Designs, installs and maintains all plants, flowers, shrubs and seasonal decorations for the City of South Bend. May assist Urban forester with tree planting. Directs employees and volunteers to accomplish these tasks.
Pay Rate: $52,818- 53,818
Monday-Friday, 7:00 AM-3:30 PM. Schedule subject to vary based on departmental need.
SUPERVISION EXERCISED • Supervises part time employees, volunteers, and may act as a lead worker for other park personnel assigned to a job.
ESSENTIAL DUTIES AND RESPONSIBILITIES This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected. • Develops and manages the annual landscaping and holiday budget for the VPA and its facilities. • Responsible to assure that all the supplies, materials, and equipment, purchased for the landscaping program is within the annual budget. • Establishes and maintains high horticultural standards and practices; providing direction, training and motivation for all staff and volunteers • Establishes and oversees a systematic plant records policy, including direction of the plant collection, design aesthetic, and integrated pest management in the City • Enacts and enforces the department’s Environmental Resources Management plan, including the introduction and propagation of native wildflowers and plantings • Arrange purchase, sale, or exchange of plants with representatives of similar institutions, promoting collaborative relationships • Serve as need as a liaison to the Ecological Advocacy Committee, Engineering, and Community Investment • Designs, installs, and manages all horticultural displays within the City of South Bend, including annual and perennial beds; including the treatment of pest and disease. • Designs, installs, and manages all holiday displays, including streetscapes and roundabouts • Supervises and/or performs trimming, pruning and grooming of all horticultural displays throughout the City. • Hand water and monitoring of plantings 2 • Develops, maintains, and promotes positive and professional relationships with internal staff, volunteers, guests, residents, vendors, and contractors. • Works the VPA Volunteer Coordinator to design and manage a dedicated group of volunteers for landscaping and holiday decorations • Maintains equipment, tools, needed to perform daily tasks • Records and manages, expenses, payroll, and produces reports based on areas of responsibilities • Works weekends for special events and volunteer groups as needed- Possibly taking time off M-F as compensation • Keep record of completed daily work. • Must be willing to accept on the job training or schooling; courses must be approved by the Park Department before enrollment, and will be reimbursed for course costs upon successful completion. • Working knowledge of ANSI A-300 standards for tree care maintenance for trees and shrubs • Maintains a working knowledge and skills level of present and future technology as it relates to Integrated Pest Management (IPM) strategies. Monitors and identifies insects and diseases for prevention and control. Develops approaches to manage pests by a combining biological, cultural, physical and chemical strategies • Evaluates, prioritizes and assists with storm damage clean up as needed. • Assumes responsibilities and assists of direct supervisor due to absence. • On Call 14 weeks per year • Performs technical and administrative duties as required • Other duties as assigned
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES •
QUALIFICATIONS/ EDUCATION AND/OR EXPERIENCE • Bachelor’s degree in horticulture, botany, natural sciences or related field preferred • Master Gardener certification preferred • ASHS License preferred • Ability to obtain a core pesticide applicator license within one year. A 3A & 3B pesticide license is preferred. • Demonstrated knowledge of plants native to Indiana • A minimum of 4 years’ experience as a professional horticulturist or related field • A minimum of two years in a management position
KNOWLEDGE, SKILLS AND ABILITIES PREFERRED • Working knowledge of equipment, materials, and supplies used in all work; working knowledge of equipment and supplies used to do minor repairs and installations • Knowledge of first aid and applicable safety precautions. • Skill in the operation of listed tools and equipment. • Ability to work independently and to complete daily activities according to work schedule. • Ability to lift heavy objects, walk and stand for long periods of time, and perform strenuous physical labor under adverse field conditions. • Ability to communicate orally and in writing. • Ability to use equipment and tools properly and safely. • Ability to understand, follow and transmit written and oral instructions. 3 • Ability to establish effective working relationships with employees, supervisors, and public. • Must be able to read and work from blueprints. • Ability to design prints and plans either by hand or software.
CERTIFICATES, LICENCE, REGISTRATION: • A valid Driver’s License is required. • Commercial Driver’s License (CDL) Endorsement is preferred.
EQUIPMENT Pickup truck, radio, cell phone, computer, hi-lift and other tools; including shovels, wheel barrows, augers, chainsaws, and shovels.

WORK ENVIRONMENT: While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee frequently works in high precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles and vibration. The noise level in the work environment is usually quiet, except when operating power equipment.
