Interactive Government Holdings (IGH) is seeking qualified, trained and capable individual to serve Strategic Recruiting Project Analyst for the Department of the Interior.
The DOI is actively working to drastically transform its Wildland Fire Workforce, including congressional and Administration priorities from the Bipartisan Infrastructure Law (BIL) such as (1) short and long-term wildland firefighting compensation reform, (2) classification of a new wildland fire management occupational series, (3) mental health and well-being programs, and most notably for this exercise, increasing its overall workforce capacity. To manage an effective wildland fire management program, it is critical to take a proactive and cooperative approach that mitigates the negative effects of wildfires while actively managing the use of fire to achieve resource management goals. However, the wildland fire management workforce framework that was established in the 1950’s must be revised to meet these objectives and manage current conditions more effectively. This requires a workforce that is compensated, available year-round to respond to wildland fire, cared for both physically and mentally, and has all the necessary tools to accomplish their mission safely, effectively, and efficiently. DOI is seeking to improve its Outreach and Recruitment to better recruit and retain high quality candidates and increase the workforce capacity overall.
The objective of this requirement is to provide OWF with a full understanding of current and future workforce organizations of the Department’s Wildland Fire HR operations and functions, and the gaps that need to be overcome to recruit and retain a highly effective workforce. This effort also involves evaluation of process, practices and policy for recruitment and retention. Additionally, organizational health and performance metric
recommendations will be developed with the intention of delivering a complete understanding of our current
recruitment and outreach process (also may be referred to as the “current state”); and provide OWF with a Strategic Recruitment Plan. This will be a detailed roadmap on how to attract high-caliber talent for our organization.
Major responsibilities include (not all inclusive):
- Hiring Efficiency Analysis will be a written report that will thoroughly review current operations functions, services, systems, and processes of the DOI’s Wildland Fire concerning recruitment and outreach provided and/or utilized by the Department, Bureaus, Offices and Bureau Regional Levels to form a baseline.
- Develop a Strategic Recruitment Plan to include a recruitment strategy that will provide a framework, such as processes to follow, recruiting sources to utilize to reach the ideal candidates, and other predetermined elements designed to optimize the recruitment process for maximum efficiency.
- Complete Organizational Health Assessment to provide in-depth analysis and recommendations for targeted actions to improve retention.
Skills / Certifications:
Bachelor’s degree in human resources or related field.
3 years of experience in human capital, recruiting, and workforce strategy development.
Experience effectively collaborating in a virtual, distributed team environment.
Experience and understanding of organizational workforce factors that impact recruiting and retention.
Experience producing written narrative content to a business or government audience.
Experience developing and implementing recruiting strategies.
Experience interfacing with government leaders, or consulting for government agencies and organizations.
Experience in professional services environment, or executive communications highly preferred.
