Job Description

Procurement/Compliance Specialist

OVERVIEW: Under general supervision of the Grants Administrator, the procurement/compliance specialist is responsible for procurement process and compliance requirements of the accounting transactions in accordance with the funding agreements, LEKT's Policies and Procedures, 2 CFR 200, and US Generally Accepted Accounting Principles (GAAP) and other regulatory requirements. Consistently applies Core Values supporting Workforce Excellence. Maintains confidentiality of all privileged information.

LOCATION: Lower Elwha Klallam Tribe - Accounting Department

SUPERVISED BY: Chief Financial Officer

POSITION STATUS: Full-time w/benefits - Salaried

SALARY LEVEL: Grade 14 Level 1 ($25.45-$30.00) D.O.E.

WORK SCHEDULE: 8 to 4:30, 40 hrs. per week, with half hour lunch

ESSENTIAL FUNCTIONS OF JOB:

  • Plans, oversees and organizes activities related to the procurement function.
  • Prepares instructions regarding purchasing systems and procedures and assist/educate staff regarding procurement policies and procedures and processes.
  • Analyzes market and delivery conditions to determine present and future material availability, and prepares market analysis reports including the evaluation of the vendors' quality performance.
  • Develops a system to evaluate vendor that utilizes appropriate negotiations and purchasing techniques to ensure quality, price, deliver, and service.
  • Designs, implements, and monitors procurement reporting systems to meet company requirements.
  • Recruits and maintains suppliers that provide high quality products and services at a better price while maintaining the highest code of ethics and conduct.
  • Prepares and issues purchase orders and change notices and review check request as needed by procurement policies and assist with missing compliance items.
  • Reviews purchase order claims and contracts for conformance to company policy.
  • Prepares and reviews contract, bids, proposals, and vendor agreements, price, and acceptability of items to specifications.
  • Assigns procurement requests to the appropriate personnel.
  • Negotiates or supervises the negotiation of complex requests for equipment, supplies, and services form suppliers and subcontractors.
  • Monitor construction-in progress (CIP) and other capital improvement project (CIP) allocations by reviewing budget and budget modifications request
  • Reviews appropriate accounting codes of the purchases to ensure that expenses are accurately recorded.
  • Manage w9's and 1099's;
  • Manage debarment files with quarterly updates,
  • Assign procurement request to appropriate personnel.
  • Maintain complete list of assets,
  • Create and maintain files including titles and asset documents.
  • Conduct Physical asset inventory every 2 years, within the month of June thru August, in accordance with the 2 CFR 200.313 standard and maintain the record of the inventory processes.
  • Create and maintain files for Leases according to new guidelines
  • Manage Fleet, GSA and other vendors' websites- download invoices for Accounts Payable processing monthly.
  • Provide Audit support as needed.
  • Other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITY:

  • Ability to understand Lower Elwha Kallam Tribe's Procurement Policies and Procedures, compliance, and regulations.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to work well with others.
 
Position Requirements

DESIRED QUALIFICATIONS:

  • University or college program certificate; or two to four years related experience and/or training; or equivalent combination of education and experience.
  • BA in business preferred
  • Two years experience in procurement or finance, preferably with a Tribal or other government entity.
  • Must understand the basics of Business, Accounting, and Human Relations.
  • Must have strong verbal and written communication skills.
  • Must be able to meet deadlines.
  • Must possess a Valid Washington Drivers License and be insurable through the Tribe.
  • Must pass pre-employment drug screen and Background check.
  • Experience working with Accounting Software, preferably fund accounting
  • Must be Bondable
  • Experience with Microsoft Office (Word, Excel, etc.)
  • Exceptional analytical and problem solving abilities
  • Exceptional written and verbal communication skills

PHYSICAL REQUIREMENTS OF POSTION:

  • Must be able to sit for long period of time utilizing the computer networks
  • Be able to lift 20 pounds
  • Must be able to use finger dexterity
  • Be able bend, stretch, squat

OTHER DUTIES AND REQUIREMENTS:

  • Must be able to comply with the LOWER KLALLAM TRIBE policies and procedures, including the Drug Free Workplace
  • Be able to work in a fast pace and deadline environment
  • Must be able to travel for training purposes or meetings
  • Other relevant duties as assigned by the Chief Financial Officer
