TITLE: Licensing Agent PAY RANGE: DOQ

PROGRAM: Lower Elwha Gaming Commission REPORTS TO: TGA SUPERVISOR

SUPERVISION RECEIVED: Direct-TGA Supervisor, Indirect- Gaming Commission Director

SUPERVISION EXERCISED: None

FULL-TIME/PART-TIME: Full-Time (40 hours per week)

WORK HOURS: As Assigned by Supervisor (Night Shift, Day Shift, Weekends, and Holidays)

Overview: The Licensing Agent performs their duties to meet the National Indian Gaming Commission (NIGC) and Lower Elwha Gaming Commission (LEGC) regulations, and policies while maintaining compliance with NIGC, LEGC regulations, Tribal/State Compact, and the Minimum Internal Controls of the NIGC. The Licensing Agent performs the licensing process for employees and vendors, including fingerprinting, background checks, and maintaining the licensing database.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Responsible for carrying out the required Licensing duties and responsibilities as assigned by the Gaming Commission Director and/or Tribal Gaming Supervisor. Creates and maintains files, documents, records, and reports regarding investigative and licensing determinations based on information obtained during the background process. Prepares these reports as needed for the Gaming Commission and NIGC based on the information obtained as it relates to gaming employees' and vendors' suitability to hold a Gaming license.

The following is used as a partial description and is not restrictive as to duties required.

  • Conduct face-to-face interviews with applicants/licensees in order to obtain, review, and verify all information provided on the licensing applications;
  • Process fingerprints via ink print technique and/or Live Scan;
  • Maintain licensing database;
  • Enter, review, and ensures accuracy of the information provided by the screening company;
  • Follow-up with applicants/licensees to obtain all necessary information within specified timeframes to ensure compliance with all regulations pertaining to licensing;
  • Analyze and verifies information gathered from the investigative resources and references;
  • Prepare timely, detailed, clear, and concise suitability reports on each applicant/licensee; for both the Gaming Licenses and Vendor Licenses
  • Responsible for reporting information to the National Indian Gaming Commission
  • Generates in a timely manner the Notice of Results (NOR) and a Notice of Gaming License Issuance report (IOL) for all applicable profiles for submission to the National Indian Gaming Commission (NIGC);
  • Ensures appropriate NIGC reporting requirements are met on all applicable Key and Primary Management Licensees
  • Present findings (notes) of background investigations in a hearing setting with the LEGC;
  • Conduct gaming license verifications;
  • Maintain accurate profile records and statistical data on licensing activity;
  • Identify fraudulent documents;
  • Maintain licensing database profile log; and
  • Responsible for reviewing and determining suitability for an applicant to hold a Gaming License or Vendor License
  • Making recommendation on denying, suspending, and revoking a temporary and permanent Gaming Licenses for all employees and vendors
  • Perform basic clerical and accounting duties as needed by the Department
  • Primary contact person to Gaming Operations regarding license status of applicants and vendors
  • Perform other duties as assigned by the Gaming Commission Director and/or Tribal Gaming Supervisor.

DESIRED QUALIFICATIONS:

  • High School Diploma or GED
  • Must be qualified and suitable to hold a Tribal gaming license under tribal, state and federal requirements
  • Must possess and maintain a valid Washington State Driver's License and be eligible to be placed on the Tribe's vehicle insurance policy
  • Must possess the ability to write clear and concise investigative reports
  • Must have good mathematics and accounting skills for computing and verifying payouts
  • Must be flexible with schedule to fill in when needed on weekends, nights and/or Holidays, or Emergency situations
  • Must be knowledgeable using Microsoft Office programs (Microsoft Word, Excel, and PowerPoint)
  • Must have ability to work with minimum direction and communicate quickly and effectively both orally and in writing.
  • Must have manual and hand dexterity for equipment operations

SPECIAL REQUIREMENTS:

  • Must adhere to STRICT CONFIDENTIALITY in reference to all Commission information in trust and confidence and shall not disclose confidential Commission information to any third party without the written consent of the Commission
  • Must sign Confidentiality and Code of Ethics Agreements
  • Must be willing to comply with the Personnel Policies and Procedures Manual of the Tribe
  • Commission employees must adhere to a healthy drug free lifestyle in compliance with policy
  • Commission employees are prohibited from participating as a player in any gaming activities conducted by the Lower Elwha Klallam Tribe
  • Must be able to sit for extended periods of time
  • Must be able to learn and perform the basics duties of a Surveillance Operator to fill in when emergency situations arise.
  • Indian preference among equally qualified applicants will apply.

SPECIAL CONDITIONS OF EMPLOYMENT:

  • Must complete the NIGC Licensing Authorized User Certification course
  • Agents cannot accept employment in any position with the Gaming Operation without specific, case-by-case, approval of the Gaming Commission
  • Employee shall disclose the names of all Gaming Operation or Commission employees who are a close relative (parent, child, sibling, grandparent, grandchild, and spouse) and any other person residing in the same household, including significant other
  • Pursuant to Commission policy, this position is subject to pre-employment, post-accident, and random drug testing.

RECRUITING INDICATORS:

  • A minimum of one year of gaming experience preferred
  • Must have excellent written and verbal reporting abilities
  • Must have excellent observation and investigative skills
  • Must be capable to perform compliance audits
  • Must be highly adaptable with the ability to adjust to change in a positive manner
  • Must be able to work independently, to be detail oriented, to be prompt, and maintain an excellent record of attendance
  • Must be capable of maintaining a high level of concentration for long periods of time
  • Must have excellent organizational skills, work effectively with frequent interruptions, work on multiple tasks simultaneously, establish priorities, and organize workload
  • Must have the ability to understand implications of, and apply, federal, state, and tribal gaming rules and regulations
  • Must possess the ability to understand procedure manuals for all departments
  • Must have the ability to complete assignments discreetly, effectively, and efficiently in sensitive, confidential circumstances
  • Must be able to develop and maintain positive peer relationships and provide assistance to Commission and Casino staff in a friendly manner
  • Must be a ‘team player' and work within a team-structured environment
  • Must be able to tolerate a smoking environment
  • Must be able to travel as required

TRAINING AND/OR EXPERIENCE THAT AFFECTS PAY RATES:

  • 12 months experience in Casino Operations, Casino/Tribal Gaming Surveillance
  • 12 months experience with Gaming Licensing requirements, procedures and regulations
  • 24 months of combined training/education within the gaming industry or law enforcement field.
  • Knowledge of Class II gaming regulations and rules as applicable per the Indian Gaming Regulatory Act (IGRA), National Indian Gaming Commission (NIGC), the Tribal-State Compact, the Lower Elwha Gaming Commission, and the Internal Controls of Casino Operations
