Primary Responsibility:  Performs a wide variety of complex and specialized technical and administrative work for the Motor Vehicle Division, Division of Local Affairs, Colorado Secretary of State and Division of Real-estate.  Incumbent analyzes, regulates and enforces statutory requirements for all state and federally mandated title and registration laws.

  • Assists citizens in licensing, titling and filing motor vehicle documents.  Collects statutory motor vehicle revenues including but not limited to all sales and use taxes.  As an agent for the department of Revenue, verifies all legal documents for compliance of state and federal laws.  Insures that the Department of Revenue rules and regulation are adhered to along with Gilpin County departmental policies and procedures.
  • Acts as an agent for the Colorado Department of Revenue, Division of Motor Vehicle stays in compliance with C.R.S. 42-12-15. 
  • Acts as an agent for the Secretary of State, Election Division, and stays within compliance with C.R.S. Title 1.
  • Pertaining to recording of documents as an employee follow Colorado Revised Statutes C.R.S. Title 32 and Title 30 and real estate law.
  • Assists citizens in recording of real property documents, marriage licenses, accepting funds for liquor licenses, and helps with complex real property searches.
  • Assists with the functions of the election process; ensures compliance with statues and rules. Assists the public with informational inquires as to where the departments are located within the county.
  • The incumbent works in partnership with other employees, departments/divisions, external entities, and the public in delivering effective and innovative services.  Provide holistic services to internal and external customers by seeking ways to integrate programs or services provided by other departments, divisions, and external entities.

GENERAL DUTIES: 

  • Maintain confidentiality of information consistent with applicable federal, state and local rules and regulations.
  • Perform complex and specialized technical and administrative work in support of the Motor Vehicle Division.
  • Assist the public with all inquiries, research information needed, solve complex issues, submit negotiable documents, for final processing, and determine the elements needed to conduct a rightful motor vehicle transaction of any type.
  • Verity title documents, utilizing appropriate reference manuals and materials to determine legal qualification and insure accuracy.  Authenticate completeness and compliance with state and federal laws.  Confirm title and registration revenues due and establishes proper sales and use tax rates to be paid by the citizen.  Assess filing and release requirements and fees needed.
  • Substantiate legal addresses and conforms to jurisdictional requirements.  Perform routine computer processes set by the Department of Revenue for maintenance of the system.
  • Collects fines, fees and removal of licenses plates according to laws set by the Department of Revenue.
  • Assist with and perform a variety of off-counter work, including, but not limited to, dealer and financial institution submitted documents, title and registration processing, security agreement filing and archival, processing mail requests, and correspondence.  Serve as a representative the Department of Revenue and the County of Gilpin.
  • Issue license plates, annual validation tabs, requirements for Americans with Disabilities Act for placards and plates, meeting the criteria set for the temporary permits.  Colorado Auto Insurance regulations standards set by law.  Review computer generated reports and complete file maintenance.
  • Processes and completes complex title transactions, bonds, special ID, salvage vehicles, mechanic liens, Gross Vehicle Weight (GVW), Trailer Vehicle Weight (TVW), and Special Mobile Machinery (SMM).
  • Verify cash transactions; prepare deposit and distribution of funds.  Balance office revenues against reports.
  • Prepare concise and accurate correspondence to dealers, financial institutions, taxpayers, and County officials.  Explain complicated title registration issues with tact and common sense by phone or in person to the public.  Meet the statutory requirements for the collection of all motor vehicle related fees, including sales and use tax.
  • Verify title documents by utilizing appropriate reference manuals and materials to determine legal qualifications and insure accuracy.  Process title documents, analyze proper methods to correct and examine documents for fraud.  Establish and maintain files, manuals, scanned records, and computer historical data. 
  • Handles complex recording issues and transactions including high-level searches, image exports to the network, and quality control of images.  The recording process includes, receiving, indexing and verifying, electronic recording.
  • Relating to recordation of documents resolving issues involving customers, financial institutions, and title companies regarding real estate rules and regulations.
  • Assists the public operating equipment in the Clerk’s office such as the microfilm reader, microfiche, plat indices, computers, grantor/grantee books, correction books, marriage records, military discharge records, monument records, etc.
  • Assists citizens in recording legal land conveyance, liens, easement, marriage license, releases, death certificates and maps in to the County record system.
  • Assists the Deputy Clerk to the Board with recording Commissioner’s Minutes and liquor license.
  • Works with the County Planner to record any address changes, historical minutes, and Planning Commission and property violations.
  • Maintains the County property record library and the cataloging of maps, survey deposit, plat maps, historical map index and monument records.
  • Prepares plats affixing assigned labels and book index, scans plats and places the recorded document into the County public computers.
  • Copies new monthly images and places information on a disk to send to various venders.
  • Complies with the National Voter Registration Act.  Provides necessary information and forms to the public that is required for voter registration.
  • Assists the public in completing election forms including but not limited to: voter registration, change of address, ballot instructions and voting on the election equipment.
  • Follows the Secretary of State rules regarding securing the election database and the approved Security Plan when performing election duties.
  • Attends trainings, conferences and webinars as necessary to learn new procedures.
  • Performs other duties as assigned by the Clerk and Recorder and/or Chief Deputy Clerk.
  • PUBLIC RELATIONS/COMMUNICATIONS DUTIES:
  • Serve as a representative and maintain compliance between the Department of Revenue, Secretary of State, Department of Real Estate and the County of Gilpin.
  • Meet and confer with customers to explain departmental plans, programs, functions, policies and procedures.  Assist departmental staff in preparing and coordinating reports as required.  Answers letters of inquiry and talks with customers.  Maintain liaison with other departments.

MISCELLANEOUS DUTIES:

  • Lift boxes of license plates, permits or supplies weighing up to 25 to 30 lbs. and move to proper location for use.
  • Operate a personal computer utilizing applicable software as well as other types of internal file maintenance programs to create concise and accurate correspondence to dealers, financial institutions, taxpayers, attorney’s, county officials, co-workers and other County personnel as well as to enter, store and retrieve data when necessary.  All data, documents and entries must be verified for total accuracy.  Summarize data in preparation of required reports.
  • Identify and recommend improvements in divisional and departmental operations to ensure support functions are efficient and cost effective.  Take proper safety precautions, anticipate unsafe circumstances and act accordingly to prevent accidents.  Use all required safety equipment.

INDEPENDENCE OF ACTION:  Works under the general direction of the Clerk and Recorder and Chief Deputy/Director of Election.  Meets with Clerk and Chief to establish overall goals and objectives.  Exercises considerable initiative and judgment in meeting assigned objectives and implementing department/division operations, services and programs.  Work is reviewed for compliance with established procedures, conformance with policy and technical accuracy.  The Clerk and Chief Deputy are informed of progress and potentially controversial matters and areas of far-reaching implications.  Completed work is reviewed from and overall standpoint of meeting department/division goals and in providing acceptable service levels to the County.  Inadequate customer service in all areas could result in inconvenience and frustration for citizens, missing or lost documents, non-negotiable Colorado titles, and/or registration, inaccurate records, revenue collection, recording errors and distribution errors.

WORKING RELATIONSHIPS:  The worker’s primary contacts are with the public, departmental/divisional co-workers and supervisors, Colorado Department of Revenue staff, Secretary of State, Department of Real Estate, dealerships, financial institutions, title companies, private sector businesses and other governmental agencies in giving and receiving factual information or providing assistance in following procedures to provide service.

WORKING CONDITIONS:  The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job.  The noise level in the environment is moderate and can result in some distraction.  Work is generally scheduled Monday through Friday with the exception of an Election were you may be asked to work additional hours.  The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.  While performing the duties of this job, the employee is frequently required to sit, talk, stoop or hear.  The employee is required to walk; use hands to finger, handle or feel objects, tools or controls; and reach with hands and arms.  Physical demands are described as light (exert up to 30 lbs. of force occasionally and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects).  There may be occasions when the employee will need to help with lifting/moving boxes of license plates, election equipment and county seal which can weigh up to 30 lbs.  Data entry and other tasks may require sitting at a computer for extended periods of time.  Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.  Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.

KNOWLEDGE: Advanced knowledge of computers and modern office practices and procedures.  Advanced knowledge of vocabulary, grammar, punctuation and spelling.  Considerable knowledge of simple accounting, financial recordkeeping and bookkeeping principles and techniques.  Advanced knowledge of systems related to Motor Vehicle and Recording office operations.  Advanced knowledge of statutes, rules and regulations as they pertain to the registration and titling of vehicles and property records in the State of Colorado.

SKILLS: Skill in understanding and responding to customer needs.  Skill in the operation of a personal computer including applicable software, and telephone, 10-key calculator by touch, facsimile machine, printer, copier and electronic devices associated with elections. Skill in performing mathematical computations.  Skill in typing at least 25 WPM with accuracy.  Skill in using both alphabetical and numerical filing systems and retrieving data.

Position Requirements

QUALIFICATION REQUIREMENTS:

Training: High school graduate or GED equivalent preferably with some course work in general office practices such as word processing, simple bookkeeping, and filing.  Some college level coursework in business or public administration is preferred.

Experience: Two years of increasingly responsible experience within a County Motor Vehicle Division processing all types of transactions independently.  Two years working in the real-estate environment. Two years working in a financial institution.

OR

Any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits.

NECESSARY SPECIAL REQUIREMENTS:  Must be at least 18 years of age.  Must possess and maintain a valid driver’s license and safe driving record for employment consideration and for continued employment.  Applicants must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: typing test, written evaluation, oral board, reference checks, and pre employment screening.

Benefits for Full Time Employees:

Paid Holidays: Gilpin County provides 13 paid holidays per calendar year. An employee will be paid eight (8) hours per holiday.

Vacation: The first year of employment, (based on the anniversary of the hire date) full-time employees shall earn 3 hours of paid vacation leave bi-weekly. After that time, leave shall accrue as follows:

Two through five years – four (4) hours each bi-weekly pay period.

Six through ten years – six (6) hours each bi-weekly pay period.

Eleven years and more – eight (8) hours each bi-weekly pay period.

Full-Time employees are encouraged to take their earned vacation leave each year. At the end of the last pay period in December, each regular full-time employee’s accrued vacation leave hours will be reduced to 208 hours and will be carried overed into the next calendar year.

Sick Leave: Full-Time employees shall accrue four (4) hours of sick leave each bi-weekly pay period. The maximum sick leave that may be accumulated by such an employee is 600 hours.

Personal Leave: Full time employees will receive 30 hours of personal leave per year. Personal time cannot be rolled over to the following year and will not be paid out. Personal time will be added to employees balance the first pay period of the new year. Employees hired throughout the year will receive personal time on a pro-rated basis, based on the quarter year that they are hired. Q1 30 hours, Q2 22.5 hours, Q3 15 hours, Q4 7.5 hours.

Medical Plans: Gilpin County offers two medical plans with Kaiser and United Health Care. Gilpin County offers a Health Reimbursement Account (HRA) for all employees to cover co-pays, deductibles, and other medical expenses. This HRA card will have $3,000.00 on it for an individual or $6,000.00 for a family. Both plans have a max out of pocket for $1,000 individual or $2,000 per family after the use of the HRA card.

Dental Plan: Gilpin County offers dental coverage through Delta Dental. Individual deductible at $50 and family deductible at $150. In network and at a PPO provider coverage for preventative and diagnostic services are covered 100%, basic services covered at 80%, major services at 50%, and ortho covered at 50% with a $2,000 max. The plan offers a “Right Start 4 Kids” plan that covers children up to their 13th birthday at 100% with no deductible. Annual max out of pocket for this plan is $2,000.

Vision Plan: Gilpin County offers vision coverage through VSP. In network coverage includes copays at $10, $175 per pair of either one prescription eyeglasses or contacts yearly and discounts on Lasik.

Retirement: Gilpin County offers a mandatory 401(A) plan as well as optional 457b or 457 Roth plans. You are immediately 100% vested day 1 into your retirement accounts. The mandatory 401a plan requires that you contribute 5% and Gilpin County will match 5% into your retirement account. The optional 457b plans may be started, stopped, and changed anytime during your employment

Life Insurance: Gilpin County provides at no cost to you a $50,000 life insurance policy for yourself. Supplemental employee coverage in increments of $10,000 with a max of $500,000. Supplemental spouse coverage in increments of $5,000 with a max of $150,000. Supplement child(ren) policy with a benefit amount of $10,000 per child. Guarantee issue amounts of $100,000 for employee, $20,000 for spouse without having to complete evidence of insurability valid during new hire enrollment.

Short-Term Disability: Short-term disability pays 60% of your earnings with a max of $1,000 per week for up to 11 weeks. Benefits begin on day 15 and your first two weeks you will have to cover with sick or vacation time.

Long-Term Disability: Long-term disability kicks in after 90 consecutive calendar days of a qualified disability. The plan will pay 60% of your earnings with a max of $5,000 monthly.

Long Term Care: In the event that you are injured and need to be treated at a care facility, Gilpin County provides coverage at no cost to you. The plan provides up to $2,000 per month, and up to 3 years in a facility. If you would like to add supplements coverage for a greater amount per month or a longer term, supplemental coverage is available for you to purchase.
