SUMMARY:
Under general direction, provides staff support to various departments and specified boards, commissions, committees, and the County Commissioners, Commissioners’ Administrator’s office, and Human Resources Department; serves as project manager on assigned projects and special event permits; and conducts professional-level studies and analysis related to administrative, fiscal, organizational, staffing and operational functions and activities, which may have County-wide or significant departmental implications.
PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:
• Provides a variety of administrative support to the Commissioners, BCC Administrator and Human Resources Director, including receiving and screening visitors and calls, providing information, referring matters to appropriate departments/offices and resolving complaints as appropriate; screens incoming correspondence and arranges items by priority for prompt response or action; acts as liaison to other departments and agencies; makes appointments and travel arrangements; maintains calendars; coordinates events and related logistics; and arranges and prepares materials for conferences and meetings.
• Performs a variety of operational and administrative tasks such as monitoring department(s) budget and expenditures; processing expenses; preparing vouchers; ordering office supplies; acting as primary contact with vendors and service providers; arranging for equipment maintenance and repair; coordinating and planning events and logistics for public meetings and committee meetings; setting up and maintaining a variety of office files and records; completing personnel action forms; and reconciling and maintaining time reports, vacation and sick leave records.
• Compiles data; prepares a variety of narrative and statistical reports, correspondence, spreadsheets and graphics on behalf of the Board and the BCC Administrator; drafts and finalizes submissions to the Board on behalf of BCC Administrator; prepares informational handouts, website content, and other written materials as requested; and completes and processes technical and complex documents related to the work of the department.
• Assists the BCC Administrator in the coordination of county-wide departmental budget requests and adjustments; compiles budget information and confers with departmental staff regarding fiscal adjustments as directed.
• Plans and conducts administrative, organizational, human resources and operational studies; collects and analyzes data, evaluates alternatives, makes recommendations and prepares reports; assists in or coordinates implementation of recommendations after approval.
• Provides information to special event organizers about permitting regulations, submittal requirements, and County’s permitting process. Administers Special Event Permits through coordination with event organizers, state and local law enforcement officers, county staff, medical service providers, the public and other agencies to coordinate operations and cross jurisdictional responsibilities. Applies the County’s policies and regulations to review permit applications, coordinates the internal and external review process, and facilities the certification process to issue certifications in a timely manner.
• Provides support for administrative and ad hoc meetings; contacts all associated parties; determines meeting dates; arranges for meetings; prepares agendas and other materials; takes, produces and distributes minutes; and follows-up on actions as needed.

• Prepares and distributes a wide variety of correspondence, reports, contracts, and other materials from copy or verbal instructions. Composes routine correspondence. Reviews documents for completeness, accuracy, formatting, compliance with policies and procedures and appropriate English usages. Edits, formats and uploads content to websites.
• Acts as liaison for department-specific computer systems, including coordinating with vendors or information technology staff; training and acting as resource to department staff; and troubleshooting minor problems as they arise.
• Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

 
Position Requirements

MINIMUM QUALIFICATIONS:
Education and Experience:
• Bachelor’s degree in Business, Public Administration, Accounting, or related field; AND one year of paraprofessional experience performing accounting, budgetary, administrative or related work; OR equivalent combination of education, training and experience.
Required Knowledge of:
• Working knowledge of governmental structure and budget process.
• Principles and practices of budgetary and fiscal tracking and reporting.
• Business arithmetic, including fractions, decimals and percentages and basic practices of statistical analysis.
• Standard office practices and procedures, including filing and retrieval systems, correspondence formats and the operation of standard office equipment.
• Ability to do research on a variety of issues and topics
• All requirements of executive-level administrative responsibilities.
• Principles of record keeping, case management, records retention, and confidential records management.
• English usage, spelling, vocabulary, grammar, proofreading, and punctuation.
• Ability to work effectively with other employees, agencies and the public.
• Business computers, standard MS Office software applications, specialized software applications and internet technologies.
Required Skills in:
• Working independently, maintaining composure and confidentiality, and working effectively in a high-pressure environment with changing priorities.
• Interpreting and explaining policies and procedures of assigned department.
• Using initiative and independent judgment within established procedural guidelines.
• Planning, prioritizing and completing assignments with minimum supervision.
• Use computer applications related to the work, including word processing, spreadsheet and database applications.
• Researching, compiling, and reviewing data for special projects, and preparing narrative and statistical reports.
• Meeting critical time deadlines and writing complex reports and correspondence from brief instructions.
• Providing effective customer service and dealing tactfully and courteously with the public.
• Following verbal and written instructions and procedures.
• Communicating effectively verbally and in writing.
• Building collaborative and effective working relationships with staff, elected officials, boards, outside agencies, and members of the public to meet mutual goals and objectives.
Physical Demands/Work Environment:
• Work is performed in a standard office environment.
