Vocational Rehabilitation Counselor

OVERVIEW:   The role of the Lower Elwha Klallam Tribe (LEKT) Vocational Rehabilitation Counselor is to help LEKT Tribal members and other Native American and Alaskan Native community members with disabilities to obtain gainful employment. The counselor will work with individuals to provide intensive case management services and vocational planning duties. This position requires sensitivity to Tribal culture and knowledge in networking and job site development for program participants.

SUPERVISED BY:  Tribal Vocational Rehabilitation (TVR) Program Manager

SALARY LEVEL: $43,680 - $52,000

POSITION STATUS: Full-time, grant funded through 9/30/2026.

WORK SCHEDULE:  40 hours a week; Flex Schedule – may need to work evenings and weekends in order to accommodate participant needs for training and other activities

ESSENTIAL FUNCTIONS OF JOB: 

  • Have a longstanding passion for helping disabled Native Americans and Alaskan Natives including helping them obtain and/or retain employment.
  • Understand the holistic approach to social work and help participants accordingly.
  • Review TVR referrals for eligibility and schedule intake appointments; 
  • Prepare Individual Plan of Employment case plans and review with TVR Program Manager when necessary.
  • Provide counseling and guidance to eligible participants with disabilities to formulate a vocational rehabilitation program that eliminates or creates more tolerable barriers to suitable employment posed by each person’s functional impairments and leads to employment.
  • Develop and maintain records of progress, timetables, and training schedule; monitor service cost within standards for budget management; document procurement of services.
  • Assess, reassess, and evaluate participant progress as often as needed and make modifications to the rehabilitation plan when necessary, to achieve their training and employment goal.
  • Perform on-the-job analysis to determine job modification or job readiness and provide post-employment services.
  • Prepare and submit all reports to the TVR Program Manager as directed.
  • Be able to manage caseloads with minimal supervision. Work in conjunction with the TVR Program Manager in managing caseloads.
  • Advocate for and ensure appropriate ongoing benefits and services to program participants transitioning into successful long-term employment.
  • Work with high school and transition-aged youth.
  • Provide liaison and advocacy between employers, mental health providers, and all programs the client is working with.
  • Develop working relationships with employers to develop employment training and placement opportunities.
  • Work in collaboration with Tribal, State and community agencies (such as DVR, KCS, TANF/GA, DSHS, WorkSource, OlyCAP, DDA, Port Angeles High School, Peninsula College, etc.) in utilizing their contacts for job placement and other services that may benefit program participants.
  • Provide educational guidance that will lead to viable employment in the area.
  • Black Fish Trading Post (gift shop) – Assist with Group Services duties

a. Performs all duties related to sales transactions, shipping, and inventory tracking according to developed procedures.

b. Become proficient with online shopping software that the gift shop will use.

c. Supports and encourages participants placed in Trial Work Experience paperwork for each TVR participant that will be assisting and learning gift shop procedures.

 

 
Position Requirements

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in a related field and one year of full-time work experience providing vocational rehabilitation-related service to individuals with disabilities or similar. -OR-
  • Associates Degree in a related field, and at least two years of full-time work experience providing training or instruction on how to do specific activities, -OR-
  • Two years of job placement/job coaching experience which shows knowledge of employment practices and techniques, rules and laws. Prefer at least one year of experience interpreting and applying policies, rules, and guidelines to make decisions regarding Vocational Rehabilitation Job Placement with an emphasis on:
    • Employment planning and / or placement activities.
    • Assessing the needs, strengths, skills, etc., of participants.
    • Assessing multiple community services to assist participants.
    • Problem-solving activities including action planning, identifying resources, goals and timelines to resolve issues, etc.
    • Contact with organizations, corporations, and other employers involved in hiring people.
    • Experience and knowledge of tribal assistance programs such as TANF and GA. 
    • Lived experience with disabilities, including substance abuse disorders, will be considered a benefit to this role, and therefore fall under professional experience.
  • Familiar with employment practices such as job developing, job carving and job coaching.
  • Understanding of program policies and procedures for participant case management and record keeping.
  • Ability to apply eligibility guidelines when helping participants to obtain benefits.
  • Ability to work with people of diverse socio-economic and cultural backgrounds including professional relationships with community and tribal partners.
  • Ability to work with the flexibility to handle several tasks simultaneously and work within deadlines.
  • Ability to adhere to the confidentiality of information in accordance with Tribal policies and applicable federal laws and regulations.
  • Excellent communication skills, both written and verbal, including knowledge of correct punctuation, capitalization, spelling and grammar.
  • Experience working with word processing, database and spreadsheet programs.
  • Valid Driver’s license, reliable transportation, proof of automobile insurance and willingness to travel as assigned.
  • Be able to attend the Tribal Vocational Rehabilitation Studies program with the Northwest Indian College online.
  • Ability to facilitate employment, education, and other workshops at the Heritage Training Center.
  • Have a good understanding of, and be willing to learn, Native American and Alaskan Native culture.

OTHER CONSIDERATIONS

  • Must be able to comply with the Lower Elwha Klallam Tribe’s Drug-Free Workplace policies and personnel policies.
  • Other duties as assigned relevant to job.
