Director, District Facilities 

Description

To direct all technical and administrative aspects of the District Facilities Division including facilities operation, maintenance, and repair; to strive for complete safety and security for all employees, students, and visitors using any Tulsa Tech site or vehicle; and, to enhance the teaching and public service functions of Tulsa Tech.

Essential Functions

  1. Customarily and regularly manage direct reports to maximize productivity, efficiency, and the potential of the human assets of Tulsa Tech, including: hiring, directing job assignments, monitoring staff performance, coaching, counseling, training, assuring compliance with regulatory requirements and organizational mission, values, policies and work rules.  Appraise performance and provide recommendations for staff compensation, promotion, and termination actions, and hiring as appropriate.
  2. Is independently responsible for the day-to-day operation of the District Facilities Division and receives general supervision from the Chief Operations Officer. Has the authority to manage the internal operation of the Division; to negotiate on behalf of Tulsa Tech; to handle personnel matters; approve budgeted projects and expenditures; and, to make divisional commitments. Has the authority to make judgments and decisions in regard to future needs in potential problems as well as immediate and/or emergency needs.
  3. Direct approximately sixty multi-disciplinary staff members and approximately one hundred vendors in diverse functional areas (cleaning, maintenance, and grounds), manages of almost two million square feet of multi-site, county-wide facilities, maintains approximately two hundred twenty acres in a manicured condition, and operates a fleet of approximately 150 vehicles.
  4. Ensure a safe and secure environment within all Tulsa Tech sites and vehicles.
  5. Assist in the oversight of the district wide construction & design projects to ensure projects are properly designed, budgeted and constructed in a safe, effective and efficient manner, in accordance with all regulatory codes, and proactively assessing changing requirements in support of District strategic outcomes.
  6. Represent the District Facilities Division on all matters of policy and procedures; ensure all applicable laws, regulations, policies and procedures are enforced.
  7. Prepare and oversee the district facilities budget and monitor variances so as to assure appropriate and cost-effective expenditures in support of the current and long-range organizational outcomes   of   the   District   in   accordance   with   applicable   laws   and   District   regulations.
  8. Define the scope of projects and develop the specifications in a team environment to establish clear project objectives that will reduce delays or down-time due to gaps or overlaps in project scope and accountabilities of involved parties.
  9. Perform project management responsibilities that include scheduling work and resources effectively, assuring proper documentation and reports are created and/or maintained, regulatory compliance, and physical inspection of work site to assure that project objectives are met.
  10. Create a reliable forecast of Tulsa Tech facility requirements; develop and communicate the relocation of staff or programs and taking into consideration the need to lease space based on forecasted facility requirements.
  11. Conduct periodic project status reviews with senior administration; provide detailed project status reports that include phase of work, budget review, current or anticipated obstacles and plans for addressing, and current projections for project completion.
  12. Oversee and manage contracts and vendors for services including utilities, parking lot maintenance, custodial services, landscaping and related services.
  13. Ensure that basic utilities, such as water, electricity, and heating, are well-maintained.
  14. Perform tasks and duties relevant to any of various roles or responsibilities as assigned by the supervisor and determined by management to be appropriate for this position; comply with all policy, procedure, regulation and other communicated requirements as may be in effect for the workgroup or worksite.
 
Position Requirements
  • This position requires a minimum of 10 years of progressively responsible experience in architecture, engineering, construction management, facility management and/or education facility operations of which at least 7 years have been in a supervisory capacity.
  • Must have a valid Class D Driver's Licnese
  • Bilingual is a plus
  • Special Skills, Knowledge or Abilities:
    • Comprehensive knowledge of all phases of multi-site facilities operation, maintenance and repair.
    • Ability to manage and administer a diverse staffing group with varying educational backgrounds.
    • Hold project management, planning, cost estimation and budgeting skills.
    • Extended exposure to public competitive bidding, occupational safety, security, architectural, engineering, and construction management disciplines.
    • Skilled in report writing and fluent with computers/software in an office environment.
    • Competent in speaking to large groups, senior administration, community leaders, and elected officials.

Education Bachelors degree in architecture, interior design, engineering, construction management, facility management, education administration or a related field is required.  
Salary Schedule SPMS  
Hiring Range Dependent on experience and education, plus additional $7,200 annual compensation for salary-in-lieu of dependent benefit coverage.
