Purpose of Division:

Success Measures is an evaluation consulting group that serves local and national nonprofits and philanthropy focused on improving the places, policies, systems and conditions that people need to live in healthy and equitable communities. Based in Washington, DC, Success Measures operates as a social enterprise program within the Evaluation, Leadership and Peer Learning Division at NeighborWorks America, a Congressionally chartered national nonprofit organization that has served the housing and community development field since 1979 to address disinvestment in communities across America through community-driven solutions.

Success Measures has provided evaluation consulting, technical assistance services and technology support to over 1,000 community-based, regional and national organizations and over 50 of their funding and intermediary partners. Our core team of ten staff is expanded through use of experienced consultants with expertise in a range of evaluation methods, subject areas and disciplines. Our work is grounded in a commitment to equity, equitable evaluation principles and draws on the theory, respect for and practice of participatory outcome evaluation. This includes using culturally-responsive approaches to create an environment where people are comfortable sharing their thoughts and experiences as part of evaluation and learning processes. It also means ensuring that evaluation and learning activities are practical, so that the investment of time required by participants in data collection, reporting and reflection is in keeping with the value and learning they gain from their participation. Position Summary:

As the Senior Manager, Success Measures Evaluation, you will manage multiple evaluation consulting and technical assistance projects and develop information resources and tools to support evaluation capacity building. Drawing on the principles and practices of participatory and equitable evaluation, you will work with community-based nonprofit organizations, affordable housing providers, national organizations and philanthropic clients who are interested in learning from their work in investing in people and strengthening communities.

In collaboration with clients, staff and consultants, you will manage teams to plan and conduct data collection and analysis activities for both single and multi-site evaluation projects in a range of affordable housing properties and community settings. You will also manage teams to provide evaluation technical assistance to nonprofit organizations conducting community level or other types of evaluations. In addition, you will work with teams to develop and deliver accessible content to support nonprofit organizations in carrying out their own evaluation efforts.

You will be responsible for all aspects of project management, including budget management, forming and coordinating project teams of staff and consultants to bring the right skills to the project and working closely with clients to ensure that their needs are met.

Essential Duties/Responsibilities:

1. Plan and manage the implementation of three to five evaluation consulting and technical assistance projects, some of which will be large efforts that include multiple communities or housing properties.

2. Deploy and coordinate the work of consultants to implement data collection processes. This includes conducting surveys which include use of appropriate technology solutions.

3. Deploy and coordinate the work of consultants to lead evaluation technical assistance to community-based organizations to conduct evaluation of change at the neighborhood level.

4. Develop worksheets, templates, examples, and guides to support successful evaluation in the field. Manage the Evaluation Learning Center, a repository of those materials.

5. Manage the analysis of evaluation data and the development and presentation of results in accessible and actionable formats for different audiences, including community residents.

6. Develop and maintain effective working relationships with client organizations including ensuring ongoing communication to provide updates, address challenges, adapt plans to meet client need, and deliver high quality, useful evaluation products.

7. Ensure effective project management including project planning and timeline management, financial/budget/invoicing management, consultant selection and scoping of assignments, and managing consultant and staff teams through coordination of efforts, trouble-shooting, issue resolution and delivery of final products.

Fiscal Responsibilities:
Management of project budgets for consulting contracts and services.

 
Position Requirements

Required Minimum Qualifications:
(a) Education: Bachelor’s degree or equivalent experience in fields including evaluation, social science, public administration, social work, public health, urban planning or related fields; graduate degree preferred.


(b) Experience: 5 - 8 years of professional experience in evaluation with project management responsibilities. This includes professional experience managing evaluation projects and related experienced in evaluative methods, sociology, anthropology, urban planning, public administration, statistics, or related fields.

(d) Competencies, Knowledge, Skills & Abilities:

The successful candidate will demonstrate a balance of strong evaluation expertise and strong project management expertise including:

  • Deep commitment to the principles and practices of participatory and equitable evaluation as path to building community capacity, actionable insights, and long-term change.
  • Being a self-starter with excellent project management skills including the ability to supervise project teams and manage complex projects on budget and according to agreed upon timelines.
  • Background in mixed-methods evaluation, and participatory evaluation and/or research experience that includes field work in community settings.
  • Knowledge of/experience using qualitative and quantitative evaluation methods and analysis.
  • Familiarity and comfort with analytic, and evaluation methodologies and outcomes—both qualitative and quantitative
  • Ability to integrate data from a variety of sources, including surveys and other primary and secondary research sources
  • Strong communication skills—both written and oral; in particular, the ability to facilitate interactive meetings, present information to colleagues, clients, and other stakeholders in a concise, understandable way
  • Strong organizational, problem-solving, and time/project management skills
  • Ability to collaborate with colleagues, clients, and partners using strong interpersonal skills, with the ability to influence stakeholders, lead teams, manage multiple activities, and resolve issues
  • Ability to prioritize and coordinate multiple, diverse, and competing agendas and engagements

(f) Technology:

  • Facility with statistical and qualitative analysis software (e.g., SPSS, SAS, Stata, NVIVO, ATLAS.ti)
  • High level of proficiency in the Microsoft Office suite of applications (e.g., Word, Excel, PowerPoint)
  • High level of proficiency with virtual meeting technology applications

Preferred Qualifications:

Previous work experience in consulting firm, a nonprofit organization or a foundation environment is strongly preferred.

Working Conditions:
(a) Travel:
up to 15% travel to client organizations, conferences or other events
(b) Physical/Sensory Demands: Fast paced, multi-tasking work environment.
