Description

This effort will assist in creating a network of likeminded allies and partners with increased threat reduction capabilities that contribute and advance the interests and security of the United States of America. It will assist in building strategic relationships with key international partners that enhance threat reduction on a global scale. It will also support the resilience of the global nonproliferation framework by building partner capacities to enforce the tenants of that framework.

The Project Manager III will be responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished.

Additional Responsibilities Include, but are not Limited To:

  • Develop procurement request package documents, including Statements of Work, Contract Data Requirements Lists, Proposal Instructions and Evaluation Criteria, and Independent Government Cost Estimates.
  • Work products and efforts will include analyses of offeror capabilities, support of cost reasonableness and realism determinations, technical estimates and evaluations, general proposal reviews and related analytical work.
  • Support all phases of acquisition lifecycle support to government projects.
  • Maintain awareness of, and perform analyses of, evolving acquisition policy type matters such as best practices, acquisition reform efforts, updates to acquisition and procurement policy, regulations, and legislative changes.
  • Provide the government with expertise and advice regarding acquisition policies and approaches.
  • Support both sole source and competitive source selection activities including analyses of offeror capabilities, support of cost reasonableness and realism determinations, technical estimates and evaluations, general proposal reviews and related analytical work.
  • Support maintenance, execution, and improvement of the award fee determination process for contractors that support CTR.
  • Work with CORs, Project Officers, Contracting/Grant Officers, and Contract Specialists. Liaison between the DOD Government program/technical personnel and the Contracting Office.
  • Track acquisition project-essential data.
  • Conduct market research to identify new technologies, tools, and methods to conduct or support CTR missions.
    • Such activities shall support procurement efforts as well as mitigating obsolescence risks for previously fielded solutions.
    • Outputs include:
      • Market Research Reports
      • Emerging Technology Assessments
      • Product/Tool Assessments
      • Track funding
      • Evaluate Performance.
  • Provide expertise and hands on support for the preparation of procurement request packages for new awards as well as modifications (example documents are statements of work, work breakdown structures, proposal content and evaluation criteria, market research analyses, justifications for non-competitive actions, contract data requirement lists, waivers, determinations and findings, certifications, etc.).
  • Distribute and coordinate materials, draft documents, briefings, administer all acquisition-related planning, generate agendas and IPT minutes, coordinate scheduling and facilitate events, and manage IPT workflows/workload.
  • Draft procurement request package documents such as Statements of Work, Contract Data Requirements Lists, Proposal Instructions and Evaluation Criteria, and Independent Government Cost Estimates.
  • Provide expertise and assistance to support maintenance, execution, and improvement of the award fee determination process for contractors.
  • Provides acquisition expertise and hands on support to the BTRP Project Team for their preparation of procurement request packages and modifications (example documents include statement of work, work breakdown structure, proposal content and evaluation criteria, market research report, justifications for non-competitive actions, contract data requirements list, determination and finding, etc.).
  • Expected to seek and assume higher levels of technical responsibility.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
 
Position Requirements

Experience:

  • Minimum of ten (10) years’ direct experience.
  • Demonstrated expertise performing program controls on complex or numerous projects.
  • Demonstrated expert at developing requirements, establishing long-range plans, defining project and program success factors, and implementing assessment methodologies for achieving consistent and systematic processes.
  • Demonstrated expert at making recommendations, facilitating the identification of trends, and desired future state for program.
  • DoD or security cooperation program experience desired.
  • Previous experience with DTRA desired.
  • Technical background experience desired.

Education:

  • MA/MS preferred with ten (10) years of experience or BA/BS plus eighteen (18) years of experience.

Certificates, Licenses, Registrations:

  • PMP or equivalent certification desired.

Other Required Skills & Abilities:

  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
  • Capable of working independently with no oversight.

Security Clearance:

  • Secret security clearance.
    • Top Secret security clearance highly desired.

US Citizenship: This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.
