Description

SAL Community Services in Moline, IL is searching for a Controller who is accountable for the accounting operations to include the production of periodic financial reports, maintenance of an adequate system of accounting records, and a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the company's reported financial results, and ensure that reported results comply with generally accepted accounting principles or international financial reporting standards.

  • Provide leadership, oversight, organization, reporting and compliance of agency financials, including but not limited to, dollars received and paid to Iowa and Illinois DHS, Illinois DCFS, Child Care Aware, Friendly House, Illinois and Iowa CACFP, Illinois Child Care Resources & Referral, Early Head Start Child Care Partnerships subsidy, Illinois State Board of Education and any other future or assigned agencies.
  • Assist in the development and implementation of goals, policies, priorities, procedures, and accounting systems relating to financial management, budget, and accounting.
  • Verify the accuracy and reconciliation of invoices, billing, and other accounting documents or records.
  • Review, investigate, and correct errors and inconsistencies in financial entries, documents, and reports.
  • Establish and complete audit functions involving review of accounting and administrative controls.
  • Establish system controls for new financial systems and develops procedures to improve existing systems.
  • Prepare, analyze, and monitor month-end, quarter-end, and year-end financials to forecast financials, and provide monthly updates to program directors
  • Prepare, analyze, and monitor annual budgets for programs while collaborating with program directors.
  • Stay current on the rules and regulations regarding proper use of State and Federal Grant funds.
  • Perform quality control reviews and audits of CACFP, DHS, CCR&R CCAP contracts to ensure timely submission, accurate reporting, and contract compliance.
  • Oversee activities related to the procurement, execution, and reporting of contracts to include Illinois IDHS and Illinois and Iowa CACFP.
  • Facilitate and organize new contract ventures, contract reapplications, and vendor procurements.
  • Manage employees ensuring all personnel in compliance with state, licensing, and other regulatory stipulations
  • Plans, assigns, and directs workload for staff while appraising performance, creating and monitoring professional development plans, rewarding and disciplining employees, and resolving personnel issues.

Requirements:

  • SAL Community Services requires all employees, including new team members, to be fully-vaccinated with the COVID-19 vaccine and show acceptable proof of documentation by the date of hire.   • Bachelor's Degree in Accounting or related Business degree with a minimum of three years related experience to include oversight of internal controls of an accounting department, diverse funding sources, and annual financial audits with at least two years of experience in a supervisory level position.
  • Effective communicator with ability to read, analyze, and interpret general business periodicals, technical procedures, or governmental regulations. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions from groups of managers, clients, board of directors, and the general public.
  • Problem solver and critical thinker to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • A collaborative and flexible style, with a strong service mentality; need to be seen as a team player committed to lifelong learning; hands-on employee with integrity and a desire to work in a dynamic, demonstrated commitment to the social sector with a passion for the mission is essential. Maintain high attention to detail. Ability to proofread and make edits as necessary. Highly developed organizational skills and ability to multi-task are required.
  • Must be willing to travel in and out of the community. Current, valid Driver’s License and proof of auto insurance required.
  • This position is required to regularly remain in a stationary position, move or traverse, and use hands, fingers, and vision to operate computers. The employee must be able to lift 10 pounds. Corrected vision and hearing aids may be used to have capacity for normal range required for seeing/hearing children, greeting visitors, answering phones, and interacting with others. This position works indoors.
