Full salary range: $75,441.60 - $113,172.80

GENERAL PURPOSE OF THE JOB:

Manages the operations of multiple program areas within Economic Security which include Old Age Pension, Aid to the Needy Disabled, Colorado Works, Medicaid, Supplemental Nutrition Assistance Program (SNAP), LEAP and/or Child Care and other programs as needed. Builds economic teams and relationships and demonstrates a high level of leadership and operations management.

SUPERVISION:

Directly supervises four (4) Economic Security supervisors and oversees a team of 34­. Executes supervisory responsibilities with fairness and accountability. Strives to manage and resolve conflicts and works with teams and staff to meet goals and expectations. Encourages training and development, actively coaching and empowering supervisors to develop their teams.

ESSENTIAL JOB FUNCTIONS:

Economic Security Operations:

  • Monitors all program operations to ensure successful and consistent delivery to the citizens of Garfield County.
  • Acts as the technical expert for Public Assistance programs and advises staff of program rules and regulations. Maintains strong working knowledge of laws, legal codes and practices, government regulations, and agency rules. Ensures program compliance. Address and resolve complex issues that occur within the program areas of responsibility.
  • Develop and oversee quality assurance processes. Coordinates state-required program audits. Ensures measures as dictated by the state are met by the Garfield County team.
  • Develops and maintains a workplace culture that provides opportunities for employee growth and development. Actively works to promote an inspiring team environment with a variety of open communication channels.
  • Works collaboratively with colleagues to resolve program issues, generate, and implement new ideas, and progressing projects.
  • Works collaboratively with Division Manager on the development of policies, division goals, annual budgets, allocations to funding sources, and preparing data for monthly BOCC meetings.
  • Reviews and monitors budget for Economic Security programs and approves expenditures and makes recommendations on resource allocations. Completes invoicing, reporting, and other budget activities as required.
  • Participates in statewide work groups involving program development, recommendations, and service delivery barrier identification.
  • Participates in cross county related teams and works collaboratively with the Division Manager in efforts to address multi county related issues involving economic security programming.
  • Part of an internal program manager team that addresses program related delivery of services and carries out assignments as assigned through the strategic plan or executive management team.

Position Requirements

MINIMUM QUALIFICATIONS:

Education & Experience:

  • Bachelor’s degree in a related Human Services field.
  • Three (3) years of supervisory experience within program operational area. Demonstrated ability to perform essential functions and core competencies.*

Licenses & Certifications:

  • Valid Driver’s License

The work environment is primarily office based and requires extended periods of sitting.

REQUIRED TRAVEL:

Work is conducted in a variety of County buildings located throughout the County. Travel between worksites is required. Travel to clients’ homes is also required. Occasionally, the position requires travel for site visits, trainings, or other meetings.

WORK HOURS:

Generally, 8:00am-5:00pm, Monday-Friday. May require before or after-hour work dependent on workload. In-office position.

TECHNOLOGY:

Computer and relevant software applications; standard office equipment, email, and relevant databases. Statewide client information system (TRAILS).

When an emergency or disaster is declared all DHS employees may be required to perform job duties associated with these ESF #6.
