APEX Coordinator 

Description

Provide assistance to local businesses seeking government contracts, leading to the creation of jobs and expansion of the local economy.

Essential Functions

  1. Develop, implement and operate a procurement technical assistance (PTA) program for the Oklahoma APEX Accelerator (OkAPEX), which provides services, and assistance to local businesses bidding for government contracts.
  2. Operate and maintain the PTA program to meet the requirements of the Federal Cooperative Agreement.
  3. Assist business clients with bid participation and procurement processes; train business clients on the methods, procedures, and resources required to contract with Federal, State, and local governments using conventional paper method and using EC/EDI procedures; provide clients pre-award and post award assistance.
  4. Provide marketing assistance to area businesses interested in selling products and services to federal, state and local governments and other highly structured markets.
  5. Conduct needs analysis for clients to determine appropriate services; provide research and information on procurement to businesses.
  6. Develop relationships with clients; federal, state and local governmental procurement entities; and prime contractors; provide technical and networking assistance in the bidding and contracting processes necessary to become a supplier to these markets.
  7. Maintain client and other activity records required by Ok APEX Accelerator and other partners.
  8. Accomplish monthly reporting to the ODCTE in accordance with the Cooperative Agreement requirements; assemble monthly activity reports to be distributed to the Superintendent, Board of Education, Director of BIS, or other TECHNOLOGY CENTER staff so designated.
  9. Market services and recruit clients for the program.
  10. Perform tasks and duties relevant to any of various roles or responsibilities assigned by supervision and determined by management to be appropriate for this position; comply with all policy, procedure, regulation and other communicated requirements as may be in effect for the workgroup or worksite.
  11. Exercise discretion and independent judgment in making decisions regarding the provision of services to internal and external customers and in day-to-day operations of the department. Interpret and implement policies in a manner consistent with the interests of the District. Provide advice and consultation to executive management as requested. Investigate and resolve issues as needed, represent the department and District in a professional manner to all.
 
Position Requirements
  • 3-5 years experience in contract procurement, government program administration, business management, marketing or communications is required.

  • Must possess a current and valid Oklahoma Drivers License and be a U. S. Citizen.

  • Must complete and maintain State Department of Career Tech BIS Certification.

  • Bilingual preferred.

Hiring Range Dependent on experience and education, plus additional $7,200 annual compensation for salary-in-lieu of dependent benefit coverage.
