GENERAL PURPOSE OF JOB:

This position provides key technical and administrative support to the HR Department and is responsible for the daily administration and maintenance of the County’s HRIS system.

 

ESSENTIAL JOB FUNCTIONS:

Provide General HR Administrative Support: (30%)

  • Updates/maintains organizational charts. Communicates with department heads/elected officials to ensure accuracy. Publishes on employee intranet.
  • Responsible for processing all HR department invoices, balances and reconciles statements to ensure accuracy of billing. Prepares documentation to send to Finance, enters information into County’s ERP system, generates reports as needed on status of budget, and advises HR Director of variances. Reconciles HR Department Pcards monthly.
  • Greets employees/visitors to the HR office, or responds to calls and emails, providing information and responding to general requests for assistance on all employment-related matters.
  • Processes incoming and outgoing mail, orders office supplies, accesses/forwards messages from General HR voicemail box & email, coordinates Facilities requests, files documents (electronic & hard copy files), acts as back up for badges, and is responsible for maintenance of office equipment.
  • Organizes and files employee paperwork and invoicing, including filing.
  • Provides logistical support/general assistance for training, wellness, and other HR-related events.
  • Performs other duties of a similar or related level as necessary or assigned.

HRIS System Administration: (15%)

  • Process employee actions and changes in the HRIS system. These changes may include new hires, salary adjustments, position changes, reporting structure changes, terminations, etc.
  • Responsible for the accuracy and timeliness of data entry into the HRIS system.
  • May provide training to employee users on employee self service and performance management modules.
  • Assist HR Director in processing of performance reviews.
  • Generates reports from HRIS system to assist with operational decision making, such as termination rates, new hire reports, position change reports, etc.
  • Is cross trained on the County’s ERP system sufficient to assist in HR functions.

HR Newsletter: (15%)

  • Oversees publication of monthly HR Happenings Newsletter. Collects articles from other HR team members and checks for accuracy, creates professional-looking page lay-out, and distributes on schedule.

Annual Service Awards: (10%)

  • Supports Fair & Events and Communications departments with the Annual Service Awards event including providing employee lists (e.g. honorees, years of service, departments, etc.), assisting with communication to employees/managers, and proving other logistical support.
  • Oversees administration of employee service rewards, including management of the “simple store” award items, vendor contact/management, monitoring purchases/receipts, ensuring timely ordering and shipment of items, organization and distribution of awards to employees, etc.

Anniversary Cards Program: (10%)

  • Enters employee data into automated anniversary card program such as employee date of hire and supervisor, including changes and terminations, if applicable.

Metrics: (10%)

  • Working closing with the Director, assist with the generation of an annual HR metrics report, including gathering data, creating presentations, etc.

Other: (10%)

  • Other duties and special projects as assigned.

  • Human Resources Knowledge: Able to develop professional level knowledge in human resources management policies and procedures sufficient to be able to answer basic employee questions and handle employee paperwork.
  • Mathematical Skills: Proficient in basic math and have a general knowledge in accounting or bookkeeping principles.
 
Position Requirements

MINIMUM QUALIFICATIONS: *

Education & Experience:

  • High school diploma or equivalent.
  • Three (3) year of administrative experience which should include data entry, customer service, financial support, modern business technologies, and human relations.

Licenses & Certifications:

  • Valid Driver’s License

Preferred Experience:

  • Previous experience in a Human Resources environment

While performing the essential functions of this job the employee is frequently required to reach, grasp, finger, stand and/or sit for long periods of time, walk, talk and hear; occasionally required to lift and/or move up to 20 pounds; if handling training or office supplies, employee must be able to push, pull and/or lift from the ground into an automobile trunk or back or front seat of an automobile and lift supplies back out from auto to ground. Specific vision abilities required by this job include close vision, color vision, depth perception, peripheral vision, and ability to adjust focus.

 

Work Environment:

Work is primarily conducted in a standard office environment, with frequent interruptions and multiple demands.

 

Work Hours:

Regular hours for this position are Monday – Friday, 8:00am to 5:00pm.

Weekends and after hours may be required for special events or to attend trainings.

 

Required Travel:

The employee is occasionally required to drive throughout various parts of the Count and outside the county for training and conferences.

 

Technology and Office Equipment:

Computer and relevant software applications, including Ascentis (HRIS), Microsoft 365, Excel, Publisher and Canva; telephone system.
