The Advocacy Policy Writer–Journeyman will support the development of agency policy, compliance documents, and artifacts for the Continuity Communications Division (CCD) at FEMA Headquarters.

Additional Responsibilities Include, but are not Limited To:

  • Support writing summaries and preparing policy reports in easily understood formats for both internal and external distribution, to include data analyses, processes, guides, and procedures.
  • Support drafting program strategic plans, white papers, modeling, and simulation documentation for Government review.
  • Collect, organize, and synthesize programmatic data within FEMA databases and spreadsheets and organize qualitative information in a manner that facilitates its use for policy analysis.
  • Assist CCD program with identifying sources of data and information relevant to specific analytic projects and issues.
  • Support and advise CCD leadership on various projects/project teams to ensure program meets project milestones and deadlines.
  • Provide quantitative and qualitative policy research and analysis, as directed.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
 
Position Requirements

Experience:

  • Three (3) to ten (10) years' experience performing policy and data analyses of complex federal topics and issues, the policy context, and the ability to combine and synthesize data and information from multiple sources.
  • FEMA experience preferred.
  • Must have demonstrated expertise in computer-based tools, including spreadsheets, database management, work processing, and presentation software.
  • Experience with SharePoint and M.S. Teams is desired.

Education:

  • Bachelor’s Degree in related field OR equivalent work experience preferred.

Other Required Skills & Abilities:

  • Must be able to effectively communicate with customers and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
  • Excellent analytical, organizational, writing, and verbal communication skills.

Security Clearance:

  • Secret security clearance required; Top Secret desired.

US Citizenship: This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.
