GENERAL DESCRIPTION:

Highly responsible position involved in Transit Operations. Responsible for coordinating all activities pertaning to the management of contracts, working with the Florida Department of Transportation (FDOT), the Commission for the Transportation Disadvantaged (CTD), grant management, and overall Transit Operations. Reports to the Public Works Director.

 

ESSENTIAL JOB FUNCTIONS:

  1. Manages the Sumter County Transit Program, including managing the contract with the Transit provider, managing the Transit Program budget, and managing all grants pertaining to the Transit Program.
  2. Represents County staff as the Community Transportation Coordinator (CTC) and attends the Sumter County Transportation Disadvantaged Coordinating Board (TDCB) meetings as scheduled by the Lake Sumter Metropolitan Planning Organization (LSMPO).
  3. Works with the Assistant Public Works Director (APWD) – Operations and the Transit provider on the maintenance of the Transit Fleet, including working with FDOT when new transit vehicles are purchased with grant funds.
  4. Maintains positive and quality customer services interactions.
  5. Responsible for quality assurance activities, including review of reports for completeness and compliance with adopted policies, contracts, and procedures.

  7. Analyze data trends from software systems to optimize efficiency and enhance customer service while controlling expenditures.
  8. Prepare detailed reports to analyze programs to determine the most cost-effective equipment to select and implement "best practices" for operating the Transit program.
  9. Evaluates and monitors the grant-funded aspects of the Transit program. Writes specifications for evaluation or monitoring of program by an outside agency. Ensures proper accounting and timely reporting for grant-funded activities of Transit operations.
  10. Prepares complex schedules, account analysis, or other work necessary for monitoring and reporting the status of revenues, expenditures, and balances for management to monitor fund performance.
  11. Maintains records and reports of work accomplished. Prepares and processes reports on completed work.
  12. In case of an emergency or crisis situation (hurricane, flood, etc.), the position must respond/perform recovery duties as assigned by the immediate supervisor.
  13. Employees hired on or after February 1, 2016, must be a tobacco-free person, both on and off the job, for at least one (1) year immediately preceding application and maintain the same tobacco-free status throughout the term of employment.
  14. Face tattoos (from ear to ear and hairline of the forehead to the bottom of the chin) are prohibited.
  15. Maintains regular physical attendance during normal work hours as assigned at one of the county's offices or work facilities with the ability to work evenings, nights, and holidays as required.

Position Requirements

MINIMUM QUALIFICATIONS:

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of Grants and Grant processes
  • Knowledge of Federal and State Statutes as they pertain to Transit Operations and Programs
  • Skill in the use of computers and computer software programs, including Microsoft Word and Excel programs
  • Ability to follow verbal and written directions
  • Ability to communicate verbally and in writing
  • Ability to analyze a dataset and develop a program or adjust programmed activities in response to data sets
  • Ability to work independently with minimum supervision
  • Ability to operate a computer
  • Ability to prepare written technical reports, cost estimates, and performance measure evaluations.
  • Ability to establish and maintain effective working relationships with contractors, officials, and the general public.
  • Ability to develop, prepare, and present long-range plans and programs relating to Transit Operations
  • Ability to resolve problems and make sound decisions.

 

EDUCATION AND EXPERIENCE:

  • Graduation from an accredited college or university with an Associate Degree in Business Administration or a closely related field, Bachelor Degree preferred.
  • Three (3) years of experience working with Federal or State of Florida transit program grants or similar grants.

 

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

  • Valid Florida Driver's License of the correct class for the vehicle driven, and a driving record acceptable to the insurance provider
  • Must possess or obtain the required National Incident Management System (NIMS) certifications within six (6) months of employment.

 

ESSENTIAL PHYSICAL SKILLS:

  • Acceptable vision (with or without correction)
  • Acceptable hearing (with or without correction)
  • Heavy lifting and carrying (over 50 pounds)

 

VACCINATIONS:

  • Hepatitis A within sixty (60) days of employment
  • Hepatitis B within sixty (60) days of employment
  • Tetanus within sixty (60) days of employment
