Summary

The Early Head Start-Child Care Partnership (EHS-CCP) Program Director will provide leadership, oversight and management of the program. The Program Director is responsible for effective service delivery, contract compliance, intra- and inter-agency coordination, and evaluation of performance in accordance with Head Start Performance Standards, Illinois Department of Human Services (IDHS) Child Care Licensing and other local/state regulations.

Essential Functions

Operational and Fiscal Leadership (60%)

  • Responsible for overall implementation, ongoing performance, direction, coordination, and evaluation of the program.
  • Work in coordination with others on program planning and development, integration, ongoing monitoring, human resources, and continuous quality improvement.
  • Ensure that governance requirements are met and provide training to the Parent Policy Council and Board members on an annual basis and as needed.
  • Monitor family eligibility requirements in accordance with the program standards and other applicable laws and regulations.
  • Oversee managers to ensure the development, implementation, and quality of the mental health/disabilities, health, nutrition, family services and early childhood and education services in accordance with program standards and regulations.
  • Ensure implementation of activities that support School Readiness, the Parent Family and Community Engagement (PFCE) Goals and Objectives the Head Start Early Learning Outcomes Framework and any state standards.
  • Develop and maintain successful relationships with community partners and work collaboratively as part of the SAL Leadership team.
  • Work with the Chief Financial Officer and other fiscal staff to ensure funding supports all program goals, objectives and all federal requirements.
  • In collaboration with accounting staff, including the Chief Financial Officer, complete and submit budget revisions.
  • Oversee the development, training, implementation of program policies and procedures that ensure SAL's compliance with federal regulations.
  • Provide trainings for Site Supervisors, Managers, Teachers, Family Child Care Providers, Partners, and Families.

Documentation and Reporting (15%)

  • Ensure Service Area Managers analyze data and collaborate to develop action plans to best respond to families, children, and program needs.
  • Ensure environmental health and safety standards are met.
  • Receive on-going monitoring reports from service area managers as well as their analysis and action plans for timely corrections.
  • Provide reports to Policy Council and the Board. Work with the Chief Financial Officer to ensure fiscal reports are also provided to Policy Council and the Board.
  • Coordinate the completion of funding applications involving the service area managers and the Chief Financial Officer

Supervisory Responsibilities (15%)

  • Provide leadership, coaching and mentoring to management team.
  • Maintain on-going communication with managers regarding the reporting of unusual incidents and follow-up.
  • Ensure the responsibilities, authorities, and accountabilities of all subordinates.
  • Interview, hire, onboard, and train employees; plan, assign, and direct work.
  • Identify and provide capable management succession opportunities and plans.

Other (10%)

  • Attend meetings, trainings including professional development and/or leadership opportunities, as needed or requested.
  • Assist in special projects as related to Early Head Start.
