Description

WORK OBJECTIVE

This position is responsible for managing a team of professionals responsible for the installation, upgrade, and day-to-day maintenance and operation of computer network and phone system hardware and software components for the City’s technology platforms.

ESSENTIAL FUNCTIONS

  • Directs, supervises and coordinates IT department strategies and personnel for the City.
  • Ensures IT programs and policies support organizational values, goals and objectives.
  • Assesses, develops, and monitors department-wide service delivery efforts to ensure the timely and efficient delivery of customer response and end-user support.
  • Oversees departmental staffing including recruitment and selection, onboarding, and ensuring for ongoing staff development and training to support employee growth and meet department and City objectives and needs.
  • Responsible for PC, server, email, network, ERP, phone and communication systems maintenance; user maintenance (moves, adds, and changes); installation and setup of all computer applications; and the City’s external web presence.
  • Responsible for providing technical support for the local area network/wide area network/wired & wireless hardware and software and providing help desk support to City employees.
  • Responsible for monitoring systems to ensure equipment is functioning properly and resources are available to City staff, including assisting IT staff with questions and troubleshooting issues and needs.
  • Oversees maintenance of all desktop computers including hardware, new installations, troubleshooting, training and support of end-users.
  • Facilitates the management and implementation of systems acquisition design and development processes including requirements analysis, feasibility studies, software procurement/vendor selection and management, pilot testing, installation, change management, evaluation and operational management.
  • Develops cost saving and/or labor saving processes and solutions and policies and procedures to ensure the protection of IT assets.
  • Ensures the integrity, availability, security, and privacy of information entrusted to and/or maintained by the City.
  • Oversees the development, maintenance, and communication of systems documentation, policies, and procedures.
  • Manages, maintains, and supports 24x7 Police records management systems and networks including critical links to Orange County Jail, Orange County Sheriff’s Office, Misc. Sub-agencies, and Florida Department of Law Enforcement.
  • Performs other tasks and responsibilities as assigned by City Administration.

 

MINIMUM QUALIFICATIONS

  • A Bachelor's or Master's degree in computer science, information systems, business administration or related field; 5 years of supervisory experience; 7 years of progressively responsible IT experience managing IT infrastructure and operations; or the equivalent combination of education, training, and experience.
  • Knowledgeable and experienced with SAN technologies; Windows 10 desktop operating system; Office desktop clients; Office 365, online collaboration software; basic data communications networking equipment including switches, firewalls, LAN/WAN networking protocols; ITIL framework; managing and maintaining networks in a hybrid client environment (i.e. Windows, Mac, Linux, etc.); designing and maintaining a virtual network infrastructure across multiple data centers, etc.
  • Experienced in Disaster Recovery design and implementation efforts.
  • Proven experience in establishing standard processes and managing/achieving key performance metrics.
  • Knowledgeable and experienced with AS400 / IBM I series management, maintenance, and troubleshooting.
  • Experience in managing and controlling information technology budget.
  • Availability for occasional after-hours and weekend projects and tasks.
  • Ability to obtain and maintain a Criminal Justice Information Services (CJIS) Security Clearance to include approval for controlled access to protected information.

 

Exceptions to the minimum qualification must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.

WORKING ENVIRONMENT/CONDITIONS

  • Work is performed in an office environment with typical office hazards and low to moderate noise levels that involves intermittent sitting, standing, bending, stooping, crouching, reaching, pushing, pulling, and walking, with the potential for extended periods of standing and sitting and working in small spaces.
  • Must have the use of sensory skills in order to effectively communicate with other employees and the public through the use of the telephone and personal contact.
  • Required to be sufficiently mobile to respond to calls at all supported locations and the physical ability to move heavy computer equipment and peripherals unassisted when necessary.
  • Requires visual and muscular dexterity and hand/eye coordination for extended periods, hearing sounds/communication, close vision, and finer dexterity when handling/grasping/fingering of objects.
