Turning Point Community Programs is seeking a Recruiting Manager for our Home Office in Rancho Cordova. GENERAL PURPOSE

Under the direction of the Recruiting Director, performs complex professional staff services in any of the areas of recruitment and onboarding, provides direct supervision and mentoring to other staff, including planning, managing and evaluating their work; and performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the manager level in the series. This classification is responsible for planning and implementing recruitment strategies, as well as tracking and reporting on relevant statistics and data to keep all parties informed. Supervising, mentoring and training assigned Department of People Operations (DPO) team members as necessary. To ensure the success of these efforts, this position also develops interview procedures, connects qualified applicants to respective Program team members, and collaborates with departments to provide an engaging and informative onboarding experience. Duties and responsibilities are performed with considerable independence within the framework of established policies, procedures and guidelines.
 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assisting the Recruiting Director in developing and maintaining a strategic hiring campaign.
  • Communicating recruiting processes and procedures to hiring managers and staff, promoting the recruiting philosophy and soliciting feedback.
  • Provide coaching/supervision to recruiting coordinators and others by giving feedback, developing plans for employee growth, and documenting performance issues or concerns
  • Ensuring efficiency in time to hire is maintained, while maintaining a high level of accuracy within applicant tracking system.
  • Initiating and managing job postings in various media outlets including corporate website, vendor websites and internal communications.
  • Sourcing passive candidates through online resume databases, recruiting software and social media.
  • Developing strong awareness and understanding of the business and functional areas of responsibility to target and hire the best talent.
  • Creating and maintaining systems for tracking, reporting of metrics and managing the recruiting function. Documenting and tracking statistics and data pertinent to each job requisition within the HRIS system.
  • Coordinating and facilitating job fairs and employment open houses.
  • Creating pre-screen, interview questions and reference check questions with input from the programs and DPO leadership.
  • Screening resumes, conducting initial interviews, and forwarding qualified applicants to the hiring managers within the programs as necessary.
  • Coordinating all pre-boarding documentation and new hire procedures with DPO assistants, and other DPO team members partnering to develop and improve pre-boarding and new hire orientations.
  • Leads and participates in special projects and studies as assigned; conducts research and prepares and presents findings and recommendations.

  • TPCP procedures, rules and regulations and related documents governing DPO;
  • TPCP DPO policies and procedures and labor code provision;
  • TPCP organization, operations, policies and mission;
  • Research methods and data analysis techniques;
  • Principles and practices of sound business communication;
  • Applicant Tracking and Human Resources Information Systems;
  • Standard business software, including word processing and spreadsheet programs;
  • Principles and practices of effective management and supervision.
  • Ability To:
  • Perform professional-level, public agency human resources work independently and creatively.
  • Interpret, apply and explain complex federal, state and local laws, ordinances, policies and procedures as they relate to HR and recruiting.
  • Assign and Analyze problems, evaluate alternatives and make sound, appropriate recommendations;
  • Organize, set priorities and exercise sound independent judgment within areas of assigned responsibility;
  • Interpret, apply, explain and reach sound decisions in accordance with TPCP and department policies, procedures and labor code provisions;
  • Understand and follow written and oral instructions;
  • Communicate clearly and effectively, both orally and in writing;
  • Prepare clear, concise and accurate reports, correspondence and other written materials;
  • Operate a computer using word processing and other business software and other standard office equipment;
  • Lead by example
  • Maintain confidentiality of TPCP and personnel files and records;
  • Exercise tact and diplomacy in dealing with sensitive, complex and confidential personnel issues and employee situations; and,
  • Ability to get to multiple locations.

 

 
Position Requirements

REQUIREMENTS:

Education, Training and Experience

A typical way of obtaining the required knowledge, skills and abilities outlined above is through graduation from an accredited college or university with a bachelor’s degree in public or business administration, human resources, industrial relations, psychology or another related field; and at least three years of experience with high volume recruiting  performing increasing complex recruiting duties. At least 2 years' experience managing and evaluating the work of other team members. Experience with non-profit, public and/or governmental agency and behavioral health is desirable.

Licenses; Certificates; Special Requirements:
 

California driver’s license & current vehicle insurance/registration if driving; and,

Reliable means of transportation capable of passing vehicle safety inspection if more than five years old excluding all modes of two-wheeled transport inclusive of bicycles, mopeds and motorcycles.

Compensation Range: $81,000 yr -  $86,000 yr
