JOB SUMMARY: The Manager – Distribution Services & Records is distinguished by its responsibilities for ensuring that The City of South Bend’s distribution assets are well maintained in record form. This shall include updating maps in GIS, paper form and in CityWorks. Must also update records, permits and utility verifications. An employee in this class is expected to exercise considerable initiative and independent judgment. The Manager – Distribution Services & Records reports to the Director of Distribution who reviews work through meetings, conferences, and results achieved.

Salary range: Up to $65,000

ESSENTIAL JOB FUNCTIONS: • Actively supports the City’s and Division’s mission statements. • Ensure water distribution assets are well maintained and updated. • Supervise front office staff to ensure policies and procedures are followed. • Routinely perform physical count of all inventory items. • Receive and account for inventory that is delivered. • Routinely perform physical count of all inventory items. • Receive and account for inventory that is delivered. • Prepare and complete purchasing requests for goods and services. • Ensure that all contact with customers is adequately documented in the customer service software. • Looks for and makes recommendations for improvement. • Assumes administrative duties (record keeping and reporting) as necessary. • Updates and edits water assets in GIS, paper form and in CityWorks including document changes. • Record valve, hydrant and other information in work order management system and in GIS maps. • Scan and edit maps in GIS, paper form and in CityWorks. • Reviews maps and archived records for proper accuracy. • Identifies requested information and provides staff and other city departments. • Issue water service line demolition permits. • Issue hydrant usage permits. Work with the backflow division to account for water loss. • Issue tapping permits and handle fees associated with them and work with the manager of Construction & Maintenance for scheduling and ordering materials. • Assist the Engineering Department in all water distribution request. • Provides timely progress reporting to management on all performance data with regular updates on relevant issues. • Actively uses various software programs information. • Must perform all job functions with honesty and professionalism. • Must interact with coworkers fairly and with impartiality. • Must have excellent communication skills to be able to communicate with vendors, customers and City of South Bend departments. • Makes recommendations for continuous improvement of the processes and systems. • Support Construction and Maintenance, Service Line Repair, and Meter Service programs

QUALIFICATIONS: • High School Diploma, or equivalent education. • Five years of increasingly responsible experience in water, wastewater, environmental services or utility operations and maintenance is preferred. • A Bachelor’s degree in science, technology, or business related study is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES • Strong interpersonal and problem solving skills. • Strong communication skills, both written and oral. • Strong computer and software skills; Microsoft Office Suite, Microsoft Project, Excel, GIS, CMMS programs and purchasing software. • Knowledge of EPA and State of Indiana water regulations. • Strong operations background with specific technical knowledge of water systems. • Strong analytical skills. • Ability to be a team player. • Ability to be self-reliant and able to lead change. • Ability to be self-motivated and work with very little direction and oversight.. • Must be physically capable of performing the position duties and working in adverse weather conditions. • Must perform all job functions with honesty and professionalism. • Must interact with co-workers fairly and with impartiality. • Must have excellent communication skills in order to communicate with vendors and the City of South Bend Accounting Department; interact with co-workers and the public with tact and diplomacy • Must be able to read, write, and interpret O & M Manuals. • Must be able to work around open and unprotected water. • Must have knowledge of operation, repair and maintenance of water system equipment. • Must wear steel toed boots and winter wear as well as approved safety equipment as needed.

CERTIFICATES, LICENSES, REGISTRATIONS: • Valid Indiana driver’s license is required. • • A State of Indiana Distribution System-Large Certification is preferred

PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand; walk; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to sit and climb or balance. Must be able to negotiate stairs. May require lifting and carrying of materials weighing up to 60 pounds. WORK ENVIRONMENT: Work to include inside office environment and outside street work.
