Director, Human Resources 

Description

Directs the district’s human resources functions and systems. Plan, lead and direct the policies, programs and systems regarding Tulsa Tech Human Resources to ensure legal compliance and implementation of the District’s mission and strategic plan. Provides leadership for the Human Resources team.

Essential Functions

  1. Develop and execute plan for human resources in alignment with district core values. Identify current and future needs of the district and align processes and procedures including recruitment, selection and retention strategies.
  2. Prepare, oversee and monitor the Human Resources annual budget to assure appropriate expenditures.
  3. Advise leadership on issues related to employee discipline and adherence to applicable policies.
  4. Responsible for investigations and reporting findings into allegations of misconduct, discrimination, and harassment complaints. Make recommendations for appropriate personnel actions.
  5.  Lead investigations and resolution activities related to internal employee conflicts, mediating/adjudicating disciplinary situations (including creation of letters and organizational documents and records), and maintaining effective labor relations with the TAV-TAC bargaining unit.
  6. Support and ensure compliance with TAV-TACT’s negotiated agreement.
  7. Oversee the implementation and administration of all benefits programs. Ensure that all benefits programs comply with relevant state and federal regulations.
  8. Create strategic and tactical operational plans for the Human Resources function and direct the implementation of tactical plans including employee goal setting, coaching, appraising, developing, and managing the HR team.
  9. Develop and implement strategic and tactical Human Resources process enhancements that will drive for desired organizational results.
  10. Support and participate in regular review of compensation programs to assure proper classification of employees, identify internal equity concerns, monitor and/or adjust pay structures to assure a competitive market position, and review and recommend pay.
  11. Provide counsel to leadership and employees to develop, communicate and administer human resource policies and procedures that will maintain and support organizational culture.
  12. Provide oversight of the District’s Policy manual development and annual review to ensure compliance with all local, state and federal guidelines.
  13. Attends meetings to assure alignment of functional area with the organization’s objectives and support various organizational initiatives.
  14. Customarily and regularly manage direct reports to maximize productivity, efficiency, and the potential of the human assets of Tulsa Tech, including: directing job assignments, monitoring staff performance, coaching, counseling, training, assuring compliance with regulatory requirements and organizational mission, values, policies and work rules. Appraise performance and provide recommendations for staff compensation, promotion and termination actions, and hiring as appropriate.
 
Position Requirements
  • This position requires a minimum of seven years’ advanced experience across a broad range of HR competencies, including labor relations, employment law, regulatory compliance, employee benefits and compensation, including five years of senior level supervisory experience in a Human Resources role.
  • SPHR or SHRM-SCP Certification preferred.

Salary Schedule SPMS  
Hiring Range Dependent on experience, plus additional $7,200 annual compensation for salary-in-lieu of dependent benefit coverage.
