Finance Manager - Commission on Aging

General Summary:
 

 

Under the supervision of the Executive Director, oversees all aspects of the financial and bookkeeping functions. Receipts monies and reconciles monies from all sources. Assists in developing systems and procedures for financial operations and ongoing cost analysis. Assists the Executive Director in preparing and reviews budgets and reports. Purchases office supplies and tracks inventory. Completes financial reports and performs grant reporting. Maintains assigned aspects of the human resources function and provides supervision and directions to the Receptionists.

 

 

Essential Functions:
 

 

  1. Verifies daily revenues and receipts or posts to proper account. Balances cash and prepares and delivers daily deposits. Maintains petty cash balance and replenishes as necessary.

 

  1. Reviews all bills for accuracy and verifies the receipt of goods and services. Reconciles to budget. Prepares payable invoices and charges to the appropriate account.

 

  1. Provides training, supervision and directions to the Receptionists.

 

  1. Audits employee time records, ensures proper calculation of hours worked, leave hours, mileage and other components. Spreads and charges work hours to appropriate account. Submits to County to process for payment and distributes paychecks.

 

  1. Performs a wide variety of reconciliations of various accounts. Monitors and upgrades financial procedures on an ongoing basis.

 

  1. Handles grant reporting including budget submission and estimates as well as monthly and quarterly reporting.

 

  1. Assists with capital planning for the COA. Monitors capital projects.

 

  1. Works closely with information technology professionals for system maintenance.

 

  1. Conducts inventory of office supplies and COA equipment including inventory analysis and implements controls. Monitors level of office supplies, conducts price checks, and places orders. Assists in the purchasing of major items of office and other equipment by researching alternatives, features and prices. Arranges for repair or maintenance of office equipment. Conducts fixed capital assets inventory annually.

 

  1. Assists in annual agency budget process and grant requests for proposal.

 

  1. Maintains payroll files, vendor files, equipment files, and payable/deposit files. Performs unit cost analysis. Prepares accounts receivable billings.

 

  1. Prepares and processes records for new employees including tax forms, benefit enrollments and other documents.

 

  1. Updates and distributes employee contact information. Distributes employee reports as requested. Works with County administration to start or maintain eligible benefits.

 

  1. Types correspondence, reports and other documents as requested and may provide other clerical support such as attending Board meetings. Prepares packets, agendas and notifications. Transcribes meeting minutes.

 

  1. Fills in for other staff as necessary, including answering phones and providing other general clerical support.

 

  1. Performs other duties as required.

Position Requirements

Employment Qualifications:
 

 

Education: Associate’s Degree required with advanced college coursework in accounting preferred.

 

Experience: Two or more years of experience in governmental accounting and skill with technology used in operations.

 

Other Requirements: Valid Michigan Driver’s License.
