Purpose of Division:

Corporate Strategy & Impact (CSI) is responsible for strategic planning, corporate performance measurement, program evaluation, data collection and policy, and business intelligence, all of which furthers the coordination and integration of programmatic systems across the functional divisions of the organization. Under the guidance of the CEO and in collaboration with the SVPs of the corporation's divisions, Corporate Strategy & Impact leads projects and processes which are important to the accomplishment of overall corporate strategic goals, with an emphasis on systems or operations which support improved corporate-wide programmatic performance and communications. The division consists of 3 distinct but inter-connected business units:

Planning and Evaluation – is a small, high-profile team dedicated to improving the organization’s understanding of what drives performance and how to achieve greater impact. The team leads strategic planning and annual goal setting processes and works closely with internal stakeholders to identify and track success metrics and monitor performance against strategic plan goals. The team evaluates the effectiveness of programs and activities to understand what is working, what is not working, and how to make improvements. Senior leadership and program managers across the organization are its key customers.

Business Intelligence Services – this entrepreneurial team within CSI drives innovation at the intersection of technology, data, and community development. BIS offers capacity-building products and services to help internal divisions and member organizations anticipate change and grow their own capabilities and resources. Within the laboratory that is NeighborWorks America, this unique group functions to translate stakeholder needs into data-driven products and services. These products help local organizations understand their communities and tell their stories of impact to the world. For this reason, NeighborWorks network organizations are a frequent and significant client of the Business Intelligence team.

Data Management and Policy – is a technology-, data-, and customer-driven team within CSI that focuses on data integrity and accessibility, process automation, and customer support. Data Management leads the corporation’s efforts in defining and collecting performance data from 240+ affiliate members across the country, information which is used to tell the story of impact. Data Management oversees the data collection process and infrastructure, provides training and technical assistance, and oversees quality control and validation to ensure the performance data is reliable and accurate. The NeighborWorks network organizations along with internal business stakeholders of each Line of Business are primary customers of the Data Management team.

Position Summary:

Reporting to the Vice President, Strategy Management, this position is responsible for designing and implementing projects and initiatives to enhance organizations effectiveness and accountability, with a focus on process excellence and program evaluation, strategic performance management, and change management.

The Director will assess the performance and effectiveness of programs and critical business processes against desired outcomes, collaborate with program and process owners to identify and implement improvement opportunities, and institute mechanisms to monitor ongoing performance of process/program.

The position will assess and develop new or enhanced set of performance metrics, indicators (leading and lagging) and/or scorecards as needed, to effectively measure progress against strategic goals and outcomes. The position will support the development and implementation of the strategic plan, annual target-setting, communications, and associated reporting.

In collaboration with the VP Strategy Management, the position will also advance organizational change management discipline in NeighborWorks America, which may include establishing a learning agenda for managing change and acting as a consultant resource on high-impact initiatives/transformation to guide the development and implementation of comprehensive change management plans.

This position requires strategic integrative thinking, analytical acumen, creativity, and strong project management skills. Demonstrated ability to communicate effectively and persuasively in writing and in person with diverse stakeholders across the organization. Sophisticated problem-solving skills with an ability to tackle unstructured problems and handle ambiguity.

The Director should have applied knowledge of performance management systems and practices, business process improvement/process reengineering and change management approaches, and experience analyzing complex data and communicating results to a range of audiences.


Essential Duties/Responsibilities:

1. Assess, design, and implement new/enhanced metrics, key performance indicators (KPIs) as needed, to measure and monitor progress against strategic goals and priorities

2. Identify business challenges and opportunities for improvement and solve for them using analysis to make strategic or tactical recommendations

3. Conduct qualitative and quantitative analysis to identify trends and assess program/process performance. Collaborate with Planning and Evaluation team on design of data collection instruments and analysis

4. Support corporate strategic planning process and annual goal-setting activities including collaborating with key stakeholders across divisions in the development of the scorecards

5. Perform reporting and review of quarterly corporate and divisional scorecards. Identify areas requiring attention and work with divisions and CSI data team to resolve

6. Assist with the development of presentations or reporting to senior level audiences, which may include SVP CSI, CEO/officers, and other senior leaders

7. Provide change management expertise or consulting role on high-impact projects or initiatives to enable effective implementation of change.

Nature of Work Contacts:
This position works cross-functionally to build effective working relationships across the organization. The job requires internal collaboration within CSI and close engagement with leaders and program staff across divisions within NeighborWorks America. There may be periodic presentations and interactions with officers and members of the senior leadership team. Engages with vendors, consultants and other service providers as needed.

Position Requirements

Minimum Qualifications:
(a) Education: Bachelor’s degree in economics, business, urban planning, statistics, engineering, or related discipline involving analysis and evaluation or applied research.
(b) Experience: At least 5-7 years professional experience assessing process or program performance and leading implementation of projects relating to corporate strategy, performance management, change management, and/or process improvement, and any combination of education, training, and experience that provides the following knowledge, abilities, and skills:

(d) Competencies, Knowledge, Skills and/or Abilities: Demonstrated experience collecting and analyzing data, assessing program results, communicating analytical findings to senior level audiences, understanding and responding to customer/user needs, and leading/managing change. Excellent communication and project management skills. Familiarity with performance management systems/practices (e.g., metrics/KPIs, balanced scorecard) and process or program evaluation methodologies. Comfortable working in a fast-paced and matrixed environment.
(e) Technology: Demonstrated advanced proficiency in use of Microsoft Office Software (Access, Excel, Word, PowerPoint). Basic understanding of Tableau or other BI/data visualization tools; familiarity with business process management/reengineering (BPM/BPR) tools and willingness and aptitude to learn Online Reporting System, and other data related tools.

Preferred Qualifications:
Experience in consulting, business analysis, market research, and corporate strategy. Certified in change management. Familiarity with community development and non-profit management.

(a) Travel:
Up to 5%
(b) Physical/Sensory Demands: Fast paced working environment with extensive computer usage. Requires occasional absences from employee’s place of residence.
