Position Summary:

Reporting to the Operations Controller, this position will lead ongoing payroll operations which includes internal processing and external service providers. The Manager of Payroll Services will play a lead role in the implementation of payroll policies, procedures, and practices, with a focus on maintaining high levels of accuracy and timeliness, as well as creating a best in class payroll department. The organization will depend on this person's management of multiple teams, both directly and indirectly, making it necessary for the manager of payroll services to operate in an environment that is highly complex and ambiguous. As a lead subject matter expert on payroll, this individual will work to maximize the technical and operational capacity of the department.

Position Responsibilities:

Leading the payroll department in development and execution of standardized process and manage all aspects of the payroll process, establishing appropriate checks and controls to ensure compliance, accuracy and timeliness or payroll processing.

  • Initiate and promote continual process improvements within the payroll department to align with business goals, working closely with cross-functional partners at all levels within the organization.
  • Develop and maintain written departmental payroll policies and procedures and with audits and controls for those procedures
  • Maintain current knowledge of appropriate laws and legal requirements and able to quickly implement system / process design changes in response to new legal requirements
  • Responsible for coordination of efforts, processes, and communication regarding payroll issues between HR, IT, Legal, and Benefits Administration as well as other involved parties
  • Work closely with HR operations, IT and others to evaluate and analyze existing payroll policies; procedures and processes; draft; propose and implement changes and/or quality control measures leading to best in class operations.
  • Work collaboratively with HR/IT to continuously improve processes and dataflow from core HRIS to time & Payroll Systems

Responsible for ensuring Payroll processing is performed accurately and timely for all RoadSafe businesses in the US

  • Oversee payroll for US operations, in multiple states/locations and across different employee groups.
  • Oversee the payment of wages, bonuses, and various other company benefits.
  • Process Bi-Weekly Payroll
  • Upload Net Payroll and Tax file to external payroll services provider
  • Upload 401K deduction file to service provider
  • Interprets for employees and management staff the policies and government regulations as they relate to the payroll function.
  • Ensure compliance with Federal, State, Public Works, and Collectively Bargained wage and hour regulations.
  • Quarterly file uploads to Payroll Tax Service provider. And approve for release.
  • Manage Year End Process, W-2s, ACA Reporting, 401K Audit
  • Regularly provide data and analysis services to Finance, Treasury, and others as needed to support accounting and labor cost analysis
  • Act as a focal point supporting all payroll various systems. Ensure standard process is used with all HR and Finance professionals responsible for site/unit payrolls.

Provide Leadership to the payroll team, develop staff to operate with functional excellence.

  • Builds and maintains cross-functional partnerships with HR, IT, Finance, and Operations Teams. Support all levels of management within the organization from individual employees to the c-suite.
  • Supervises Payroll Specialist's (who work in remote locations across the US) for weekly, bi-weekly, payroll processing and payroll reporting.
  • Builds, develops, and cross-trains team members to build a strong department.
 
Position Requirements

Knowledge, Skills, and Abilities:

  • Bachelor’s degree preferred
  • 5+ experience in payroll management
  • Detail oriented with strong organizational, time management and analytical skills
  • Proven interpersonal and leadership skills
  • Experience in processing and managing payroll for over 2,500+ employees, including an environment with many complex collective agreements
  • Expertise in various payroll, Attendance systems is required, including creating and running complex reports
  • Experience in Certified Payroll and prevailing wage calculations and reporting
  • Detailed knowledge of Federal, State, and Provincial tax compliance and garnishments
  • Prior experience in project management for HR applications is a plus
  • Ability to identify and build appropriate interfaces between technology platforms to ensure efficient and accurate dataflow within the payroll process is highly desirable
  • Ability to develop, improve, document and provide high quality deliverables
  • Strong analytical and problem solving skills with a proven track record in providing the business relevant analytics around labor cost information that has driven operational changes
  • Excellent interpersonal and written/oral communication skills. A good listener with outstanding interpersonal qualities that can present his/her views in a clear, concise, and compelling manner
  • Ability to quickly embrace iterative step-change in a complex, challenging, and fast-paced team oriented environment
  • Unquestionable integrity, credibility, and character who has demonstrated high morals and ethics
