Description

The City of Saco is seeking an Economic Development Specialist to work collaboratively and perform a wide variety of professional-level work and activities to promote Saco's value as a business location, generate qualified prospects in targeted clusters, improve the competitiveness of the City's business climate, and work with businesses, non-profits, and organizations in economic and community development. The Economic Development Specialist will also guide and assist with various projects, such as downtown revitalization, grants and TIF management, and overseeing other complex departmental projects as needed.

ESSENTIAL DUTIES & RESPONSIBILITIES

  1. Provides program, project, administrative, record-keeping, budget implementation support for the Economic Development Director and the Department.
  2. Participates in economic, business and community development initiatives, working with local, regional and statewide economic development programs
  3. Assists in managing various business incentive programs, loan and grant programs, the City's business development tools, including the City's Tax Increment Financing (TIF) Districts and Credit Enhancement Agreements (CEAs).
  4. Manages economic development databases, software applications, and other pertinent electronic and hard copy documents, departmental information, and files.
  5. Website management to include website updates, public meeting notification, posting agendas, minutes and various board and commission packets the Economic Development Department is responsible for.
  6. Interprets and applies applicable state, county, and local codes, ordinances, and regulations.
  7. Build relationships with prospects, consultants, and business decision makers.
  8. Identifies and addresses community business climate issues.
  9. Collaborate with local and regional partners and other City departments on projects and initiatives, including wayfinding and other economic development related projects.
  10. Provides research, information and technology support needed to execute tasks.
  11. Provides support with grants and project management including compiling, analyzing, and organizing supporting documentation for grant applications and proposals for economic development related grants.
  12. Supports business retention, expansion and attraction initiatives and prospective site visits.
  13. Researches, analyzes, and interprets social, economic, population, and land use data and trends.
  14. Research, prepares, and presents reports and recommendations for various commissions, committees, and staff.
  15. Provides outreach to existing businesses regarding the availability of assistance with programs.
  16. Discovers and confirms local service and location advantages for use in marketing Saco to businesses considering moving to the city.
  17. Writes and presents formal and technical reports, working papers, and correspondence.
  18. Coordinates and assists with departmental plans and projects as requested.
 
Position Requirements

NECESSARY KNOWLEDGE, SKILLS, & ABILITIES

  1. In-depth knowledge of one or more relevant specializations, such as economic development, grant-writing, or a related field.
  2. Knowledge of principles, methodology, practices of research, and data collection.
  3. Knowledge and concepts, principles, techniques, and practices of grant research, development and writing.
  4. Knowledge of or experience in community development, and knowledge of relevant Federal, State, regional and local programs.
  5. Skill in managing time-sensitive, deadline-driven projects and initiatives, demonstrating strong organizational trails and showing close attention to detail.
  6. Skill in demonstrating excellent and effective written and oral communications.
  7. Creative problem-solving skills to gather relevant information to solve practical problems.
  8. Possess facilitation skills for use with community workshops.
  9. Organizational skills to manage a demanding workload and the ability to complete work products on schedule and accurately.
