This effort will assist in creating a network of likeminded allies and partners with increased threat reduction capabilities that contribute and advance the interests and security of the United States of America. It will assist in building strategic relationships with key international partners that enhance threat reduction on a global scale. It will also support the resilience of the global nonproliferation framework by building partner capacities to enforce the tenants of that framework.

Description:

The Project Manager II will support the Operational Evaluation Section within Program Integration (PI) department of Cooperative Threat Reduction (CTR) directorate. The Project Manager II will be expected to seek and assume higher levels of technical responsibility, manage
time effectively across more than one initiative, and apply sound technical judgment.

 

Additional Responsibilities Include, but are not Limited To:

  • Collect and analyze information, help consult on courses of action, draft or edit or provide inputs for briefing materials, talking points, and support discussions as tasked.
  • Support discussions and meetings by scheduling meetings or calls, developing agendas, reference materials, taking notes and tracking action items.
  • Prepare and maintain various tools and products for program management purposes.
  • Collect, analyze, and distribute relevant historical program information to help the team gain a better understand of the project.
  • Research and identify various State Department and DoD travel, security, and training requirements.
  • Coordinate the submission of required data and logistical support needs in the travel planning system, monitor the approval of the TDY and appropriate COMCOM and Embassy clearances.
  • Consult with team lead to ensure that the team is prepared to travel; schedule and coordinate review meetings develop and prepare trip books including briefing or background materials, talking points, and other supporting documentation.
  • Assist with the collection and consolidation of notes and observations during OEs.
  • Draft trip report, submit AARs.
  • Assist with drafting parts of the evaluation report, review evaluation report.
  • Support the routing and review of OE findings reports.
  • Make recommendations to the CTR leadership and facilitate the identification of trends and the desired future state for the CTR Program.
  • Build and present program briefings and update project schedule and calendars.
  • Track and respond to office taskings.
  • Potential travel 25% of the time.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
 
Position Requirements

Experience:

  • Minimum of three (3) to ten (10) years’ related experience.
  • Demonstrated expertise performing program controls on complex or numerous projects.
  • Demonstrated knowledge at developing requirements, establishing long-range plans, defining project and program success factors, and implementing assessment methodologies for achieving consistent and systematic processes.
  • Demonstrated expert at making recommendations, facilitating the identification of trends, and desired future state for program.
  • DoD or security cooperation program experience desired.
  • Previous experience with DTRA desired.
  • Technical background experience desired.

Education:

  • BA/BS required.
    • MA/MS desired.

Certificates, Licenses, Registrations:

  • PMP or equivalent certification desired.

Other Required Skills & Abilities:

  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
  • Capable of working independently with no oversite.

Security Clearance:

  • Secret security clearance required.
    • Top Secret security clearance highly desired.

US Citizenship: This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.
