Journeyman Telecommunications Technician Engineer

Description

The Journeyman Telecommunications Technician Engineer will assist with analysis and development, and implementation of testing terrestrial and wire and networks.

Additional Responsibilities Include, but are not Limited To:

  • System Development and Lifecycle Management
    • Design
      • Assist Government personnel with the technical design, configuration and management of telecommunications systems and projects, including conducting offsite surveys and the installation/de-installation of communication systems at FEMA Regional locations, State Emergency Operations Centers (State EOCs). and United States Territories and other directed locations as required.
    • Lifecycle Management
      • Assist in developing system architecture, assist with systems and network development, lifecycle management, scope design, change control, initial design, prototype evaluation, integration and user acceptance and performance testing, overseeing operation and maintenance, configuration management. LAN performance monitoring, and information technology security. Will be responsible for the assisting the government in all aspects of telecommunications system lifecycle management as well as other related technical support required before, during, and after the installation or deployment of any continuity communications capabilities.
    • System Design and Emerging Technologies
      • Assist government personnel in researching emerging voice, data, and video capabilities via various transmission technologies and leverage that information to produce research recommendations, white papers, technical briefings and technical decision proposals designed to enhance and promote efficiencies ( i.e. Radio Frequency, Satellite Communication Systems, Voice Video and Data systems).
      • Research emerging technologies, adaptive hardware or software for Americans with access and functional needs, hardware or software with multi-lingual capability, and technical capability serving any other special needs group.
      • Draft plans, processes, guides, procedures and policies for Government review.
      • Responsible for drafting initial requirement and design recommendations, defining the project, performing requirements analysis, and supporting internal strategic documentation. Documents must comply with FEMA and DFIS policies and requirements, all documents will be managed in accordance with existing FEMA policy guidelines.
    • Integration and Testing
      • Provide assistance with user acceptance testing support to include supporting research, development, planning, and evaluation. This includes working with vendors or emergency managers to set up Memoranda of Agreement (MOAs) prior to testing, providing required training prior to testing, developing testing Standard Operating Procedures (SOPs), conducting User Acceptance Testing (UAT) simulating Continuity Community users, and documenting test results.
    • Configuration Management
      • The FEMA OCIO has a defined process for change control for any information technology projects. Assist in the preparation, review, staffing and management of system configuration and key acquisition related documentation required during the development, acquisition, operation and disposal phases of a project lifecycle. All documents be managed in accordance with existing FEMA Policy guidelines.
  • Coordinate the delivery of multiple projects and dependencies being executed by other teams.
  • Operate modems and baseband equipment associated with satellite communications.
  • Perform preventative maintenance on electronic equipment in support of satellite communications equipment.
  • Troubleshoot and repair communications system faults.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
 
Position Requirements

Experience:

  • Three (3) to ten (10) years' experience with a strong emphasis in HF/RF, SATCOM Engineering, technician, and operator skills.
  • Experience with general telephony application skills i.e. ACU, JPS installation and maintenance skills.
  • Experience with site surveys satellite acquisition, installation, configuration and troubleshooting tactical VSAT.
  • Knowledgeable of and experience with SATCOM maintenance, HF and LMR radio.
  • Knowledge of systems engineering life cycle and associated documentation (project plans, business cases, requirements documents, test plans, reports, etc.).
  • Advanced knowledge of satellite communications to include iDirect satellite modems.
  • Advanced knowledge of information systems, concepts, and methods.

Education:

  • Bachelor’s Degree in business or technical field OR equivalent experience.

Other Required Skills & Abilities:

  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
  • Excellent organizational, written, and verbal communication skills.

Security Clearance:

  • Top Secret security clearance required.

US Citizenship: This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.
