Description

POSITION SUMMARY: Assists the Director of Water Works to manage projects related to the operation of the Water Utility and of the Municipal Utility Business Office. This could include the Customer Information System, Integrated Voice Response system, meter reading system, and other solutions related to billing and customer service, and meter reading. This Person also may investigate billing and customer service procedures, rules, and related State of Indiana regulations. This position entails a high degree of professionalism, independent judgment, and the overall ability to work with various staff within the Utility Division and the City. The Project Manager must assist the Water Division as a team player to be a leader in efficiency, accountability standards, and continuous improvement concepts.

Salary Range: Up to 59,000 Annually

ESSENTIAL DUTIES AND RESPONSIBILITIES: Performs duties related to customer service and billing, as directed, including: • Interacts with GIS, Enquesta, and other Utility software applications • Assists with water meter inventory, and meter change out procedures • May assist with implementation of regulatory requirements • Audits bills, and billing procedures • Assists with research and resolution of billing irregularities. • Interacts with third party solution providers during periods of implementation, training, as well as troubleshooting problems during normal operation. • May interact with customers and provide technical support related to the customer facing portions of the system. • Creates and maintains customer reports to meet Division needs • Serves as a project liaison with third party technology vendors, to resolve issues, and ensure standards are being met • Works with solution providers to perform upgrades and system purges • Trains Division personnel in the proper use of information systems. • Manages projects and performs other duties as determined by the Director.

EDUCATION / QUALIFICATIONS: • A four year college degree is preferred. • At least four years’ work experience in similar position preferred. • Other combinations of education and experience may be considered based on the candidates’ individual skills and experience.

KNOWLEDGE AND ABILITY: • Experience in data processing; experience and technical knowledge of data entry and control methods.. • Excellent communication and computer skills. • Data analysis skills, and abilities to extract and present data to staff • Experience with utility business policies and regulations • Must interact with coworkers and the public with tact and diplomacy.

CERTIFICATES, LICENCE, REGISTRATION: • Valid driver’s license required.

EQUIPMENT: Computer, calculator, telephone, copy machine, other systems and technology as implemented.

WORK ENVIRONMENT: Work is performed in a normal office environment, sitting primarily. On occasion it may be required to research information in different areas / buildings. The noise level in the work environment is usually quiet to moderate. Entire office is smoke free.
