Purpose of Division: this is a dual role that will suport two divisions and two Senior Vice Presidents

PPLA: Maintain relationships with Federal Funding agencies including the Office of Management and Budget and the U.S. Congress.  Track public policy issues be it administrative, regulatory or legislative actions providing updates on key issues to NeighborWorks America advisors/departments are required.   Liaison with external policy groups or related housing and community development issues.

Corporate Strategy & Impact:  Promote a culture of continuous learning and evidence-based decision-making. Oversee strategic planning process, measure progress against corporate goals, and assess the impact of our programmatic work.  Define, capture and quality assure the data collected on a quarterly and annual basis from network organizations.  Create interactive dashboards, maps, and custom data visualizations for NeighborWorks staff and the network to facilitate data-informed decisions. Serve as a thought partner to other divisions on strategy and analytics.

Position Summary:

This highly responsible and varied administrative support position assisting in the work of the SVP of the Office of Public Policy and Legislative Affairs and the SVP of Corporate Strategy & Impact, along with the professional staff within both offices.  The SVP of Office of Public Policy and Legislative Affairs also serves as the Freedom of Information Liaison for the Corporation.  This position requires considerable initiative, independent judgement, discretion and a high level of flexibility.

Essential Duties/Responsibilities PPLA:

1.Provides administrative assistance to SVP of PPLA and professional staff within office.

2. Prioritizes and maintains calendar management for SVP; preparing for meetings; making travel arrangements as needed, making independent decisions regarding prioritizing of scheduling and rescheduling, logistics, agendas and registration for and other activities such as NTI’s, Executive Symposium, and other external events.

3. Coordinates with Field division and division staff to announce grants to the US Congress. Coordinates with CEO offices to facilitate responses to Congressional inquiries.

4. Serve as manager of the PPLA budget process, the divisional purchase card (P-card) as well as the Procurement task lead. Duties will include managing the division’s purchase card, setting up budgets in NetSuite, tracking the division’s budget expenditures, and working with the procurement division to procure products and services for the PPLA division in collaboration with SVP.
5.Provides office management for PPLA, in collaboration with the SVP, coordinating the ordering and general maintenance of supplies and equipment; filing, processing request for memberships, event registrations, subscriptions and publications.
6. Serves as Content Coordinator for Inside NeighborWorks and the Member site with responsibilities of maintaining and updating PPLA’s information and uploading congressional and legislative documents.

7. Processes SVP’s expenses and other staff as needed.

8. Assist division staff in the delivery of statutorily required reports such as Budget Submissions, Budget Justifications, Annual Performance Review and Operating Plans to OMB, GAO, House of Representatives and Senate members.

9. Serves as needed as division liaison to IT or other divisions for collaborative decision-making.

10. Coordinates divisional policy meetings and performs events and meeting planning as needed including the operations and travel related to the Gramlich Fellowship program.

11. Assists the SVP and professional staff within the division on a wide range of special projects as assigned.

Essential Duties/Responsibilities CSI:

1. Provide administrative support to SVP of CSI and professional staff within office, including scheduling meetings, ordering supplies, making travel arrangements, and maintaining subscriptions and memberships.

2. Ensure smooth division operations and support CSI staff as good corporate citizens (e.g., support compliance with internal deadlines related to timesheets, performance management, mandatory training, etc.). Work collaboratively with other divisions to problem solve operational or technical issues. Serve as division liaison for new technology rollouts and other organization-wide operational initiatives as required.

3. Handle logistics for division meetings, draft agendas, manage invites, handle meeting room and material prep, including F&B. Capture, communicate, and follow up on next steps as required.

4. Serve as division’s Procurement Task Lead (PTL). The PTL works closely with the Procurement division to understand and utilize procurement policies, processes and systems needed to successfully procure products and services for the CSI division.

5. Serve as division’s Budget Manager. The Budget Manager is responsible for managing the division’s purchase card, setting up budgets in NetSuite, and tracking division’s budget expenditures in collaboration with the SVP.

6. Assist with planning quarterly performance meetings, annual strategic budget meeting, and the semi-annual director’s convening. Select and inspect venues, coordinate services for meetings, and assist with agenda and material prep.

7. Coordinate division’s monthly report to the CEO, division scorecard updates, and other regular performance reporting. Provide editing and formatting support for division deliverables.

8. Serves as Content Coordinator for Inside NeighborWorks, maintaining and updating CSI’s information and division documents.

9. Assist with special projects as assigned by SVP, Corporate Strategy & Impact

 

Nature of Work Contacts:

NeighborWorks staff, field operations and managers of other divisions to coordinate activities, exchange information for reports and provide directives on behalf of the SVP. Staff of NeighborWorks organizations, Congressional staffers, staff of federal agencies and vendors.


Fiscal Responsibilities:

Delegated authority to utilize divisions’ purchase card. Processing expenses. Acting as each Division’s Budget and Procurement manager.

 
Position Requirements

Required Minimum Qualifications:
(a) Education: Will consider relevant professional experience in lieu of a degree
(b) Experience: A minimum of five (5) years relevant experience supporting C-Suite 

(c) Licenses, Certifications: None specified
(d) Competencies, Knowledge, Skills & Abilities:

Proficient in Microsoft Office Suite and Adobe. Strong organizational and problem-solving skills. Excellent interpersonal communications. Collaborative, team-oriented. Highly adaptable, flexible, and able to function well with complex systems and processes. Attention to detail. Willingness and ability to learn new technology systems to support procurement and budget functions. Confidentiality and discretion at high level are required with an experience and understanding of the needs/requirements of supporting multiple teams.

(f) Technology: Microsoft Office Suite; knowledge of/comfort with specialized technology systems to support procurement and budget functions, such as NetSuite, Prism, PeopleSoft, etc.

Preferred Qualifications:

Able to take the initiative. Presentation building skills (PowerPoint, Prezi) a plus. Copy editing and strong writing skills also a plus.
