts. Case is complete when the client no longer request service or fails to respond.
  • Identify client employability status and develop individualized plan to strengthen the individual’s career and employment Opportunities.
  • Determine job compatibility based on skill set for career path by aiding with résumé building and if needed, mock interviews for clients.

Provide Education Referrals

  • Identify client educational needs to develop an individualized plan to strengthen the individual’s education and career path.
  • Ensure all schools presented to service members and veterans are Department of Defense approved.
  • Each regional representative shall report on military educational resources to include but not limited to: GI bill, Tuition assistance, grants, and local resources.

Community Resources

  • Maintain and update educational resources point of contacts listing for clients.
  • Maintain and update job listings on weekly basis by region for employment seekers.

Presentations and Marketing Materials

  • Provide a staffed Work for Warriors Outreach display for up to 12 Outreach Events (Yellow ribbon, Job fairs, etc.) throughout the state. Event locations will be within 100 miles of regional HQ's and the contractor will have 30 days’ notice of events. Material must be produced to reflect resources for the event region.
  • Provide Work for Warriors Outreach posters tailored to each region. Estimated 10 posters (11 X 17) in each region to post in each facility. Posters will be distributed within 15 days of approval. The Government will not provide artwork.
  • Establish Work for Warriors Outreach brochures tailored to each region or a single brochure with combined regional resources. Brochures will be distributed within 15 days of approval. The Government will not provide artwork.

Skills and Experience

  • Minimum Education (Preferred but not Required): Bachelor’s Degree, preferably in Human Resources, Business Management, or Business Administration.
  • Minimum Experience: Prior case management experience or experience with employment services programs, personnel management or human resource experience; Knowledge of Guard and Reserve Component logistics and maintenance programs, operations, automation systems, regulations, policies, SOPs and deployment cycles.
  • Military experience is desired but not required: A broad knowledge, experience, and skills in the areas of military personnel, and human resources, especially as they relate to balancing civilian life with military service. Must also demonstrate a working knowledge of all ESP activities and services.
  • Proficiency in using Microsoft Office (Word, Excel, and PowerPoint) and Outlook for E-mail communication.
  • Strong working knowledge of ESGR programs, USERRA, related DoD directives and instructions and state laws governing the resolution of employer issues and concerns.
  • Skill in building and maintaining effective working relationships using tact and diplomacy in interacting with Reserve Component members, employers, volunteers, and other contractor personnel.
  • Excellent interpersonal communication, verbal and written communication skills such as resume writing, interviewing and follow-up skills shall be demonstrated.
  • Experience in making oral presentations to various size groups.
  • Excellent time management skills and ability to handle multiple tasks and priorities.
  • Possess strong analytical, problem-solving and organizational skills, with the ability to gather information, apply analytical tools and techniques, synthesize information, make recommendations and provide communication (orally and written).
  • Must have strong customer service orientation, be able to maintain a professional demeanor, and work under pressure to handle critical issues in a timely manner.
  • Must have a current and valid driver’s license.
  • Must be able to pass government background investigation.
