Job Summary

Provides support in the planning, development, execution and on-going evaluation of Yellowhawk Tribal Health Center Behavioral Health Chemical Dependency programs and clinical services, assuring that they all meet appropriate professional standards, licensing/certification and grant conditions requirements. All duties and responsibilities will be performed in accordance with the Yellowhawk Mission and Vision statements.

 

Essential Job Functions:

  1. Provides consultation and guidance to Chemical Dependency Professional staff in addressing client management, crisis intervention and emergencies to ensure adherence to Chemical Dependency professional standards and policies.
  2. Responsible for developing and maintaining outpatient services which include, but are not limited to outpatient, intensive outpatient, DUI client assessment, and alcohol and drug information school.
  3. Responsible for assuring that the Chemical Dependency health programs and services are culturally proficient for the populations served.
  4. Participates in Quality Assurance through chart review and facilitating peer review and related activities to insure quality of services. Oversees charting and documentation according to approved standards.
  5. Ensures client confidentiality and privacy, including client records.
  6. Ensures staff compliance with Yellowhawk Tribal Health Center Behavioral Health’s Chemical Dependency processes including charting/documentation, billing and Q&A.
  7. Contributes the development of client-sensitive policies and procedures supporting the delivery of programs and services.
  8. Under the direction of the BH Clinical Director coordinates or provides substance abuse services training and other related staff and program development activities.
  9. In collaboration with staff: supports compliance to Federal funded treatment grants; supports compliance with all appropriate professional standards (including facilities and clinician licensing and certification requirements); assures coordination and collaboration among all programs and services and provide support to an integrated case-management approach to client services.
  10. Provides leadership and participates in promoting wrap around services within the Confederated Tribes of the Umatilla Tribal Programs and external agencies to support client-focused services.
  11. Works with local, county, state, federal and private sector representatives to develop resources and support for Yellowhawk Tribal Health Center, Behavioral Health - CADC programs and services.
  12. Assists the BH Clinical Director in running the Responsible Gaming Program.
  13. Provides monitoring and oversight of CADC professional interns.
  14. Ensures ongoing CADC Program OAR compliance (policy and procedure).
  15. Assists in the oversight of CTUIR- Transitional Living Facility and service development that meets the needs of CTUIR community;
  16. Adheres to all applicable tribal, federal, or state privacy laws and regulations, including but not limited HIPPA and 42 CFR Part 2.
  17. Maintains and manages program budgets and program reports.
  18. Attends training as necessary to maintain certification.
  19. Supervises the Behavioral Health-Certified Addiction Counseling staff and carries out supervisory responsibilities in accordance with the organization’s policies and procedures and applicable laws.
  1. Responsibilities include interviewing, hiring, training and development of employees; planning, assigning, and directing work; appraising performance; rewarding and issuing corrective action when required; addressing complaints and resolving problems.
  2. Collaborate with other departments to maintain communication and good working relationship within the organization to ensure quality health care service for patients.
  3. Collaborate with Yellowhawk Public Relations Department for the creation of social media campaigns, advertising, and all print materials utilizing the Communications Policies in place.

  5. Work closely with the primary care provider teams to coordinate care, ensure consistent communication concerning patient health status, care plans, and outcomes of interventions.
  6. Other duties as assigned.
 
Position Requirements

Minimum Qualifications

  1. Bachelor’s degree in related field required with a minimum of 4 years of practice and supervision experience in the area of drug and alcohol education and addiction counseling.
  2. Must possess an Oregon Certified Alcohol and Drug Counselor II (CADC II) state certification (registered through MHACCBO).
  3. Requires the acquisition of Problem Gambling certification within 1 year of hiring.
  4. Experience in the provision of behavioral health services and knowledge of the developing or current service delivery options.
  5. Experience in meeting compliance standards for federal, state and local government contracts and grant requirements.
  6. Experience in program planning, development, implementation and evaluation.
  7. Hepatitis B vaccination required.
  8. Must submit to and pass a reference and criminal background check.
  9. Must submit to and pass a pre-employment drug and alcohol screening.
  10. Must possess a valid driver’s license and maintain insurance requirements to operate General Services Administration vehicles.
  11. Must submit proof of COVID-19 vaccinations.

Preferred Qualifications:

  1. CADC III (registered through MHACCBO)
  2. Master’s degree in a social service related field.
