Coordinator II – Human Resources

 

Definition and Purpose

Under the direct supervision of the Director – Business Services, the Coordinator II – Human Resources is responsible for overseeing all human resources functions within the organization. Creativity and resourcefulness will be utilized in developing and administering all personnel policies and practices, including but not limited to compensation, benefits, employee relations, worker’s compensation, employment law compliance, and recruitment.

Additionally, all ASI employees are responsible for upholding the core values of the organization including but not limited to exhibiting professional behavior, acting as a role model to others, displaying a positive and cooperative attitude, communicating effectively, developing expert knowledge in area of specialization, and working together as a team.

 

Education Requirements and Qualifying Experiences

Educational/License/Credential Requirements

  • Graduation from a 4 year college or university (may substitute 8 years of relevant experience for educational requirement).

 

Experience Requirements

  • Minimum three (3) years experience, five (5) years preferred that demonstrates the ability to perform the essential functions of the job.
  • SHRM-CP or SHRM-SCP certification preferred.
  • Supervisory experience required.

 

Knowledge/Skill Requirements

  • Working knowledge of correct English grammar, spelling, and punctuation.
  • General knowledge of office methods, equipment, procedures, and practices.
  • Knowledge of Windows-based computer systems.
  • Knowledge of computerized HRIS software.
  • Ability to effectively communicate both orally and written; strong public speaking ability.
  • Ability to establish and maintain a cooperative working relationship with staff, students, faculty and others.
  • Demonstrated ability to work well with others on diverse teams.
  • Ability to gather and analyze complex data and situations in order to draw valid conclusions and make appropriate recommendations.
  • Excellent organizational skills and the ability to coordinate multiple projects and meet deadlines.
  • Working knowledge of safety standards and procedures.
  • Demonstrated skills in group supervision/leadership.
  • Working knowledge and understanding of pertinent federal, state, and local employment laws, including but not limited to FMLA, ADA, ACA, FLSA, etc. and their application in the administration of effective and legally compliant human resources programs.
  • Ability to draft, interpret, implement and follow policy guidelines.

 

Supervisory Responsibilities

  • Supervise Assistant Coordinators – Human Resources, Human Resources Student Assistants, and Recruiting Student Assistants.
  • Facilitate meetings, conduct performance evaluations, establish goals and monitor day-to-day operations.

 

Essential Duties and Responsibilities

General Human Resources Administration

  • Oversee maintenance of all employee personnel files.
  • Monitor Unemployment Insurance program and serve as liaison to third-party claims administrator.
  • Administer employee Educational Assistance program.
  • Manage new hire and exit process.
  • Ensure reporting compliance with various regulatory bodies including but not limited to the EDD, EEOC, Department of Labor, and IRS.
  • Provide employment verifications.
  • Develop and prepare reports regarding employment activities.

 

Compensation and Job Classification

  • Develop and maintain job descriptions.
  • Implement salary schedule adjustments.
  • Implement minimum wage rate changes and analyze associated impacts.
  • Advise Director on equity review process and associated changes.
  • Manage bi-weekly payroll reporting and ensure compliance with all applicable wage and hour laws.
  • Serve as primary liaison to third-party payroll provider.
  • Manage the annual W-2 and 1095 distribution.

 

Employee Benefits

  • Manage and procure competitive employee benefits package.
  • Administer open enrollment for health insurance, dental insurance, vision insurance, life insurance, section 125 flex cash, etc.
  • Coordinate employee benefit changes for new enrollments, deletions, and changes.
  • Review insurance premium billing statements and verify accuracy.
  • Serve as primary liaison to all benefit providers including CalPERS.
  • Administer ASI’s COBRA program.

 

Employee Relations

  • Advise area managers regarding student and staff employee discipline.
  • Conduct internal investigations and provide recommendations of remedial action to the Director and Executive Director.
  • Ensure on-going communication with staff regarding human resources issues.

 

Personnel Policies and Practices

  • Develop and maintain ASI’s Employee Handbook.
  • Ensure policies are legally compliant and responsive to the needs of the organization.
  • Interpret personnel policies and provide consultation and advice on policy application.
  • Administer and monitor compliance with all ASI policies and procedures, including monitoring leaves of absence under the FMLA, CFRA, PDL, Personal Leave of Absence, etc.

 

Performance Evaluation Process

  • Ensure managerial compliance with annual performance evaluation process for all employees.

 

Recruitment/Selection

  • Coordinate staff and student recruitment and selection process with respective area managers.
  • Maintain applications and other recruitment records to comply with applicable regulations.
  • Coordinate background check process and ensure compliance with ASI policy.

 

Training and Development

  • Develop, implement and/or coordinate orientation and training programs for regular and student employees.
  • Assess needs of employees to determine training needs.

 

Worker’s Compensation

  • Ensure timely processing of all worker’s compensation claims and reports.
  • Serve as primary liaison for all worker’s compensation claims with third party claims manager and employees.

 

Assessment

  • Develop and execute assessment of programs and/or services for areas of responsibility including but not limited to setting and implementing goals, evaluating outcomes and ongoing enhancement.
  • Participate in the overall ASI assessment planning and goal setting.

 

Other Duties and Responsibilities

  • Represent ASI on committees as appropriate.
  • Ensure continuous professional development.
  • The person holding this position is considered a "mandated reporter" under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in ASI policy as a condition of their employment.
  • Other duties as assigned.

 

Background Check

This position is subject to a background check (including criminal records) as well as National Address Locater (Social Security Number [SSN] Trace), 7 year County Criminal Search in each county and/or state the applicant lived in based on the SSN Trace, National Criminal Database Search, Name Search, Employment Verification (All employers in past 7 years) and Education Verification (Highest Degree). Credit Reports, Motor Vehicle Record Check and Professional License Verification may also be required based upon the essential functions of the position.

 

Salary Schedule

  • Starting Salary: $80,058.47/year
  • Pay Range for Position: $80,058.47 - $128,093.55
