About the Organization Easterseals Louisiana (ESL) is a nonprofit organization whose mission is to change the way the world defines and views disabilities by making profound, positive differences in people's lives everyday. Established in 1951, our organization supports over 8,600 individuals (whom we refer to as Participants) with a variety of disabilities. A leading provider of disability services, ESL has physical locations in 8 regions of Louisiana and our array of programs include; support coordination (case management) for children, adults and elderly participants, a wide range of behavioral health and housing services, early intervention services for infants and toddlers, and a school setting called The Chartwell Center in New Orleans.

Description

Summary of Position:

The Vice President, Compliance and Program Development leads a team in developing, implementing and monitoring ESL's mission driven, participant focused quality and compliance initiatives designed to meet the strategic goals that drive organizational satisfaction and success. The VP collaborates with cross-functional teams to diagnose organization effectiveness issues, collect and analyze qualitative and quantitative data, generate recommendations to address performance gaps or risk areas, and craft high impact implementation plans. The VP serves as a member of the leadership team and works closely with the CEO, COO and EVP to position the organization for sustainability and expand a high caliber portfolio of programming in response to the diverse, fluid needs of our participants and communities.

Essential Job Duties:

  • Leads quality and compliance team, which serves to ensure that supports and services are being delivered to the highest standards.

  • Ensures compliance with laws, regulatory requirements, policies, and procedures.

  • Partners with leadership to promote a strong culture of ethics and compliance, and accountability.

  • Serves as navigator/facilitator for the agency's strategic plan.

  • Provides leadership and oversight to the development, implementation and coordination of program models and business/resource development to maximize impact on core outcomes towards our mission.

  • Evaluating and assessing community needs and making recommendations on potential program opportunities.

  • Leads proposal (RFP) process.

  • Identifies potential areas of compliance vulnerability and risk, and opportunities for enhanced training, and corrective action plans as necessary.

  • Build a strategic and comprehensive privacy program that defines, develops, maintains, and implements policies and processes that enable consistent, effective privacy practices which minimize risk and ensure the confidentiality of protected health information (PHI).

  • Creates, implements and regularly reviews/updates policies and procedures designed to meet the compliance requirements of the company, federal healthcare programs or other applicable fraud and abuse agencies..

  • Identifies major program quality risks and facilitate a process to address them

  • Ensures reporting as appropriate to Leadership, internal and external stakeholders

  • Investigates alleged violations of relevant company policies and procedures and/or local, state, and federal laws or regulations including conducting or overseeing investigations when appropriate.

  • Leads company-wide compliance awareness campaigns

  • Partners with ESL leaders to provide coaching on quality improvement.

  • Partners with ESL leaders to support program compliance, licensure, and accreditation.

  • Maintain current working knowledge of Federal and State regulations by reviewing applicable government and/or industry-related publications.

  • Serves as HIPAA Privacy Officer.

 
Position Requirements

Qualifications:

  • A Master's degree in Human Services, Business, Healthcare Administration, or a related field is required.

  • A minimum of 10 years combined experience in compliance, program auditing, strategy, and or business development is required.

  • Demonstrated experience managing high-performing teams required

  • Experience with Governmental related proposal processes and platforms preferred

  • Comprehensive working knowledge of organizational planning, organizational structure, budgeting and administrative operations.

  • Demonstrated ability to analyze and compile and complex data and provide recommendations for planning purposes.

  • Excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of stakeholders and constituencies.

  • Strong relationship building skills with the ability to find common ground, build consensus and strengthen collaboration among diverse stakeholders.

  • Strong community awareness and astuteness.

  • Established track record of navigating in a fast-paced, outcomes-driven and entrepreneurial environment.

  • Demonstrated commitment to the values of diversity, inclusiveness and empowerment

  • Experience leading organization accreditation efforts

Qualitative Requirements:

  • Ability to exercise sound judgment in making decisions and implement accordingly.

  • Should be well organized and exercise a high level of problem solving and analytical skills.

  • Ability to create, modify and implement programs, policies and procedures, taking the lead role of quality improvement initiatives.

  • Must be able to communicate effectively with people of all demographics, having excellent writing skills and ability to communicate information effectively to a variety of individuals.

  • Strong interpersonal skills are crucial, requiring sensitivity to both personality issues and corporate efficiency.

  • Knowledge of all local, state and federal laws and regulations that govern ESL’s areas of interest is required.

  • Outstanding oral/written communication, presentation, interpersonal and listening skills - someone who can clearly articulate organization’s message, be an effective spokesperson and inspire and earn the respect of his/her internal and external stakeholders.

  • Comply with all contractual and reporting requirements.

  • Ability to maintain confidentiality, where applicable.

  • Ability and willingness to travel, as required.

  • Perform other duties as needed or assigned.

  • Serves as a member of the ESL emergency activation team.
